Pursuant to Decree No. 102/SL dated May 20, 1957 on the right to establish associations;

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government on the organization, operation, and management of associations;

Considering the proposal of the Chairman of the Vietnam Fine Arts Association and the Director of the Department of Non-Governmental Organizations,

 DECISION:

 Article 1. Approves the revised Charter of the Vietnam Fine Arts Association which was adopted at the Sixth National Congress of the Vietnam Fine Arts Association on December 24, 2004.

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.

Article 3. The Chairman of the Vietnam Fine Arts Association and the Director of the Department of Non-Governmental Organizations shall be responsible for implementing this Decision.

CHARTER

 

Vietnam Fine Arts Association (revised), Term VI (2004 - 2009)

PART I

NAME, AIMS AND PURPOSES, FIELD AND SCOPE OF ACTIVITY OF THE ASSOCIATION

1. Vietnamese name: Vietnam Fine Arts Association

Article 1. Name

2. International name: The Vietnam Fine Arts Association (VFAA)

Aims and purposes of the Association

Article 2. 1. The Vietnam Fine Arts Association is a political-social-professional organization of artists engaged in painting, graphic art, sculpture, applied art, and art criticism who voluntarily join the activities of the Association.

2. The Vietnam Fine Arts Association operates under the leadership of the Communist Party of Vietnam. It operates according to the cultural and artistic policy of the Party and the laws of the Socialist Republic of Vietnam. The Association is subject to state management as prescribed by the Government.

3. The Association organizes, unites, and mobilizes artists to engage in creative activities with the spirit of promoting national fine art traditions, absorbing the best of world art to produce high-quality works of fine art in terms of ideological and artistic value, building a progressive and distinctively national Vietnamese fine art, contributing to the cause of building and defending the socialist Fatherland.

The Vietnam Fine Arts Association operates throughout the country and has exchanges in fine art with other countries around the world as prescribed by law.

Article 3. Scope of Activities of the Association

Principles of Operation of the Association

Article 4. The Vietnam Fine Arts Association is organized on the principle of voluntariness, democracy, decision-making by majority, collective leadership with individual responsibility, and the promotion of the proactive and creative role of members based on the Charter of the Association.

1. The Vietnam Fine Arts Association is a member of the Federation of Literature and Art Associations of Vietnam.

Article 5. Relations of the Association

2. The Association cooperates with central and local literature and art associations in organizing activities related to fine art.

3. The Vietnam Fine Arts Association cooperates amicably and exchanges professional activities in fine art with organizations and progressive artists worldwide on the principle of mutual benefit and in accordance with the law.

1. The Vietnam Fine Arts Association operates with legal personality and its own seal and bank account as prescribed by law.

Article 6. Headquarters, Legal Status, Seal, and Account of the Association

2. The headquarters of the central office of the Association is located in Hanoi, the capital city.

1. Promote the aims and purposes of the Association, provide necessary information to members in accordance with the law, and create conditions for members to improve their political and professional qualifications.

Chapter II

RIGHTS AND DUTIES OF THE ASSOCIATION

Article 7. Rights of the Association

2. Represent members in internal and external relations related to the functions and tasks of the Association. Protect the legitimate rights and interests of members.

3. Organize cooperation between departments under the Association, branch associations, and members for the common benefit of the Association; mediate disputes within the Association.

4. Provide advice, critique, and review issues in fine art for Party and State agencies, mass organizations, institutions, and individuals both domestically and internationally.

5. Participate in opinions on regulatory legal documents related to the activities of the Association as prescribed by law, and make recommendations to competent State authorities regarding issues related to the development of the Association and the field of its activities.

6. Cooperate with domestic and international agencies, organizations, and individuals to organize creative activities, art training, and the dissemination of art works to the general public.

7. Raise funds for the Association based on membership fees and revenues from business and service activities. Accept lawful financial support from organizations and individuals both domestically and internationally as prescribed by law to cover operational expenses.

8. Develop and implement plans for the Association, manage organizational, financial, and property matters, manage departments under the Association, and manage the activities of branch associations and members nationwide. Propose commendations to the Party, State, and relevant authorities for outstanding collectives and individuals among members and staff of the Association. Examine disciplinary actions against members and staff of the Association.

9. Be eligible to become a member of international and regional associations as prescribed by the Government.

Obligations of the Association

Article 8. 1. Mobilize, organize, and conduct creative activities aimed at producing many valuable works of fine art with high ideological and artistic value, imbued with humanism, democracy, and profound impact on building new people, building a progressive and distinctively national Vietnamese fine art.

2. Promote and disseminate the policies, laws, especially the cultural and artistic policies, of the Party and State to members.

3. Establish organizations and departments under the Association and keep records of documents related to the activities of the Association as prescribed by law.

4. Implement financial income and expenditure regulations and submit financial reports as prescribed by law.

5. Conduct activities of the Association in accordance with the Charter that has been issued and accept specialized state management. Report on the organizational and operational situation to competent State authorities. Adhere to guidance, inspection, and audit by the State in compliance with the law.

5. Organize the operation of the Association in accordance with its charter that has been promulgated and be subject to state management in accordance with the relevant sector. Report on the organizational and operational situation to the competent state authority. Comply with the guidance, inspection, and audit by the state in the observance of laws.

Chapter III

MEMBERS

Article 9. Conditions for Becoming a Member

1. Vietnamese citizens engaged in fields such as painting, graphic design, sculpture, applied arts, and art criticism with high professional qualifications, actively participating in creative activities and artistic events, who voluntarily apply to join the Association, may become members of the Association.

2. Having at least five years of artistic activity.

3. Meeting other criteria set forth by the Executive Board in the membership admission regulations and procedures.

Article 10. Members

1. Regular members are Vietnamese citizens meeting the criteria stipulated in Article 9 and the membership admission regulations established by the Executive Board.

2. Associated members and honorary members are Vietnamese citizens who have contributed to the Association. The regulations recognizing associated members and honorary members are established by the Executive Board.

Article 11. Duties of Members

1. Strictly comply with state laws, the Charter and regulations of the Association, protecting the reputation of the Association.

2. Continuously improve political, professional, and occupational standards, enhancing the quality of their creations.

Actively participate in artistic activities contributing to building the Association and advancing Vietnamese fine arts with distinct national characteristics.

3. Adhere to the Charter and resolutions of the Association, fully performing tasks assigned by the Executive Board, Standing Committee of the Association, Branches, and other Association organizations. Foster unity and support each other to strengthen the organization.

4. Through artistic activities, gradually contribute to popularizing and improving the public's artistic level.

5. Pay membership fees on time and comply with other financial regulations of the Association. Respect and protect the property of the Association.

6. Introduce new members.

Article 12. Rights of Members

1. Receive a membership card from the Vietnam Fine Arts Association. If unsuitable, members can submit a resignation letter.

2. Have the right to nominate and be nominated for leadership positions within the Association. Participate in discussions and provide opinions on the Association's policies and directions.

3. Be provided conditions by the Association to create, publish, and market works according to the Association and state regulations.

4. Participate in activities such as field trips, creation camps, receiving sponsorship for creation, exhibitions, attending political and professional courses organized by the Association.

5. Enjoy reward systems as prescribed by the Party, State, and the Association.

6. Members aged 70 and above are exempt from paying membership fees. In cases where elderly members are weak, they may be exempted from Association activities if they request it.

7. Associated members and honorary members have all rights except the right to nominate, vote for positions within the Association's organizational structure, and matters related to its activities.

8. Members have the right to question, appeal, and report negative issues of the Association (if any) in accordance with the Law on Appeals and Complaints.

Article 13. Procedures for joining the Association

1. Individuals wishing to join the Association must meet the criteria and voluntarily prepare application files in accordance with the regulations of the Association's Executive Board.

2. The Association's Executive Board is the authority responsible for reviewing and deciding on new member admissions. New member admissions require more than half of the Executive Board members' approval through secret ballot. The Association organizes one admission review annually.

3. Based on the admission review results, the President of the Association signs the admission decision. Membership duration is calculated from the date of the decision.

Article 14. Procedures for leaving the Association

1. Members wishing to leave the Association must voluntarily submit a resignation letter to the Executive Board.

2. The Standing Committee reviews the resignation letter and makes a decision.

3. Upon leaving the Association, members must return their membership cards.

Chapter IV

ORGANIZATION OF THE ASSOCIATION

Article 15. Organization of the Association

- Central Executive Board of the Association

- Standing Committee

- Central Inspection Board of the Association

- Central Art Council of the Association

- Specialized Art Councils (Painting, Graphic Design, Sculpture, Decorative Arts, Art Criticism)

- Branches (based on provincial or centrally-administered city administrative boundaries or specialized fields - Branches are the basic units of the Association)

- Fine Arts Clubs

* Administrative and Service Agencies Subordinate to the Association:

+ Central Office of the Association

+ Southern Representative Office

+ Fine Arts Exhibition House

+ Center for Contemporary Fine Arts

+ Fine Arts Publishing House

+ Fine Arts Magazine

And other necessary organizations and agencies for the Association's operations, established upon permission from competent authorities.

Article 16. Highest leadership body of the Association

1. The highest leadership body of the Vietnam Fine Arts Association is the National Congress of Delegates.

2. The term of the National Congress of Delegates is five years. In special circumstances, the Congress may convene earlier or later, but not exceeding one year beyond the term period and must notify all members. An extraordinary congress can only be convened when more than half of the members and two-thirds of the Executive Board members propose, or when the competent state management authority requests the Central Executive Board to convene the Congress.

3. The National Congress consists of two levels: Basic Congress and National Congress of Delegates.

4. The Basic Congress is organized by Branches or Regions. The content of the Basic Congress includes:

- Discussing and providing opinions on documents: Report on the summary of work during the term and the direction of work for the new term; Report on the self-assessment of the Central Executive Board; Report on amending the Charter and the amended Charter.

- Electing delegates to attend the National Congress of Delegates (by Branch).

- Voting for trust and recommending members for leadership positions in the new term.

5. Main Content of the National Congress of Delegates:

- Discussing and approving: Report on the summary of work during the term and the direction of work for the new term; Report on the self-assessment of the Central Executive Board;

- Approving the Charter (amended).

- Electing the Central Executive Board.

- Approving the Resolution of the Congress.

Article 17. Procedure for electing and removing delegates attending the National Congress

1. Delegates attending the National Congress of Delegates are officially elected representatives from the Basic Congress based on Branches and natural delegates.

- The number of official and alternate delegates is allocated proportionally by the Congress Organizing Committee based on the number of members in each Branch.

- Natural delegates include members of the Executive Board during the term and members from provinces or centrally-administered cities that have only one member of the Vietnam Fine Arts Association.

2. The method of electing delegates to attend the National Congress of Delegates is by secret ballot.

- Each member has the right to be listed on the ballot for election by Branch to attend the National Congress of Delegates.

- Official representatives are selected in descending order according to the number of votes until the number specified by the Congress Organizing Committee is reached. In case of a tie for the last representative position, the person with more years of membership shall be the official representative.

- Alternate representatives are those who have a number of votes close to that of the last official representative. The number of alternate representatives is determined by the Congress Organizing Committee. Alternate representatives are ranked in descending order of their votes. In case of a tie, the person with more years of membership shall be ranked higher. Alternate representatives may only attend the National Congress if an official representative cannot participate.

3. In the event of vacancies among official representatives from a Branch, the Congress Organizing Committee or the Congress Presidium shall invite alternate representatives from that Branch to become official representatives in accordance with the order of alternate representatives.

4. Official representatives who violate regulations concerning representative qualifications shall be deprived of their representative status. The deprivation of representative status is proposed by the Congress Qualification Inspection Board and decided upon by a vote at the Congress.

5. Official delegates have the right to speak, nominate, run for, and vote at the Congress.

6. Designated representatives are members of the Association but are not elected as official representatives. The number of designated representatives shall not exceed 5% of the total number of official representatives attending the Congress. Designated representatives are appointed by the Central Executive Board. They have the right to express opinions but are not eligible to vote at the Congress.

Article 18. Central Executive Board of the Association

1. The Central Executive Board of the Association (referred to as the Central Executive Board) is the governing body between two national congresses. The Central Executive Board is directly elected by the Congress, and the number of Central Executive Board members is determined by the Congress.

2. The Central Executive Board is responsible for implementing the resolutions of the Congress, formulating policies, work programs, and directions for the Association's activities during each period, reviewing the annual budget, approving new members, awarding commendations and disciplinary actions, establishing or dissolving Branches, and other Association matters.

3. The Central Executive Board elects the President of the Association, Vice Presidents of the Association, and members of the Central Standing Board (if applicable). It also elects the Central Inspection Board, the Central Art Council, and specialized art councils.

4. The Central Executive Board decides on the election or removal of Central Executive Board members through secret ballots. The number of additional members shall not exceed 1/4 of the total number of Central Executive Board members determined by the Congress.

5. The candidate elected as the highest-ranking member of the Central Executive Board at the Congress has the authority to convene new Central Executive Board members to elect the President of the Association. Subsequently, the President will chair the Central Executive Board meeting to elect Vice Presidents, members of the Central Standing Board, the Central Art Council, and the Central Inspection Board.

6. Decisions of the Central Executive Board take effect when more than half of the Central Executive Board members approve them.

Article 19. The Standing Committee

1. The Central Standing Board is the permanent body responsible for planning and organizing the implementation of Congress resolutions and Central Executive Board resolutions. It oversees the regular operations of the Association, appoints or removes administrative and functional department heads under the Association, monitors and coordinates the activities of Branches, the Central Inspection Board, the Central Art Council, and specialized art councils.

2. The Central Standing Board consists of the President of the Association, Vice Presidents of the Association, and members of the Central Standing Board (if applicable). The Central Standing Board is elected by the Central Executive Board from among its members. The number of Central Standing Board members is determined by the Central Executive Board.

3. The supplementation or removal of Central Standing Board members is proposed by Central Executive Board members or members of the Central Standing Board and must be approved by more than half of the Central Executive Board members through secret ballots.

4. Decisions of the Central Standing Board take effect when more than half of the Central Standing Board members approve them.

Article 20. The Chairman of the Association

1. The President of the Association is the head of the Association and its legal representative, responsible for overseeing all activities of the Association.

2. The President of the Association is elected by the Central Executive Board from among its members through secret ballots and must receive more than half of the Central Executive Board members' approval.

3. The President of the Association has the right to propose candidates for Vice Presidents, members of the Central Standing Board, Chair of the Art Council, and Head of the Inspection Board for the Central Executive Board to elect.

4. When there is a vacancy or need to remove the President of the Association, the Central Executive Board shall elect a new President from among its members as stipulated in Clause 2 of this Article. The election results shall be announced to all members.

Article 21. Vice-Chairman of the Association

1. The Vice President of the Association assists the President in managing specific tasks and is responsible to the President for decisions made in those tasks. They handle other tasks when authorized by the President.

2. The Acting Vice President of the Association represents the President in handling tasks when the President is absent and must report back to the President.

3. The Vice President of the Association is elected and removed by the Central Executive Board through secret ballots and must receive more than half of the Central Executive Board members' approval.

Article 22. Central Inspection Board of the Association

1. The Central Inspection Board of the Association (referred to as the Central Inspection Board) is responsible for inspecting and supervising Association organizations and members in implementing the Statutes, Regulations, Resolutions of the Association, and Party and State policies. It examines and proposes measures to address complaints and violations by members and Association staff. It recommends disciplinary actions for the Central Executive Board to consider and decide. In special cases, the Central Inspection Board has the right to request state legal authorities to intervene.

2. The number of Central Inspection Board members is determined by the Central Executive Board. The Chairman of the Central Inspection Board must be a member of the Central Executive Board. The Chairman of the Central Inspection Board is elected by the Central Executive Board through secret ballots and must receive more than half of the Central Executive Board members' approval. The Chairman of the Central Inspection Board has the right to propose a list of Central Inspection Board members for the Central Executive Board to elect through secret ballots and must receive more than half of the Central Executive Board members' approval. The President of the Association issues the decision.

3. The Deputy Chairman of the Central Inspection Board is elected by the Central Inspection Board through secret ballots and must receive more than half of the Central Inspection Board members' approval.

4. The addition or removal of a member of the Inspection Board shall be proposed by a member of the Executive Board or the Inspection Board and must be approved by more than half of the members of the Executive Board, with the Chairman of the Association issuing the decision.

5. The regulations on the organization and operation of the Inspection Board shall be stipulated by the Executive Board.

6. The term of office of the Inspection Board shall be concurrent with that of the Executive Board.

Article 23. Central Art Council of the Association

1. The Central Art Council of the Association (referred to as the Art Council) is a specialized body tasked by the Executive Board to review the artistic values of domestic and international art exhibitions under the name of the Vietnam Fine Arts Association. It nominates members of the award selection council of the Vietnam Fine Arts Association and participates in the award selection council requested by external organizations. It proposes measures and methods of operation aimed at enhancing artistic quality and ensuring artistic orientation in accordance with the cultural and artistic policy of the Party and State.

2. The Art Council shall be elected by secret ballot by the Executive Board. The number of members of the Art Council shall be decided by the Executive Board. Members of the Art Council must be approved by more than half of the members of the Executive Board.

3. The Chairman of the Art Council must be a member of the Executive Board. The Chairman of the Art Council shall be elected by secret ballot by the Executive Board. The Chairman of the Art Council has the right to propose members of the Art Council for election by secret ballot by the Executive Board and must be approved by more than half of the members of the Executive Board. The Vice-Chairman of the Art Council shall be elected by the Art Council. The Chairman of the Association shall issue the decision.

4. The addition or removal of a member of the Art Council shall be proposed by a member of the Executive Board or the Art Council and must be approved by more than half of the members of the Executive Board. The Chairman of the Association shall issue the decision.

5. The regulations on the organization and operation of the Art Council shall be stipulated by the Executive Board.

6. The term of office of the Art Council shall be concurrent with that of the Executive Board.

Article 24. Specialized Art Councils

1. The Vietnam Fine Arts Association shall have five specialized Art Councils: Painting, Graphics, Sculpture, Decorative Arts, and Art Criticism. Each specialized Art Council shall have the responsibility to propose to the Standing Committee and the Central Art Council issues aimed at improving creative quality, reviewing the artistic quality of works, and participating in judging awards of the Association and other agencies within their specialty.

2. The number of members of each specialized Art Council shall be decided by the Executive Board. The list of candidates for each specialized Art Council shall be based on the trust votes of members in each specialty. Each specialized Art Council shall be elected by secret ballot by the Executive Board and must be approved by more than half of the members of the Executive Board. The Chairman and Vice-Chairman of each specialized Art Council shall be elected by secret ballot by the specialized Art Council and must be approved by more than half of the members of the specialized Art Council.

3. The addition or removal of members of the specialized Art Councils shall be proposed by members of the Central Executive Board of the Association, the Central Art Council of the Association, or the specialized Art Councils. The Executive Board shall vote by secret ballot and must be approved by more than half of the members of the Executive Board, with the Chairman of the Association issuing the decision.

4. The regulations on the organization and operation of the specialized Art Councils shall be stipulated by the Executive Board.

5. The term of office of the specialized councils is thirty months (two years six months).

Article 25. Branch Associations

1. Branch associations are grassroots organizations of the Vietnam Fine Arts Association established in provinces and centrally-administered cities with three members or more. For cities with many members, branch associations can be established according to specialties. Branch associations operate under the direct leadership of the Executive Board and the Standing Committee of the Vietnam Fine Arts Association. Branch associations do not have separate bank accounts or seals. The Executive Board decides on the establishment or dissolution of branch associations.

2. Branch associations of the Vietnam Fine Arts Association in provinces and cities nationwide shall have the responsibility to manage members, organize professional activities within the branch association, implement resolutions and work plans of the Executive Board and the Standing Committee. They shall compile the wishes and suggestions of members and report them to the Executive Board or the Standing Committee. They shall coordinate artistic activities with other branch associations and with local fine arts associations under the Literature and Arts Federation. They shall propose to the Central Executive Board of the Association to consider admitting new members, rewarding, and disciplining members within the branch association. They shall handle tasks delegated by the Standing Committee.

3. The number of members of the Executive Board of each branch association shall be decided by the Central Executive Board of the Association. The Executive Board of the branch association shall be elected by secret ballot by members of the branch association and must be approved by more than half of the members of the branch association. The Standing Committee of the Association shall issue the decision recognizing this.

- The Branch Association Chairperson and Deputy Chairperson shall be elected from among the members of the Executive Board of the Branch Association by secret ballot and must be approved by more than half of the Executive Board of the Branch Association. The Standing Committee of the Association shall issue the decision recognizing this.

4. The addition or removal of the Branch Association Chairperson, Deputy Chairperson, and members of the Executive Board of the Branch Association shall be proposed by members of the Executive Board of the Branch Association or half of the members of the Branch Association, with the Standing Committee of the Association considering and deciding.

5. In the case of newly established branch associations, the Standing Committee shall appoint an Acting Branch Association Chairperson until the next Branch Association Congress to elect a Branch Association Chairperson.

6. The regulations on the organization and operation of branch associations shall be stipulated by the Central Executive Board of the Association.

7. The term of office of the Executive Board of branch associations is thirty months (two years six months).

Article 26. Fine Arts Club

1. The Fine Arts Club of the Vietnam Fine Arts Association is a voluntary professional activity organization gathering members and non-members to engage in professional activities, entertainment, and mutual encouragement in artistic life. The Fine Arts Club operates under the leadership of the Standing Committee of the Association.

2. The Fine Arts Club shall have a General Director and Directors of various specialized clubs based on age, gender, and topic. The General Director of the Fine Arts Club is responsible for developing annual and quarterly activity plans and programs, reporting to the Standing Committee, and implementing these plans and programs.

3. Members participating in clubs are responsible for contributing funds to club activities and registering to purchase club membership cards for their participation. Notably, senior member clubs (aged 70 and above) are exempt from purchasing such membership cards.

Chapter V

ASSETS AND FINANCES OF THE ASSOCIATION

Article 27. The Association's Assets and Financial Resources

1. The Association's assets include movable and immovable property transferred by the State for the Association's management and those purchased by the Association itself, as well as donations from other organizations and individuals.

2. The Association's finances consist of the following sources of income:

- Funds allocated from the State budget.

- Membership fees and other contributions from members.

- Money (including foreign currency) donated by organizations and individuals both within and outside the country.

- Income from professional-economic activities organized by the Association in accordance with the law.

Article 28. Management and use of Association assets and finances

1. The Association's assets and finances are assigned to subordinate agencies for management and use for purposes specified in the functions of the unit. Unit heads are responsible to the Executive Board for the use of assigned assets and finances and must report accordingly.

2. The transfer of assets and finances between subordinate agencies of the Association is decided by the Executive Board.

3. The Association's assets and finances are used for the purposes of its activities as outlined in the Association's general plan. Strictly prohibited is the use of Association assets and finances for personal gain for a group of people or individuals, or for purposes that do not benefit the Association as a whole.

4. The management and disposition of the Association's financial and asset resources upon merger, division, or dissolution shall be carried out in accordance with the Government's regulations.

5. The management and use of the Association's financial and asset resources must comply with legal provisions.

Chapter VI

REWARDS AND DISCIPLINE

Article 29. Awards

1. Members and organizations, agencies, and individuals both within and outside the country who have achieved success in artistic creation and activities are commended by the Association. Members with outstanding achievements are recommended by the Association to the State and relevant agencies for awards, state honors, and other forms of commendation prescribed by the State.

2. The Executive Committee is the body that examines and commends the forms prescribed by the Association and recommends to higher authorities for examination and commendation of other forms prescribed by the State. Commendations must be approved by more than half of the Executive Committee members.

3. The regulations on commendation are established by the Executive Committee.

Article 30. Disciplinary Measures

1. Members who violate State laws and the Charter of the Association will be subject to disciplinary measures ranging from reprimand, warning, removal of name, to expulsion from the Association.

2. Members who violate the Association's charter, lack organizational discipline awareness, violate laws affecting the Association's reputation, fail to participate in Association activities, and do not pay membership fees for two years or more will lose membership benefits. In special cases, they may face disciplinary measures such as reprimand, warning, and removal of name.

3. Members who are convicted of criminal offenses will be expelled from the Association.

4. Disciplinary actions against members are proposed by the Branch Executive Committee and the Inspection Board. The Central Executive Committee examines these proposals through secret ballot voting, which requires more than half of the votes to approve. The Association's Executive Board issues the decision.

5. The regulations on disciplinary actions against members are established by the Central Executive Committee.

Chapter VII

IMPLEMENTING PROVISIONS

Article 31. Procedure for amending and supplementing the Charter

Only the National Congress or the National Representative Congress of the Vietnam Fine Arts Association has the authority to amend the Association's Charter.

Article 32. Effectiveness

1. This Charter consists of 7 chapters and 32 articles, which were adopted at the Sixth National Representative Congress (2004-2009) in December 2004.

2. This Charter was approved by the Ministry of Home Affairs on February 25, 2005, and took effect 15 days after its publication in the Official Gazette./.
