On Strengthening Measures to Ensure Safety of Reservoirs During the Rainy Season and Floods in 2005 Issued by the Ministry of Agriculture and Rural Development

Currently, the Northern region has entered the rainy and storm season. According to the National Hydro-meteorological Forecast Center, the weather and hydrological conditions during the rainy and storm season in 2005 may be abnormal in many areas, requiring vigilance against strong storms and large floods that could occur in the North and Central regions.
According to reports from localities, there are currently 852 out of 1,967 reservoirs that need repair and upgrading throughout the country. To proactively prevent floods and storms and ensure the safety of reservoirs, the Ministry of Agriculture and Rural Development requests the Chairpersons of People's Committees at all levels to focus on implementing the following tasks:
- Strengthen the Command for Flood and Storm Prevention at all levels to have plans and sufficient authority to manage flood and storm prevention activities effectively;
- Complete the repair and upgrade of key reservoir structures before May 31, 2005 for northern provinces and the Central Highlands; before August 31, 2005 for southern provinces. Reservoirs under construction must reach flood-overriding elevations as soon as possible; appropriate water storage procedures should be established for newly operational reservoirs;
- Conduct inspections and reviews of the current safety status of reservoirs, develop flood control plans for large reservoirs and those at risk of failure. Prepare reserve materials and personnel at key structures, implement the principle of four-on-the-spot to promptly address and rescue structures, and have evacuation plans for residents downstream in case of adverse situations;
- Establish permanent duty shifts, monitor, and strictly adhere to reporting systems regarding the safety of reservoirs and dams during the rainy and flood season;
- Departments of Agriculture and Rural Development advise People's Committees at provincial and municipal levels on directing and urging units and agencies to implement measures to ensure reservoir safety; regularly report to provincial and municipal People's Committees and the Ministry of Agriculture and Rural Development;
- Utilize mass media to disseminate information related to reservoir safety and flood control plans for reservoirs. The Water Resources Department will coordinate with the National Hydro-meteorological Forecast Center, Departments of Agriculture and Rural Development, and relevant units to monitor weather developments; collaborate with the Office of the Central Steering Committee for Flood and Storm Prevention to assist the Ministry in ensuring reservoir safety during the 2005 rainy and flood season.
