REGULATION concerning the model of Identity Card

WHEREAS pursuant to Decree No. 05/1999/ND-CP dated February 3, 1999 on Identity Cards; Decree No. 170/2007/ND-CP dated November 19, 2007 amending and supplementing certain articles of Decree No. 05/1999/ND-CP dated February 3, 1999 on Identity Cards;
WHEREAS pursuant to Decree No. 77/2009/ND-CP dated September 15, 2009 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Upon examination at the proposal of the Director General of the Police Administration for Social Order and Safety;
AND the Minister of Public Security issues this Circular stipulating the model of Identity Card,

Article 3. Model of Identity Card
1. Shape and Size: The Identity Card is rectangular, with a length of 85.6mm and a width of 53.98mm.
2. Content:
a) Front side: On the left, from top to bottom: Emblem of the Socialist Republic of Vietnam with a diameter of 14 mm; photograph of the person receiving the Identity Card, size 20 x 30 mm; valid until (day, month, year). On the right, from top to bottom: Socialist Republic of Vietnam, Independence - Freedom - Happiness; the words "Identity Card"; number; full name at birth; other names; date of birth; gender; ethnicity; place of origin; place of permanent residence.

b) Back side: At the top is a two-dimensional barcode. On the left, there are two boxes: The upper box contains the fingerprint of the left thumb; the lower box contains the fingerprint of the right thumb. On the right, from top to bottom: Physical characteristics; father's full name; mother's full name; date of issuance of the Identity Card; title and signature of the issuer and stamp.

3. Specifications:
a) The Identity Card is produced using plastic material, with a thin transparent film covering both sides.
b) Both sides of the Identity Card are printed with light blue and white patterns. The background of the front side of the Identity Card includes images of bronze drums, a map of Vietnam, lotus flowers, and various patterns. The background of the back side of the Identity Card includes various patterns.
c) The Emblem and photograph of the citizen are directly printed in color on the Identity Card.
d) The phrase "SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness"; personal information; fingerprints of the left and right thumbs; date of issuance; signature and full name of the authorized issuer of the Identity Card in black ink.
đ) The phrase "IDENTITY CARD", the citizen's Identity Card number, and the seal image are in red ink.
e) Titles in the Identity Card include: Number; full name at birth; other names; date of birth; gender; ethnicity; place of origin; place of permanent residence; valid until; physical characteristics; father's full name; mother's full name; left thumb; right thumb; date; title of the issuer (Director of the Administrative Police Department for Social Order or Director of Provincial or Central City Police) in blue ink.
g) The two-dimensional barcode storing basic information of the citizen issued the Identity Card is in black ink.
h) A security foil is attached to the back side of the Identity Card.
Article 4. Number and Validity Period of the Identity Card
1. Each Vietnamese citizen is only issued one Identity Card with a unique 12-digit number, which is uniformly managed by the Ministry of Public Security nationwide. In cases of replacing or reissuing the Identity Card, the number recorded on the new card remains the same as that on the first-issued card.
2. The validity period of the Identity Card is 15 years, starting from the date of issuance, replacement, or reissuance.
Article 5. Authority to issue, replace, and reissue Identity Cards
1. The Director of the Administrative Police Department for Social Order under the Police Administration for Social Order and Safety of the Ministry of Public Security has the authority to issue, replace, and reissue Identity Cards throughout the country.
2. The Directors of Provincial and Central City Police have the authority to issue, replace, and reissue Identity Cards within their respective jurisdictions according to the directives and decentralization by the Minister of Public Security.
Article 6. Stamp on Identity Card
The stamp on the Identity Card shall be a miniature stamp of the Administrative Police Management Bureau under the Ministry of Public Security or a miniature stamp of the provincial or centrally governed city police, in accordance with the regulations of the Ministry of Public Security.
Article 7. Responsibilities of Local Police Units
1. The Logistics and Technical General Department shall be responsible for producing samples of Identity Cards that meet technical requirements and quality standards, strictly adhering to the model prescribed in Article 3 of this Circular, without altering its shape or content, and managing them according to the regulations on material and equipment storage of the Ministry of Public Security; promptly transferring the sample Identity Cards to the Administrative Police Management General Department for public order and social safety.
2. The Administrative Police General Department for Order and Safety shall be responsible for:
a) Annually, prepare an estimate of the demand for Identity Card samples nationwide for the following year and submit it to the Logistics and Technical General Department for production of Identity Card samples.
b) Strictly managing and promptly handing over Identity Card samples to local police units.
3. Provincial and centrally governed city police
a) Annually, prepare an estimate of the demand for Identity Card samples for their locality for the following year and submit it to the Administrative Police Management General Department (through the Administrative Police Management Bureau) for public order and social safety.
b) Receiving and strictly managing Identity Card samples.
Article 8. Effective Date and Transitional Provisions
1. This Circular shall take effect from July 1, 2012.
2. Identity Cards issued in accordance with Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, of the Minister of Public Security regarding the issuance of forms used in administrative management of public order, which are still valid, shall continue to be valid; in cases where they need to be replaced according to the model attached to this Circular, such replacement shall be carried out in accordance with this Circular.
3. In places where conditions for issuing Identity Cards in accordance with this Circular have not yet been met, the issuance and replacement of Identity Cards shall continue to be conducted in accordance with Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, of the Minister of Public Security.
Article 9. Responsibility for implementation
1. The Director of the Administrative Management of Public Order and Social Safety Bureau shall be responsible for guiding and inspecting the implementation of this Circular.
2. The heads of the General Directorates, heads of units directly under the Ministry, Directors of provincial and centrally governed city police, Directors of Fire Prevention and Control Departments, and related organizations and individuals shall be responsible for implementing this Circular.
During implementation, if any difficulties arise, local police units shall report to the Ministry (through the Administrative Police Management General Department for public order and social safety) for timely guidance./.
