Decree No. 27/2015/NĐ-CP on awarding the titles of "People's Teacher" and "Outstanding Teacher"

DECREE

Article 24regarding the awarding of the title “N |||education N |||”, “N |||education AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF CIRCULAR NO. 16/2025/TT-BCT DATED FEBRUARY 1, 2025 OF THE MINISTER OF INDUSTRY AND TRADE ON THE OPERATION OF THE COMPETITIVE WHOLESALE ELECTRICITY MARKET2. Article 8 shall be amended and supplemented as follows:

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Encouragement and Reward dated November 26, 2003; the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward dated June 14, 2005 and the Law Amending and Supplementing Certain Provisions of the Law on Encouragement and Reward dated November 16, 2013;

Pursuant to the Education Law dated June 14, 2005 and the Law amending and supplementing certain articles of the Education Law dated November 25, 2009;

Pursuant to the Higher Education Law dated June 18, 2012;

Pursuant to the Law on Vocational Education dated November 27, 2014;

promulgates a Decree stipulating the criteria for stratification, ranking framework, and ranking standards for higher education institutions.

At the proposal of promulgates this Decree stipulating the criteria for conferring the titles "People's Teacher" and "Outstanding Teacher".

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Decree stipulates the subjects, criteria, awarding councils, and procedures for conferring the titles "People's Teacher" and "Outstanding Teacher".

Article 2. Applicability

1. Teachers and educational administrators include:

a) Teachers and lecturers (hereinafter referred to as teachers) directly engaged in nurturing and teaching activities in preschool education institutions, general education institutions, vocational education institutions, higher education institutions, continuing education institutions, schools, and other educational institutions as prescribed in Article 49, Article 61, Article 62, Article 63, Article 64, and Article 69 of the Law Amending and Supplementing Certain Provisions of the Education Law (hereinafter referred to as educational institutions);

b) Heads and deputies of heads of the aforementioned educational institutions; officials performing management tasks at departments, offices, institutes, centers (without training functions), and offices under higher education institutions and vocational education institutions; civil servants working in the Department of Education and Training, the Department of Education and Training of provinces, and the Ministry of Education and Training; civil servants specializing in vocational training management at the Department of Labor, Invalids and Social Affairs of provinces and the Department of Labor, Invalids and Social Affairs; civil servants specializing in educational management at ministries, ministerial-level agencies, and government agencies (hereinafter referred to as ministries); teachers and educational administrators appointed or assigned to work in trade union education (hereinafter referred to as educational administrators);

c) Teachers and educational administrators who have retired according to social insurance regulations between two consecutive awarding periods;

d) Teachers and educational administrators who have retired according to social insurance regulations but continue to teach or manage at private educational institutions.

2. Organizations and individuals related to the activity of conferring the titles "People's Teacher" and "Outstanding Teacher".

Article 3. Principles for conferring titles

1. Ensuring accuracy, fairness, transparency, democracy, and voluntariness in the process of conferring the titles "People's Teacher" and "Outstanding Teacher".

2. The conferral of the titles "People's Teacher" and "Outstanding Teacher" must prioritize teachers directly involved in nurturing and teaching; female teachers; and teachers working in areas with particularly difficult socio-economic conditions.

Article 4. Time for conferring and announcing the titles "People's Teacher" and "Outstanding Teacher"

The titles "People's Teacher" and "Outstanding Teacher" are conferred every three years and announced on the occasion of Teachers' Day on November 20.

Article 5. Responsibilities, rights, and obligations of individuals, agencies, and organizations

1. Responsibility for declaring and confirming achievements for the purpose of conferring the titles "People's Teacher" and "Outstanding Teacher":

a) Teachers and educational administrators as prescribed in Clause 1, Article 2 of this Decree shall be responsible before the law for the accuracy of the information declared in the dossier;

b) Educational institutions and educational management agencies having teachers and educational administrators proposed for the conferment of the titles "People's Teacher" and "Outstanding Teacher" shall implement the conferment process as prescribed in this Decree and be responsible for the accuracy of the dossier submitted to the higher-level council.

2. Rights and obligations of teachers and educational administrators conferred the titles "People's Teacher" and "Outstanding Teacher":

a) Enjoy benefits as prescribed by law;

b) Have the obligation to preserve awarded items; continue to promote moral qualities and continuously improve knowledge and pedagogical skills, serving as role models for students and colleagues to emulate.

Article 6. Awarding Ceremony

The Ministries, People's Committees of provinces and centrally governed cities (hereinafter referred to collectively as Provincial People's Committees) shall organize the award ceremony for the titles of "People's Teacher" and "Outstanding Teacher" conferred by the President of the State in accordance with the provisions of the law.

Article 7. Budget for the Award Process and Prize Money

1. The budget for the award process shall be used for the following activities:

a) Developing and implementing the plan of the Council for awarding the titles of "People's Teacher" and "Outstanding Teacher" (hereinafter referred to collectively as the Council);

b) Paying remuneration to members of the Council, secretaries at all levels of the Council, and the review of nomination files;

c) Organizing meetings of the Council;

d) Announcing the results of the selection by the Council on mass media to solicit public opinion;

đ) Holding press conferences to announce the results of the selection by the Council at all levels;

e) Organizing award ceremonies;

g) Other activities as prescribed by law.

2. The budget for the award process for the titles of "People's Teacher" and "Outstanding Teacher" shall be regulated as follows:

a) The Ministry of Education and Training shall be responsible for allocating funds for the award activities of the National Council and other related expenses in accordance with the provisions of the State Budget Law;

b) The level that decides to establish the Council shall be responsible for allocating funds for the award activities and other related expenses in accordance with the provisions of the State Budget Law.

3. The prize money accompanying the titles of "People's Teacher" and "Outstanding Teacher" shall be provided from the state budget through the Ministries and Provincial People's Committees in accordance with the provisions of the law.

Chapter II

CRITERIA FOR THE TITLES OF "PEOPLE'S TEACHER", "OUTSTANDING TEACHER"

Article 8. Criteria for the Title of "People's Teacher"

The title of "People's Teacher" shall be awarded to individuals specified in Clause 1, Article 2 of this Decree who have been conferred the title of "Outstanding Teacher" and meet the specific criteria set forth below:

1. Loyalty to the Socialist Republic of Vietnam; strictly adhering to the policies and laws of the Party and the State, internal regulations, and rules of the organization, agency, unit, or locality where they reside.

2. Possessing good moral character, being passionate and dedicated to their profession, serving as exemplary role models, outstanding teachers, widely recognized and respected by students, colleagues, and the public; leading in educational management reform, teaching methods, and assessment techniques; managing and teaching with high quality and effectiveness.

3. Having received at least one provincial or ministry-level "Model Worker" award or provincial or ministry-level "Excellent Teacher" award; or having been honored with a Prime Minister's Commendation or higher (for kindergarten, primary, and secondary school teachers, two provincial or ministry-level commendations are required).

4. Having initiatives or research topics as specifically defined for each category as follows:

a) Kindergarten, primary, secondary, vocational education teachers, and instructors at continuing education centers, integration support centers, and correctional schools:

Leading three initiatives or one research topic that has been effectively applied in teaching and education, and accepted by the initiative review board or scientific council of the immediate superior administrative body.

b) University lecturers, instructors at vocational training institutions at the college level, and staff at state agencies, political organizations, social-political organizations, and people's armed forces:

Leading three initiatives or two provincial or ministry-level research topics or two branches of national-level research topics that have been accepted by the initiative review board or scientific council at the provincial, ministry, or national level, and applied in practice with tangible benefits; being the chief editor of two textbooks or the chief editor of one textbook and participating in the compilation of two course textbooks, or author of one monograph or main author of two monographs; main author of five scientific articles published in domestic or international specialized journals;

Lecturers at universities, colleges, academies, and institutes offering doctoral programs must meet the criteria stipulated herein and lead two doctoral candidates who successfully defend their dissertations, or guide five master's degree candidates or specialist II doctors or resident physicians who successfully defend their theses.

c) Educational administrators:

Leading two initiatives or research topics at the provincial or ministry level or two branches of national-level research topics that have been accepted by the initiative review board or scientific council at the provincial, ministry, or national level, and applied in practice with tangible benefits, or participating in drafting four normative legal documents that have been promulgated according to the assignment of authorized persons.

The head and deputy head must meet the criteria stipulated herein, and the collective managed by the individual must achieve the title of "Outstanding Labor Collective" for two consecutive years immediately preceding the year of application.

5. Teachers must have directly taught for at least 20 years. Educational administrators must have worked in the field for at least 25 years, including at least 15 years of direct teaching.

Article 9. Criteria for the title "Outstanding Teacher"

The title "Outstanding Teacher" shall be awarded to the subjects specified in Clause 1, Article 2 of this Decree and meeting the following specific criteria:

1. Loyalty to the Socialist Republic of Vietnam; strictly adhering to the policies and laws of the Party and the State, internal regulations, and rules of the organization, agency, unit, or locality where they reside.

2. Possess good moral qualities, be passionate and dedicated to the profession, serve as a bright example and a model teacher, outstanding and influential in the field and society, respected by students, colleagues, and the public; lead in educational management reform, teaching methods, and assessment; achieve high quality and effectiveness in management and teaching.

3. Have been awarded the title "Model Worker at the Grassroots Level" seven times or have been awarded the title "Excellent Teacher" at the same level seven times, or have been awarded both titles seven times, including consecutively in the year of nomination; have been awarded the title "Model Worker at the Provincial or Ministry Level" or the title "Excellent Teacher at the Provincial or Ministry Level" once; have been awarded a Certificate of Merit at the Provincial or Ministry Level once.

For teachers and education managers working in areas with particularly difficult socio-economic conditions or poor districts, the policy applicable to areas with particularly difficult socio-economic conditions shall be applied: Have been awarded the title "Model Worker at the Grassroots Level" five times or have been awarded the title "Excellent Teacher" at the same level five times, or have been awarded both titles five times, including consecutively in the year of nomination.

4. Pedagogical talent, innovation, or research topics shall be specifically defined for each subject as follows:

a) Kindergarten Teachers:

Ensure the quality and effectiveness of childcare and education; provide high-quality care and education for children, reduce malnutrition rates among children; achieve outstanding results in universalizing education, contributing to attracting children to school; successfully implement the goals and requirements of early childhood education; guide and encourage many parents to nurture and care for their children scientifically; be trusted by parents; assist two teachers in becoming excellent teachers at the district level or higher.

Lead two innovations in improving childcare and education methods that have been effectively implemented in the school and accepted by the district-level innovation council.

b) Elementary and Lower Secondary School Teachers:

Achieve outstanding results in universalizing elementary and lower secondary education; teach and educate with high quality and effectiveness; promote students' abilities, initiative, creativity, and cooperation in learning; assist two teachers in becoming excellent teachers at the district level or higher.

Lead two innovations in improving teaching and educational methods that have been effectively implemented in the school and accepted by the district-level innovation council.

c) Upper Secondary School, Continuing Education, Inclusive Education Support Center, and Juvenile Correctional School Teachers:

Teach and educate with high quality and effectiveness; promote learners' abilities, initiative, creativity, and cooperation; assist two teachers in becoming excellent teachers at the school level or higher.

Lead two innovations or two research topics that have been effectively implemented in teaching and education and accepted by the innovation council or scientific council of the direct superior administrative body.

d) Vocational Education Institution Teachers at the Primary and Secondary Levels:

Teach and educate with high quality and effectiveness; make significant contributions to updating curricula, content, and teaching methods; have at least five students who excel in theory and practical skills; assist two teachers in achieving excellent vocational skills and expertise at the school level or higher.

Lead two innovations or two research topics that have been effectively implemented in teaching and education and accepted by the innovation council or scientific council of the direct superior administrative body.

đ) Political Education Institute Teachers and Training Centers for Civil Servants and Public Officials of Ministries:

Teach with high quality and effectiveness; make significant contributions to updating curricula, content, and teaching methods to improve educational quality and training outcomes; assist two teachers in becoming excellent teachers at the school level or higher.

Lead two innovations or two research topics that have been effectively implemented in teaching and accepted by the provincial or ministry-level innovation council or scientific council; compile two sets of lecture notes accepted by the school-level scientific council for use in teaching; or be the main author of one textbook or participate in compiling two course textbooks used in teaching, or the author of one monograph or the main author of two monographs; the main author of five scientific articles published in domestic or international specialized journals.

e) University and Higher Vocational Education Institution Lecturers:

Teach and guide students to innovate in learning methods, scientific research, practical work, and internships with high quality and effectiveness; make significant contributions to updating curricula, content, and teaching methods.

Lead three innovations or two provincial or ministry-level research topics or two branches of national-level research topics that have been effectively implemented in practice and accepted by the provincial or ministry-level innovation council or scientific council, or national-level council; be the main editor of one textbook or participate in compiling two course textbooks used in teaching, or the author of one monograph or the main author of two monographs; the main author of five scientific articles published in domestic or international specialized journals.

University lecturers and those at institutions offering doctoral programs meet the criteria set forth in this point and successfully guide two doctoral candidates in defending their dissertations or five master's degree candidates in defending their theses, specialist second-degree doctors, or internal medicine specialists.

g) Educational Managers:

Lead three innovations or two provincial or ministry-level research topics or two branches of national-level research topics that have been effectively implemented in practice and accepted by the provincial or ministry-level innovation council or scientific council, or national-level council; or participate in drafting four regulatory legal documents issued according to the decision of the competent authority; be the main author of five scientific articles published in domestic or international specialized journals.

For managers of preschool education facilities, general education, continuing education, integration support centers, rehabilitation schools, civil servants working at the Department of Education and Training, District Education and Training Departments, and civil servants specializing in vocational management at the Department of Labor, Invalids and Social Affairs, and District Labor, Invalids and Social Affairs Departments: Lead three initiatives that have been effectively applied in management, teaching, and education, which have been accepted by the initiative council of the directly superior administrative body.

The head and deputy head must meet the criteria stipulated herein, and the collective managed by the individual must achieve the title of "Outstanding Labor Collective" for two consecutive years immediately preceding the year of application.

h) Teachers and educational managers working in areas with particularly difficult socio-economic conditions, poor districts shall be entitled to apply policies as stipulated for areas with particularly difficult socio-economic conditions:

Teachers who take the lead in innovating teaching methods and education in their units; overcome difficulties to build classrooms and mobilize many students to attend school; care for and assist students in their studies; lead two initiatives applied in practical teaching and education within the school; assist two teachers in achieving excellence at the school level or higher;

Educational managers who take the lead in innovating educational management at the local level; overcome difficulties to build classrooms and mobilize many students to attend school; have two initiatives applied in practice yielding tangible benefits, which have been accepted by the initiative council of the directly superior administrative body;

The head and deputy heads must meet the criteria specified for educational managers as set forth in this Point, and the collective managed by the individual must achieve the title of Excellent Labor Collective for five consecutive years prior to the year under consideration for awarding.

5. Teachers who have directly nurtured and taught for 15 years or more. Educational managers who have worked in the field for 20 years or more, including 10 years or more directly nurturing and teaching.

Article 10. Achievements Replacing Criteria for Initiatives and Doctoral Training for Awarding the Title "Outstanding Teacher"

1. A teacher directly teaching and mentoring a student who wins a Gold, Silver, or Bronze medal, or achieves First, Second, or Third place in international competitions; or First, Second, or Third place in national competitions shall be considered as having one provincial or ministerial-level initiative.

2. Teachers and educational managers participating in compiling curricula and textbooks for general education programs that have been accepted shall be considered as having a provincial or ministerial-level initiative.

3. A teacher winning First place in skill contests at any level shall be considered as having an initiative at that level.

4. Lecturers at universities, colleges, and academies not assigned the task of training doctoral candidates may replace such requirement with one of the following achievements:

Guiding three students who win Gold, Silver, or Bronze medals, or achieve First, Second, or Third place in international competitions; guiding five students who win Gold, Silver, or Bronze medals, or achieve First, Second, or Third place in national competitions; guiding five research projects by students that win the "Young Scientific Talent" or "Creative Youth Award" at the ministerial level.

5. Teachers and educational managers teaching special fields shall be considered as meeting the initiative standard according to the provisions in Appendix I issued together with this Decree.

Chapter III

THE COUNCIL FOR AWARDS OF THE TITLES "PEOPLE'S TEACHER", "OUTSTANDING TEACHER"

Article 11. Organization and operation of the Council for awarding the titles "People's Teacher" and "Outstanding Teacher"

1. The Council for awarding the titles "People's Teacher" and "Outstanding Teacher" shall be established at each level of the Council, for each evaluation session, and dissolved after completing its tasks.

2. Levels of the Council

a) Basic-level Council;

b) The Council at the district level, the Council of the Department of Education and Training, the Council of Regional Universities, and the Council of National Universities (collectively referred to as the Council at the district level);

c) The Council at the provincial level, and the Council at the Ministry level;

d) The Council at the State level.

3. Individuals who are the subjects of the awarding of the titles "People's Teacher" and "Outstanding Teacher" shall not participate in any level of the Council.

4. The minimum number of members of each level of the Council shall be eleven, including members who are "People's Teachers", "Outstanding Teachers", or excellent teachers or lecturers, or grassroots Labor Medalists, provincial-level Labor Medalists, or ministry-level Labor Medalists.

5. Meetings of the Council shall be considered valid when at least two-thirds of the Council members attend. In cases of absence, Council members must obtain approval from the Chairman of the Council and return their ballots.

6. The Council operates on the principles of democracy, transparency, and secret ballot voting.

7. Individuals proposed for the awarding of the titles "People's Teacher" and "Outstanding Teacher" must receive at least 90% of the votes in favor from the total number of Council members.

8. At each level, the Council for awarding the titles "People's Teacher" and "Outstanding Teacher" shall have a Secretariat, established by the Chairman of the Council. The Secretariat is responsible for receiving, examining files, compiling survey results; sending documents and nomination files to Council members and organizing Council meetings.

9. The lower-level Council is responsible for reporting to the higher-level Council the results of handling applications and letters (if any) concerning individuals proposed for the awarding of the titles.

10. The Council for awarding the titles "People's Teacher" and "Outstanding Teacher" may use the seal of the authority with the power to decide on the establishment of the Council. The State-level Council may use the seal of the Ministry of Education and Training.

Article 12. Grassroots Council

The Council at the grassroots level shall be organized at educational institutions and agencies (collectively referred to as units) where individuals propose to be nominated for the titles "People's Teacher" and "Outstanding Teacher".

1. The composition of the Council includes: the head or deputy head of the unit serving as the Chairman of the Council, one deputy head of the unit and the Chairman of the unit’s Trade Union serving as Vice Chairmen; heads of relevant departments within the unit, three "People's Teachers", "Outstanding Teachers", or excellent teachers or grassroots Labor Medalists, provincial-level Labor Medalists, or ministry-level Labor Medalists serving as members.

2. The head of the unit decides to establish the Council.

3. The subject of evaluation is individuals who receive eighty percent or more of the recommendation votes from civil servants, public officials, and employees in the unit.

4. The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

Article 13. The Council at the district level

1. The Council at the district level

a) The composition of the Council includes: the Chairman or Deputy Chairman of the People's Committee at the district level serving as the Chairman, the Director of the District Office of Education and Training serving as the Permanent Vice Chairman, the Chairman of the Trade Union of the district-level education sector serving as the Vice Chairman; one Deputy Director of the District Office of Education and Training, a specialist staff member responsible for professional affairs and personnel management at the District Office of Education and Training, three "People's Teachers", "Outstanding Teachers", or excellent teachers at the district level or above serving as members;

b) The Chairman of the People's Committee at the district level decides to establish the Council upon the proposal of the Director of the District Office of Education and Training;

c) The subject of evaluation is individuals proposed by the grassroots Councils;

d) The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

2. The Council of the Department of Education and Training

a) The composition of the Council includes: the Director or Deputy Director of the Department of Education and Training serving as the Chairman, one Deputy Director of the Department of Education and Training serving as the Permanent Vice Chairman, the Chairman of the Trade Union of the provincial education sector serving as the Vice Chairman; other Deputy Directors of the Department of Education and Training, representatives of leaders of certain departments, agencies, and sectors with individuals proposing for the award, representatives of leaders of the office and related functional departments of the Department of Education and Training, three "People's Teachers", "Outstanding Teachers", or excellent teachers at the provincial level serving as members;

b) The Director of the Department of Education and Training decides to establish the Council;

c) The subject of evaluation is individuals proposed by grassroots Councils of units and educational institutions under the departments and sectors;

d) The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

3. The Council of National Universities and Regional Universities

a) The composition of the Council includes: the President or Vice President of the University serving as the Chairman, one Vice President serving as the Permanent Vice Chairman, the Chairman of the University's Trade Union serving as the Vice Chairman; Deans of affiliated schools, representatives of leaders of the office and related departments, three "People's Teachers", "Outstanding Teachers" serving as members;

b) The President of the University decides to establish the Council;

c) The subject of evaluation is individuals proposed by grassroots Councils of affiliated units.

d) The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

Article 14. Provincial Councils and Ministry Councils

1. Provincial Council

a) The Council consists of: The Chairman or Vice-Chairman of the Provincial People's Committee as Chairman, the Director of the Department of Education and Training as Vice-Chairman in charge of regular duties, the Head of the Provincial Commendation and Reward Board as Vice-Chairman; Deputy Directors of the Department of Education and Training, the Chairman of the Provincial Teachers' Union, representatives from the leadership of some departments, boards, and agencies involved in the nomination for commendation, representatives from the leadership of the office and related functional departments of the Department of Education and Training, three "People's Teacher" or "Outstanding Teacher" as members;

b) The Chairman of the Provincial People's Committee decides to establish the Council upon the proposal of the Director of the Department of Education and Training;

c) The subjects under review are individuals nominated by the County Council, the Department of Education and Training Council, the basic-level councils of schools directly under the provincial people's committee, and the basic-level councils of private universities and colleges located within the province.

d) The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

2. The Central Council

a) The Council consists of: The Minister or Deputy Minister as Chairman, one Deputy Minister and the Chairman of the industry union (if any) as Vice-Chairman; heads of relevant agencies and units under the Ministry; one representative from the leadership of the basic-level council directly under the Ministry; three "People's Teacher", "Outstanding Teacher" or Meritorious Soldiers at the ministry level as members;

b) The Minister decides to establish the Council;

c) The subjects under review are individuals nominated by the basic-level council directly under the Ministry.

The Ministry of Education and Training Council reviews individuals nominated by the basic-level council directly under the Ministry, the University Council, and the Provincial Council.

d) The Council operates according to the provisions of Clause 2 and Clause 3 of Article 16 of this Decree.

Article 15. National Council

1. The Council consists of: The Minister of Education and Training as Chairman of the Council, the Deputy Minister responsible for commendation and reward work in the Ministry of Education and Training as Vice-Chairman in charge of regular duties, the Head of the Central Commendation and Reward Board as Vice-Chairman; the Chairman of the Vietnam Teachers' Union, representatives from the leadership of some ministries with teachers nominated for commendation, the Director of the Department of Commendation and Reward in the Ministry of Education and Training, three "People's Teacher", "Outstanding Teacher" as members.

2. The Prime Minister decides to establish the Council based on the proposal of the Minister of Education and Training.

3. The subjects under review are individuals nominated by the Ministry Council.

4. The Council operates according to the provisions of Clause 2, Point a and b Clause 3 Article 16 of this Decree; completes the dossier specified in Clause 3 Article 17 of this Decree, sends it to the Central Commendation and Reward Board for review before submitting to the Prime Minister.

Chapter IV

PROCEDURE FOR AWARDED THE TITLES OF "PEOPLE'S TEACHER", "OUTSTANDING TEACHER"

Article 16. Procedures for awarding the titles of "People's Teacher", "Outstanding Teacher"

1. Introduction and obtaining trust votes

a) The head of the basic unit informs civil servants, officials in the unit (including those specified in Point c Clause 1 Article 2 of this Decree) about the criteria for awarding the titles of "People's Teacher", "Outstanding Teacher" as stipulated in the Law on Competition and Reward and this Decree. Individuals introduce themselves and recommend those who meet the criteria. Individuals proposing to be awarded the titles prepare their personal achievement reports;

b) Individuals meeting the criteria for being awarded the titles of "People's Teacher", "Outstanding Teacher" submit one set of documents as specified in Clause 1 Article 17 of this Decree directly or through postal service to the agency or unit where they are currently working or previously worked before retiring under social insurance regulations;

c) The head of the unit convenes a full meeting of all civil servants, officials, and employees with contracts lasting 12 months or more in the unit. The meeting is considered valid when at least 3/4 of the civil servants, officials, and employees attend;

d) The head of the unit announces the achievements of each individual proposed for awarding, organizes discussions, and takes secret ballots to obtain trust votes. The results of the trust votes are publicly announced. For educational institutions with 200 or more civil servants, officials, and employees, introductions and trust votes are conducted in groups with party organizations and branch unions. Individuals receiving 80% or more trust votes are included in the list for selection.

2. Reviewing documents and public opinion survey

a) The secretariat reviews the documents and reports to the Chairman of the Council to decide on publishing the list of individuals proposed for awarding in public notice and posting on the website of the agency or unit (for the National Council, the list is posted on the website of the Ministry of Education and Training and the Government Portal for at least 10 working days to solicit public opinions);

b) The secretariat compiles the results of document review and public opinion survey; sends the nomination documents to the Council members and organizes a Council meeting.

3. Council Meeting and Completing Documents

a) The Council verifies the accuracy and validity of the documents; the criteria of individuals according to the proposed title as stipulated in Articles 8 and 9 of this Decree;

b) The Council processes the recommendations of organizations and individuals (if any), discusses, and conducts secret ballots to select individuals who meet the criteria for awarding the titles of "People's Teacher", "Outstanding Teacher";

c) The Council completes the documents as specified in Clause 2 Article 17 of this Decree, submits them to the higher-level Council.

Article 17. Documents for considering the awarding of the titles "People's Teacher" and "Outstanding Teacher"

1. The individual's application documents for consideration include:

a) A statement of achievements for the awarding of the title "People's Teacher" or "Outstanding Teacher" according to Model No. 01 attached at Appendix II of this Decree;

b) Documents proving contributions in professional activities, scientific research, and contributions to the education and training cause including copies of: certificates from competent authorities regarding inventions; acceptance reports of scientific research projects; covers of textbooks with the author's name and publisher noted; certificates recognizing commendation awards related to the criteria for the title "People's Teacher" or "Outstanding Teacher"; a list of scientific articles published in domestic or international specialized journals.

2. The lower-level Council sends one set of documents to the higher-level Council, including:

a) A report from the Council Chair according to Model No. 02 attached at Appendix II of this Decree;

b) A list of individuals proposed for the awarding of the title "People's Teacher" or "Outstanding Teacher" according to Model No. 03 attached at Appendix II of this Decree;

c) A summary report on individual achievements according to Model No. 04 attached at Appendix II of this Decree;

d) Minutes of the Council meeting according to Model No. 05 attached at Appendix II of this Decree;

e) Individual application documents for consideration as stipulated in Clause 1 of this Article.

3. The State-level Council sends three sets of documents to the Central Steering Committee for Commendation and Award for preliminary review before submitting to the Prime Minister for consideration and then to the President for decision, including:

a) A report from the State-level Council Chair accompanied by a list of proposed awardees;

b) A summary of individual achievements confirmed by the Chairman of the National Council;

b) Minutes and results of secret ballot voting of the State-level Council.

Chapter V

IMPLEMENTING PROVISIONS

Article 18. Effective Date

This Decree takes effect from April 25, 2015.

Article 19. Implementation

1. The Ministry of Education and Training shall issue a plan for awarding the titles "People's Teacher" and "Outstanding Teacher"; provide guidance and inspect the work of awarding these titles.

2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-run city People's Committees, relevant agencies, organizations, units, and individuals are responsible for implementing this Decree./.
