MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to the Radio Frequency Law dated November 23, 2009;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
Pursuant to Decision No. 125/2009/QĐ-TTg dated October 23, 2009 of the Government on the National Radio Frequency Spectrum Planning;
At the proposal of the Director of the Radio Frequency Management Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Issuing the "Frequency Band Plan for the 2500-2690 MHz Mobile IMT System of Vietnam" with the following contents:
2. Applicability:
This plan shall be applied for deploying mobile communication systems according to the IMT standard of the International Telecommunication Union (ITU) in the frequency band of 2500-2690 MHz in Vietnam.
2. Contents of the Plan:
a. The frequency band of 2500-2690 MHz shall be allocated for the mobile communication system IMT in Vietnam.
b. The frequency band of 2500-2690 MHz shall be divided as follows:
Each operator of the mobile communication system IMT using the frequency division duplex (FDD) method shall be allocated blocks A-A'; B-B'; C-C' as specified in the frequency band usage permit.
For operators of the mobile communication system IMT using the time division duplex (TDD) method, block D shall be allocated as specified in the frequency band usage permit.
c. Segments 2570-2575 MHz and 2615-2620 MHz shall be reserved as guard bands between operators using the TDD method.
d. Operators of the mobile communication system IMT licensed within the frequency bands of blocks A-A'; B-B'; C-C' and D shall cooperate with each other in the use of radio frequencies and apply measures to prevent harmful interference.
3. Implementation of the Plan:
a. Organizations and individuals shall not deploy new radio equipment in the frequency band of 2500-2690 MHz.
b. Organizations and individuals currently permitted to use radio communication systems in the frequency band of 2500-2690 MHz for purposes not stipulated in this Plan shall not have their permits renewed and must convert or cease using such systems in accordance with regulations of the Ministry of Information and Communications.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular shall take effect from February 1, 2011.
Article 3. The Director of the Office, the Director of the Radio Frequency Management Department, the Heads of agencies and units under the Ministry of Information and Communications, organizations, individuals using, producing, importing, and trading in radio equipment for use in Vietnam are responsible for implementing this Circular./.
