CIRCULAR
REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIST STAFF FOR HANDBALL
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate infrastructure, equipment, and training of specialist staff for handball.
Article 1. Scope of Regulation
1. This Circular stipulates the infrastructure, equipment, and training of specialist staff to meet the requirements for practicing and competing in handball.
2. The standards for infrastructure and equipment for high-performance sports practice and competition in handball shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing activities for practicing, competing, and training specialist staff for handball in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
1. Handball field
a) The handball field has a length of 44 meters and a width of 22 meters.
b) The surface of the handball field must be flat, without slope, and not slippery.
c) The walls surrounding the handball field must be at least 1 meter away from the sidelines and at least 2 meters away from the end line.
d) For indoor handball fields, the height from the field surface to the ceiling must be at least 6 meters.
2. Goalposts have a height of 2 meters; a width of 3 meters measured from the inside edge of the goalpost; the width of the goalpost edges is 8 centimeters.
3. Goal nets and ball-blocking nets
a) The goal nets and ball-blocking nets must be dark-colored; the size of the net holes must not exceed 10 cm x 10 cm.
b) Behind the goal frame and 1.5 meters away from the goal line, there must be a ball-blocking net; the ball-blocking net must be between 9 meters and 14 meters long and at least 5 meters high from the ground. For outdoor fields without surrounding walls, behind the sideline and 1 meter away from the sideline, there must be a ball-blocking net; the ball-blocking net must be between 28 meters and 34 meters long and at least 4 meters high from the ground.
4. Ball
a) The ball used must comply with the regulations set forth in the Handball Competition Law for each type of participant.
b) Ensure that there is at least one ball for every person.
5. Lighting on the field must provide at least 200 lux.
6. There must be changing rooms, storage areas, and sanitary facilities; first aid kits as prescribed by the Ministry of Health.
7. There must be a bulletin board containing the following main contents: Practice hours, participants, safety measures during practice.
Chapter 4. Infrastructure and Equipment for Competition
1. Infrastructure and equipment for organizing handball competitions shall be implemented according to the provisions of Clauses 1, 2, and 3, Point a Clause 4, Clause 5, and Clause 6 of Article 3 of this Circular.
2. Each field must have a scoreboard and a time clock.
3. Each court must have cleaning tools.
Article 5. Training Density
1. Each coach may instruct no more than 20 people in one session.
2. The training density must ensure at least 10 square meters per person.
1. The General Department of Physical Culture and Sports, the Vietnam Handball Federation, or the Departments of Culture, Sports and Tourism, and Culture and Sports of provinces and centrally-administered cities shall organize specialized training for coaches of handball.
2. The General Department of Physical Culture and Sports shall be responsible for developing the content and program for specialized training of handball coaches, to be decided by the Minister of Culture, Sports and Tourism.
3. Certificates of specialized training for handball coaches shall be issued by the training organization. The format of the certificate of specialized training for handball coaches is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.
Article 8. Effective Date
This Circular takes effect from October 30, 2018.
During implementation, if any difficulties arise, agencies, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
