CIRCULAR

Issuing the Framework Program for Intermediate Vocational Qualification and the Framework Program for Higher Vocational Qualification

for some occupations under the Business and Management Group

Pursuant to the Vocational Training Law dated November 29, 2006;

Based on Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;

Based on Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor - Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualification and the framework program for higher vocational qualification;

Based on the assessment results of the Evaluation Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the following occupations: Electrical Business Management; Railway Transport Business Management; Small and Medium Enterprise Business Management; Marine Transport Business Management;

The Ministry of Labor - Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the above occupations as follows:

Article 1. Scope of Regulation and Applicability

This Circular stipulates the framework program for intermediate vocational qualification and the framework program for higher vocational qualification to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular;

The framework programs for intermediate vocational qualification and higher vocational qualification prescribed in this Circular are not mandatory for foreign-invested vocational training institutions.

Article 2. The framework programs stipulated in this Circular include:

1. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Electrical Business Management" (Annex 1);

2. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Railway Transport Business Management" (Annex 2);

3. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Small and Medium Enterprise Business Management" (Annex 3);

4. The framework program for intermediate vocational qualification and the framework program for higher vocational qualification for the occupation "Marine Transport Business Management" (Annex 4);

Article 3. Responsibility for developing vocational training programs

Based on the provisions of this Circular, the principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, evaluation, and approval of their vocational training programs.

Article 4. Implementation provisions

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide intermediate vocational qualification and higher vocational qualification training for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
