DIRECTIVE

Regarding the rectification of the implementation of the information and reporting system in the activities of administrative state agencies

In recent times, the work of information and reporting has generally contributed to ensuring the guidance and management of the Government, Prime Minister, Ministries, sectors, and localities. However, the implementation of information and reporting work still has many limitations: slow information, incomplete; coordination in exchanging information between administrative state agencies is still formalistic; the content of reports is still superficial, low quality, lacking in synthesis; submission of reports is still late and not in accordance with authority; methods of sending and receiving reports are still outdated, heavily dependent on administrative documents.

The main cause of these shortcomings is that the heads of agencies, units, and localities have not paid sufficient attention to directing the implementation of information and reporting work in their respective industries, fields, and localities; discipline in information and reporting is not strict enough; the work of information and reporting has not been reviewed, revised, supplemented, and modernized in line with new management requirements. The application of information technology in processing information and reporting has not been emphasized and is still lacking in synchronization; the cadre of specialized staff for information and reporting work has not been adequately trained and developed, with many limitations in skills for collecting and processing information and editing reports.

To address the above shortcomings, enhance the effectiveness and efficiency of state management to meet the requirements of guidance and management in the new situation, the Prime Minister issues the following directive:

1Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees under the Central Government shall be responsible for:

a) Directing the review of regulations on the information and reporting system stipulated in Decision No. 162/TTg dated December 12, 1992, Directive No. 218/TTg dated April 7, 1997 of the Prime Minister, and other related documents, proposing measures to improve and modernize information and reporting work in line with new requirements to the Prime Minister. Reports shall be submitted to the Government Office before February 20, 2008, for consolidation and reporting to the Prime Minister;

b) Rectifying and modernizing the implementation of information and reporting work within the scope of management of Ministries, sectors, and localities; strengthening cooperation and provision of information exchange with other Ministries, sectors, and localities; ensuring smooth and timely information to effectively serve management, guidance, and control activities of the Government and Prime Minister from central to local levels;

c) Consolidating and strengthening the department of specialized staff for information and reporting work, organizing training sessions to improve skills in collecting and processing information and editing reports; equipping necessary technical means for the information and reporting department;

d) Strictly adhering to the current information and reporting system; considering the results of compliance with the information and reporting system as a criterion for evaluating the performance of individuals and organizations; strictly reviewing and handling individuals and organizations that do not comply or implement the information and reporting system inadequately;

đ) Implementing the spokesperson system, regularly providing information about the activities of administrative state agencies to citizens, businesses, and mass media through various forms, ensuring accurate and timely information in accordance with Decision No. 77/2007/QĐ-TTg dated May 28, 2007 of the Prime Minister;

e) Strengthening the application of information technology in information and reporting work; using electronic documents to gradually replace paper documents in management, operation, and information exchange; improving and standardizing procedures related to internal activities, transactions with administrative state agencies, and transactions with individuals and organizations on the internet. Connecting the computer networks of Ministries, sectors, and localities with the Government Office to send, exchange, and process documents according to the requirements of Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in the activities of administrative state agencies;

g) Providing comprehensive information on the official website and wide-area network of administrative state agencies regarding legal normative documents, draft legal normative documents requiring opinions from individuals and organizations; guidance and management information and policies, strategies, plans, and programs under the jurisdiction of the industry, field, and locality;

h) Organizing a column to receive comments and suggestions from individuals and organizations on mechanisms, policies, and administrative procedures on the official website of Ministries, sectors equivalent to Ministries, and provincial-level People's Committees;

i) Implementing the publication of lists and timelines for administrative public services on the official website and having the responsibility to guide the implementation of administrative public services provided by administrative state agencies;

k) Specifying the digitization, storage, updating, and sharing of information and reports through the electronic network of Ministries, sectors, and localities (excluding confidential information and reports) so that all organizations and individuals can access and utilize them;

l) Being accountable to the Prime Minister for the preparation and submission of regular, ad hoc, and specialized reports in accordance with the required content and deadlines. The content of reports sent to the Government and Prime Minister must ensure seriousness and honesty; reports must be approved and signed in accordance with authority;

2. The Minister, Head of the Government Office shall be responsible for:

a) Rectifying and strengthening information and reporting work at the Government Office, ensuring timely provision of information to the Government and Prime Minister; quarterly checking, consolidating, and reporting to the Prime Minister on the implementation of information and reporting work by Ministries, sectors, and localities; clearly identifying units performing well and Ministries, sectors, and localities that do not strictly implement information and reporting work or provide incomplete and inaccurate information.

b) Urgently implement solutions to develop the Government's electronic information portal; upgrade and standardize the electronic information and reporting system through the Government's wide area computer network, while developing multimedia communication applications to serve management, guidance, and operational tasks of the Government and the Prime Minister;

c) Summarize the results of reviewing the regulations on information and reporting systems of ministries, sectors, and localities mentioned in point a, Section 1 of this Directive; propose to the Prime Minister innovative solutions for information and reporting work. This Directive shall propose innovative solutions for information and reporting work to the Prime Minister.

This Directive shall take effect fifteen days after its publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees, and municipal People's Committees directly under the central government are responsible for organizing the implementation of this Directive. The Office of the Government is responsible for monitoring, urging, and inspecting the implementation of this Directive./
