The Third Fisheries Research Institute

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 1105/QĐ-TTg dated October 14, 2004 of the Prime Minister regarding the renaming of the Third Fisheries Research Center under the Ministry of Fisheries to the Third Fisheries Cultivation Research Institute;

Considering the proposal of the Director of the Cadre and Civil Service Department,

DECISION:

Article 1. Position and functions:

The Third Fisheries Cultivation Research Institute (hereinafter referred to as the Institute III) is a scientific organization under the Ministry of Fisheries, with the function of researching science and technology in fisheries including: environmental research, issues related to breeding, cultivation, fish diseases, post-harvest technology, protection and development of inland and coastal fish resources; applying new techniques and technologies to fish production.

The scope of activities of the Institute III includes central provinces from Da Nang to Binh Thuan.

English name for transactions: Research Institute for Aquaculture No. 3, abbreviated as RIA3.

The main office of the Institute is located at 33 Dang That Street, Nha Trang City, Khanh Hoa Province.

The Institute III has its own seal and is entitled to open accounts at banks and state treasuries.

Article 2. Tasks

The main tasks of the Institute III include:

1. Developing directions for scientific and technological research in fisheries, formulating long-term, five-year, and annual research plans in fisheries science and technology, and organizing their implementation after approval by the Ministry of Fisheries;

2. Surveying the environment, inland and coastal fish resources, and economically valuable aquatic species to determine the potential and capacity for developing inland and coastal aquaculture in various water areas; formulating development directions for inland and coastal fisheries according to territorial regions concerning exploitation, cultivation, and protection of fish resources in line with overall planning and plans of the industry;

3. Assessing the impact of water resource utilization on fish resources; organizing monitoring networks, early warning systems, and environmental forecasting to prevent fish diseases in the region to serve management and production guidance by the Ministry and local authorities;

4. Studying and applying domestic and international advances in science and technology to serve the cultivation, harvesting, preservation, protection, and processing of inland and coastal fish products in accordance with local requirements and export needs;

5. Collecting, selecting, and preserving pure breeds of newly introduced economically valuable aquatic species, hybridizing between economically valuable aquatic species to create new breeds with high productivity and efficiency;

6. Studying biological characteristics such as reproduction, nutrition, and growth of economically valuable cultured species to apply scientific and technological advancements in artificial breeding and increased production for both export and domestic consumption;

7. Studying methods of seed transportation and cultivation of economically valuable seaweed and algae in brackish, fresh, and saltwater areas to serve as feed for aquatic larvae in breeding production;

8. Researching post-harvest preservation techniques; processing techniques for various seafood products; studying production processes and advanced preservation technologies to increase product quality and yield; producing and improving nutrition for various cultured aquatic species;

9. Researching and improving fishing tools suitable for different species and natural conditions, applying technical advancements, and testing advanced coastal and inland fishing methods;

10. Conducting trials of new breeds, feeds, chemicals, and biological preparations used in aquaculture;

11. Organizing the application of research results in pilot production; transferring advanced production technologies; drafting production procedures; participating in establishing industry standards, economic-technical norms, and management regulations to support the development of aquaculture;

12. Implementing domestic and international cooperation in research and technology transfer; organizing scientific and technical information work to serve research and technology dissemination to production facilities;

13. Participating in training scientific and technical staff, promoting fisheries, and strengthening scientific and technical staff for localities;

14. Providing scientific and technical consulting services within the assigned tasks as stipulated by law; Managing and using labor, assets, and finances of the Institute III in accordance with the law;

15. Performing other tasks assigned by the Minister of Fisheries.

Article 3. Organizational Structure.

The Third Fisheries Cultivation Research Institute shall have a Director and not more than three Deputy Directors, appointed by the Minister of Fisheries.

The organizational structure of the Institute includes:

1. Office;

2. Planning and Finance Department;

3. Information and International Cooperation Department (including library);

4. Experimental Biology Department;

5. Inland Fisheries Resource Exploitation and Protection Research Department;

6. Post-Harvest Fisheries Technology Department;

7. National Center for Environmental Monitoring and Disease Prevention in Central Vietnam;

8. National Marine Fish Breeding Center in Central Vietnam;

9. National Freshwater Fish Breeding Center in Central Vietnam;

10. Production and Scientific and Technological Service Center;

Article 4. Effective date

This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 272TS/QĐ dated April 14, 1998 of the Minister of Fisheries on the establishment of the Third Fisheries Research Center.

Any provisions contrary to this Decision are hereby abolished.

Article 5. Responsibilities for Implementation

The Director of the Third Fisheries Cultivation Research Institute is responsible for coordinating with relevant agencies and units to develop and issue the Institute's organizational and operational regulations after obtaining approval from the Ministry.

The Head of the Ministry’s Office, the Director of the Third Fisheries Cultivation Research Institute, Heads of Departments, Inspectors General, Heads of subordinate units under the Ministry, Directors of Fisheries Departments, and Directors of Agriculture and Rural Development Departments managing fisheries are responsible for implementing this Decision.
