Regarding the issuance of the Regulations on National Defense Education Sports Meeting for high school students nationwide

- Based on Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

- Based on Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

- Based on Decision No. 12/2000/QD-BGD&ĐT dated May 9, 2000 of the Minister of Education and Training on the issuance of the curriculum for national defense education subjects for high schools, vocational schools, universities, and colleges;

- In accordance with the proposal of the Director of the Department of National Defense Education;

Pursuant to …;

Article 1. The attached Regulations on National Defense Education Sports Meeting for high school students nationwide are hereby issued.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall be implemented starting from the academic year 2004-2005.

Article 3. The Heads of the Office, Directors of the Department of National Defense Education, heads of units related to the Ministry of Education and Training, and Directors of Departments of Education and Training are responsible for implementing this Decision.

CHARTER

NATIONAL DEFENSE EDUCATION SPORTS MEETING

FOR HIGH SCHOOL STUDENTS NATIONWIDE
(BIssued together with Decision No. 27/2004/QD-BGD&ĐT dated August 16, 2004 of the Minister of Education and Training).

PART I

GENERAL PROVISIONS

Article 1 - Object and Scope of Application

These Regulations specify the object and components participating in the sports meeting; the content and form of organization of the sports meeting; the structure, tasks, and powers of the Steering Committee, Organizing Committee, and Arbitration Committee of the sports meeting; the methods of organization, evaluation of results, rewards, penalties, and support work for the National Defense Education Sports Meeting for high school students nationwide.

Article 2 - Purpose and Requirements for Organizing the Sports Meeting

1. Purpose:

a- To promote the competition movement to improve the quality of national defense education among localities;

b- To contribute to enhancing management and implementation capabilities at the grassroots level;

c- Through the sports meeting, to identify schools and localities that achieve high results in learning and training; thereby planning to expand exemplary models and proposing practical solutions to continue guiding localities to fulfill national defense education tasks in subsequent years.

2- Requirements

a- The content of the sports meeting must be within the scope of the national defense education curriculum for high schools issued pursuant to Decision No. 12/2000/QD-BGD&ĐT dated May 9, 2000 of the Minister of Education and Training;

b- The organization of the sports meeting must be serious, objective, honest, and safe;

c- Through the sports meeting, Departments of Education and Training and high schools should draw lessons on teaching methods and content of national defense education, and plan to organize sports meetings at the grassroots level to continue participating in the national sports meeting regularly.

Article 3 - Object and Components Participating in the Sports Meeting

1- Participants in the Sports Meeting are high school students from various types of schools;

2- Components participating: Each Department of Education and Training sends a team consisting of nine students (including three tenth-grade students, three eleventh-grade students, and three twelfth-grade students); one coach and one team leader;

3- Lists of participants in the sports meeting (according to the model sent to units at the beginning of the academic year organizing the sports meeting) shall be submitted to the Ministry of Education and Training (through the Department of National Defense Education), 49 Dai Co Viet Street, Hai Ba Trung District, Hanoi.

Article 4 - Content and form of organization of the sports meeting:

1- Content:

The sports meeting includes 7 contents in the national defense education program for high schools as stipulated in Decision No. 12/2000/QĐ-BGD&ĐT dated May 9, 2000 of the Minister of Education and Training:

- Some knowledge about the people's national defense (compulsory subject);

- Rifleless squad (compulsory subject);

- Combat movement posture and actions (specifically for grade 12 students);

- AK rifle shooting introductory course;

- Grenade throwing to hit the target;

- AK rifle disassembly and assembly;

- Bandaging and first aid;

2- Form of organization:

The national defense education sports meeting for high school students is organized every three years at the national scale. Departments of Education and Training shall organize the sports meeting at the local level based on this Charter as a basis for participating in the national sports meeting.

Article 5 - Time and location of organizing the sports meeting

1- Time:

a- The Ministry of Education and Training will pilot the sports meeting for the northern provinces cluster in December 2004.

b- Starting from 2005, the sports meeting will be organized every three years during the National People's Defense Day on December 22; the Sports Meeting Organizing Committee will announce specific time for participating units at the beginning of the academic year.

2- Location. Determined and announced by the Sports Meeting Organizing Committee for participating units at the beginning of the academic year.

Article 6 - Regulations for students participating in the sports meeting

1. Health condition and academic performance: students participating in the sports meeting must have a health certificate for competition issued by a competent health authority; have academic performance at least average and conduct at least good.

2. Attire for participating in the sports meeting: dark-colored suit pants, tucked-in shirt, belt, canvas shoes, hard hat, wearing the sports meeting badge with photo attached.

3. Participants must be present one day before the sports meeting to undergo inspection and prepare.

4. During participation in the sports meeting, they must strictly comply with the regulations of the Charter and the instructions of the Arbitration Board.

PART II

DIRECTING BOARD, ORGANIZING BOARD AND ARBITRATION BOARD

Article 7 - Directing Board and Organizing Board of the sports meeting

1- Directing Board of the sports meeting:

- Chairman: Deputy Minister of Education and Training;

- Vice Chairmen: + Head of the Department of National Defense Education;

                      + Head of the Department of Student Affairs;

- Members: representatives of the Heads of the Department of Secondary Education; representatives of the organizing unit; representatives of the School Administration Bureau, the Self-Defense Militia Bureau, and the Military Training Bureau of the Ministry of National Defense.

2- Organizing Board of the sports meeting:

The Department of National Defense Education will cooperate with relevant agencies of the Ministry of National Defense and the organizing unit to establish the Organizing Board of the sports meeting.

3- Duties and powers of the Organizing Board of the sports meeting:

The Organizing Board has the authority to manage all matters related to the sports meeting; is responsible to the Directing Board for the content, process, and evaluation of the sports meeting results; proposes commendation to the Ministry of Education and Training for collectives and individuals with outstanding achievements in the sports meeting.

Article 8 - Arbitration Board of the sports meeting

- Chairman of the Arbitration Board: Head of the Department of National Defense Education;

- Vice Chairman: Head of the organizing unit;

- Organization of the Arbitration Board Secretariat: including team leaders of members, specific personnel determined by the Chairman of the Arbitration Board;

- Each sports meeting content has a sub-Arbitration Board, including a sub-Chairman and members; the number of members and specific personnel are determined by the Chairman.

Article 9 - Duties and Authorities of the Arbitration Board

1- The Arbitration Board

- The Arbitration Board operates under the unified direction of the Organizing Committee; its duties include assisting the Organizing Committee in managing matters related to the sports event. The Arbitration Board operates according to the principle of democratic centralism;

- The Arbitration Board has the authority to decide on matters related to the sports event such as organizing competitions, scoring, and evaluating the results of the event;

- The Arbitration Board is responsible for compiling and reporting the results of the event to the Organizing Committee.

2- Chairman and Deputy Chairmen:

- The Chairman of the Arbitration Board is responsible to the Organizing Committee for all matters related to the event during its progress; he guides the organization and implementation of all aspects of work in accordance with the Regulations of the event; issues decisions to establish working groups assisting the Board: Secretariat, sub-arbitration boards, preparatory groups;

- The Deputy Chairmen assist the Chairman in their respective areas of responsibility and take over when the Chairman is absent.

3- Secretariat:

- It is subject to the overall direction of the Arbitration Board to ensure compliance with the schedule, plan, and Regulations of the event;

- Prepare the event plan, record minutes;

- Prepare necessary forms and documents for the event;

- Compile the results of the event.

4- Sub-Arbitration Boards:

The head of each sub-arbitration board is appointed by the Chairman of the Arbitration Board. The sub-arbitration boards have the following duties:

- To thoroughly understand the Regulations of the event, the content, and the method of evaluating the results of the event;

- Each member accurately and objectively evaluates the content of the event for each participating athlete;

- Summarize the situation and report the results of the event to the Arbitration Board immediately after each session of the event.

CHAPTER III

 METHODS OF ORGANIZATION AND EVALUATION OF RESULTS

Article 10 - Methods of Organizing the Event

For each competition, each team sends two athletes to participate (except for the "First Aid Bandaging" competition where three athletes participate), each athlete does not participate in more than two competitions (excluding the two mandatory events). Depending on the nature of the competition, the Organizing Committee will conduct a draw to determine the order of participation among teams or athletes.

1- Knowledge Test about National Defense: A written test lasting 120 minutes; students from grade 10 and grade 11 take the same test, while students from grade 12 take a separate test.

2- Physical Movements Test in Combat: Each athlete is equipped with a gun and performs the following sequence of movements: running across a narrow bridge (using ten bricks placed vertically, each brick spaced 1.2 meters apart); bending (5 meters); high crawl (5 meters); low crawl (5 meters) running through a zigzag trench (represented by six pairs of stakes planted alternately to form a trench 0.6 meters wide and 20 meters long, with a distance of 4 meters between stakes. Under the ground, white chalk connects the stake feet, the middle and the stake heads are tied with a rope 0.5 meters high. The total length is 70 meters, measured by the fastest time.

3- First Aid Bandaging Competition: Each team sends a group of three athletes (two males and one female) equipped with two guns and a first aid kit. The entire group moves to the designated position, the referee will present a scenario of injury (or may draw beforehand), one person acts as the injured, one person performs bandaging (female), one person assists; then one person carries the injured back to the finish line while the other carries weapons and the first aid kit. Measure the fastest bandaging time.

4- Formation Competition without Guns: Each team sends one athlete as the squad leader to command the squad to perform the following sequence of actions: lead the squad to the competition position, report to the referee that they are ready to participate in the competition (the content of the report is as learned); upon permission from the referee, proceed to assemble the formation in a straight line facing the referee, adjust the formation, turn left, turn right, turn around, stand still, adjust the formation, report completion of the competition, return to the position.

5- AK Rifle Shooting Competition: Conduct a draw to determine the number of shooting rounds for all participating athletes. Athletes must adhere to the following AK rifle shooting rules:

a) Shooting Conditions:

- Target: Fixed target number 4a (chest-shaped target with a 40 x 40 cm circle) on a white background 50 x 50 cm.

- Distance: 100 meters.

- Shooting Position: Lying position with a firing rest.

- Number of Rounds: 5 rounds (fired in one go); test shots: 2 rounds; scoring shots: 3 rounds.

- Time Limit: 10 minutes (excluding target change time).

- When switching from test shots to scoring shots, the athlete must signal with a red flag and wait for the target to be changed and receive permission from the referee before shooting.

b) Shooting Rules:

- The athlete moves to the preparation line, 30 meters from the shooting line; receives instructions from the referee; assigns the shooting position on firing rest number … and receives test shot ammunition.

- Upon the command: "Move to shooting position" the athlete moves to the assigned shooting position; when the command is given: "Lie down to prepare" the athlete performs the action of lying down to prepare to shoot (the gun is already placed on the firing rest), but has not yet loaded the gun.

- Upon the command: "Target number 4a, distance 100 meters, one round, time … minutes, shoot" the athlete loads the gun, lowers the red flag, performs the shooting action, shoots, and reports: Firing rest number … finished shooting.

- Upon the command: "Inspect the gun" the athlete performs the gun inspection action, the referee directly checks and collects any remaining ammunition (if any); when the command is given:"Stop shooting, stand up" the athlete places the gun at the designated location, performs the action of stopping shooting and standing up, waiting for the result. The shooting result is reported immediately after the test shooting round ends (reported by hammer and flag).

- After the target is changed, the athlete receives ammunition; upon the command: "Lie down to prepare … shoot" the athlete quickly performs the action of lying down to prepare to shoot, finishes preparing and reports: "Firing rest number … prepared" and lowers the red flag, waiting for further instructions; when the command is given: "Target number 4a, distance 100 meters, three rounds, time … minutes, shoot" the athlete loads the gun, lowers the red flag, performs the shooting action, shoots, and reports: Firing rest number … finished shooting.

- Upon the command: "Inspect the gun" the athlete performs the gun inspection action, the referee directly checks and collects any remaining ammunition (if any); when the command is given: "Stop shooting, stand up" the athlete places the gun at the designated location, performs the action of stopping shooting and standing up, waiting for the result. The shooting result is reported immediately after the shooting round ends (reported by hammer and flag).
c) Handling Violations:

- Athletes must be present 30 minutes before the start of the competition for the referee to conduct a check. If an athlete is absent at the start of the competition, they lose their right to compete.

- Athletes violating the following points will have their right to compete revoked:

+ Discharging firearms without the referee's signal;

+ Engaging in fraudulent actions, loading more ammunition than prescribed;

- Misfiring: In case of misfire, it shall be considered as having fired outside the target, the athlete whose target was mistakenly hit shall be scored with the three highest scoring hits;

- Any fraudulent actions such as repairing firearms, changing firearms after inspection, or violating safety rules shall result in warnings, cautions, or revocation of competition rights depending on the severity of the offense;

6- Throwing grenade competition: The throwing list is arranged alphabetically from a, b, c...

Athletes must comply with the following throwing rules:
a) Conditions for throwing:

- Grenade-1 (non-explosive), weighing 450 grams, produced by the Training Department of the General Staff for training purposes. Athletes throwing grenades are equipped with firearms.

- Target: Six concentric circles with diameters of 1 meter, 2 meters, 3 meters, 4 meters, 5 meters, and 6 meters; the boundary lines are 5 centimeters wide, located inside the inner circle.

- Throwing distance:

+ For men: 30 meters from the boundary line to the center of the circle;

+ For women: 20 meters from the boundary line to the center of the circle;

- Number of throws: Seven grenades (two test throws and five scoring throws).

- Throwing time: 10 minutes
b) Throwing rules:

- After receiving the referee's signal: Enter the throwing line, athletes prepare, upon completion, they must report: Number ... prepared; when signaled: "Athlete ... pay attention, two test throws, start" athletes perform the throwing action. The landing point is reported immediately after each throw.

- When transitioning to scoring throws, athletes must report: Number ... requesting scoring throws, and when the referee signals: "Athlete ... pay attention, five scoring throws, start" athletes perform the throwing action. The landing point is reported immediately after each throw.

- During throwing, one hand holds the firearm across the hip; athletes may stand still or run up to throw.

- For test throws, athletes are not required to throw both two grenades.
c) Handling Violations:

- Athletes must be present 20 minutes before the competition for the referee to conduct checks; athletes absent at the start time will lose their right to compete;

- During throwing, no part of the body or equipment may touch the boundary line, if violated, the throw will not be counted;

- If the grenade falls outside the boundary line after the signal to throw, it shall be considered as having been thrown;

- Self-initiated throwing before the referee's signal will result in disqualification from the grenade throwing event;

- Any fraudulent actions such as substituting personnel, equipment, etc., will result in warnings, cautions, point deductions, or disqualification based on the severity of the offense;
7- Daytime AK rifle disassembly and assembly competition:The list is arranged alphabetically from a, b, c... Each athlete disassembles and reassembles one rifle, timing the fastest. Athletes must comply with the following daytime AK rifle disassembly and assembly rules:
a) Conditions for disassembly and assembly:

Daytime disassembly and assembly of AK submachine guns (excluding spare parts container disassembly and assembly); each person disassembles and reassembles one rifle, timing the fastest.
b) Rules for disassembly and assembly:

Athletes inspect and check the firearm, after completing preparation, they report to the referee: Number ... ready; when signaled by the referee: "Disassemble the rifle" athletes perform the following disassembly actions in sequence:

- Remove the magazine (after removing the magazine, inspect the firearm to check for any rounds in the chamber);

- Remove the barrel shroud;

- Remove the barrel lock cover;

- Remove the return spring guide;

- Remove the barrel lock and lock housing (separate the barrel lock from the lock housing);

- Remove the bolt carrier and upper handguard.

(Note: During disassembly, all firearm components must be placed in order from right to left of the disassembler).

Upon completion of the upper handguard removal, athletes report: "Completed"then prepare for rifle reassembly. When signaled by the referee: "Assemble the rifle" athletes perform the following actions in sequence:

- Install the bolt carrier and upper handguard;

- Install the barrel lock into the lock housing, then install the lock housing onto the barrel shroud;

- Install the return spring guide;

- Install the barrel lock cover, check the firearm's movement;

- Install the barrel shroud;

- Install the magazine.
c) Handling violations:

- Athletes must be present at the competition venue 15 minutes before the start for the referee to conduct checks; athletes absent at the start time will lose their right to compete;

- Athletes who initiate disassembly and assembly without the referee's signal or report before completing the final action will be warned, cautioned, have additional time added, or disqualified based on the severity of the offense; "Completed" - Athletes committing the following offenses will have 5 seconds added for each offense:

+ Incorrect disassembly or assembly actions, improper placement order;

+ Not inspecting the firearm before disassembly;

+ Not separating the barrel lock from the lock housing;

+ Not checking the firearm's movement after installing the barrel lock cover.

+ Do not check the movement of the gun after completing the installation of the barrel lock cover.

Article 11 - Scoring Scale, Calculation of Results, and Ranking of Achievements

1- Scoring Scale and Calculation of Results:

a- Theoretical Exam Score: Calculated on a scale of 10 points, rounded to one decimal place; achieving 0.05 points or more is counted as 0.1 points.

b- Combat Movement Posture Test: Calculated based on the fastest time; each time a participant touches the rope, stake, or foot touches the ground while crossing the narrow bridge, makes a wrong movement on the battlefield, knocks down a stake, or breaks the rope, 5 seconds will be added.

c- First Aid Bandaging Test: Calculated based on the fastest bandaging time; for each incorrect action such as improper bandaging, loosening the bandage, or incorrectly fixing the splint, 10 seconds will be added.

d- Unarmed Team Formation Test Score: Calculated based on the overall performance of the team, achieving 30 points; among which, the commander's actions account for 10 points, and the team's actions account for 20 points; each incorrect command deducts 0.5 points, each incorrect commanding action deducts 1 point, failing to complete a step in commanding deducts 2 points, and each incorrect action performed by a soldier deducts 0.5 points.

e- Shooting Test Score: Based on the hit points on the target, the scores of three shots are summed up; the athlete with higher total points ranks higher; if equal, the athlete with more hits in the inner rings ranks higher; if still equal, they are ranked equally.

f- Grenade Throwing Test Score: Points are awarded based on the ring hit by the grenade; grenades rolling outside the target area are not counted; the scoring order from the center ring (diameter of 1 meter) to the outermost ring (diameter of 6 meters) is: 10, 9, 8, 7, 6, 5 (points); based on the throwing results, the scores of five throws are summed up; the athlete with higher total points ranks higher; if equal, the athlete with more hits in the inner rings ranks higher; if still equal, they are ranked equally.

g- Gun Disassembly and Assembly Test: Calculated based on the fastest time; each time a part falls off adds 5 seconds, skipping an action in disassembly (or assembly) adds 10 seconds.

2- Ranking of Achievements

a- Individual Achievement: Individual achievements are calculated for each test; individuals with higher scores or faster times rank higher.

b- Overall Team Achievement: To calculate the overall team achievement, all tests that measure time are converted to points as follows: The time of the fastest athlete is converted to 20 points; each second slower deducts 0.5 points;

The overall team achievement score is the sum of individual scores across all tests; the team with the higher total score ranks higher; if multiple teams have the same score, the team with the higher theoretical exam score ranks higher; if still equal, they are ranked equally.

PART IV

ORGANIZATION COSTS OF THE SPORTS MEETING, REWARDS, AND DISCIPLINE

Article 12 - Funding Assurance

Departments of Education and Training ensure funding for food, accommodation, and travel for officials and members of the delegation.

The Ministry of Education and Training ensures funding for the Sports Meeting Organizing Committee, reward funds, procurement, rental, and borrowing of material resources, organizational fees, drawn from the student management budget.

Article 13 - Rewards and Discipline

1. Rewards:

- For Groups:

+ Present commemorative flags to all participating delegations;

+ Present flags and rewards to delegations ranking first, second, and third in the overall competition.

- For persons:

+ Award prizes and issue certificates to individuals ranking first, second, and third, and those encouraged in each event. Prizes are also awarded to delegations ranking first, second, and third in the unarmed team formation event.

2. Disciplinary Measures:

Groups and individuals participating in the sports meeting who violate the Regulations of the sports meeting will be subject to disciplinary measures ranging from reprimand, lowering the result of each event or the overall sports meeting result by one level to warning or suspension from participation, and a notification letter will be sent to their unit.

3. Appeals:

When there are signs of violation of the Regulations and internal rules during the sports meeting, the head of the delegation or coach has the right to appeal in writing to the Organizing Committee. The Sports Meeting Organizing Committee is responsible for resolving all appeals before the end of the sports meeting.

Article 14 - Final Clause

The Statutes of the Sports Meet must be disseminated to all relevant units and individuals prior to the conduct of the Sports Meet. Members of the Arbitration Committee and the Secretariat of the Sports Meet must strictly comply with the Statutes and provide specific guidance to participating delegations and athletes in the Sports Meet.
