Circular No. 27/2019/TT-BYT amends certain Articles of Circular No. 17/2012/TT-BYT dated October 24, 2012, issued by the Minister of Health, concerning the issuance and use of Birth Certificates.

AMENDING SOME ARTICLES OF CIRCULAR NO. 17/2012/TT-BYT DATED OCTOBER 24, 2012 ISSUED BY THE MINISTER OF HEALTH ON THE ISSUE AND USE OF THE BIRTH CERTIFICATE

Pursuant to Article 16 of the Household Registration Law dated November 20, 2014;June 2024;Pursuant to Article 5 of Decree No. 123/2015/NĐ-CP dated November 15, 2015 issued by the Government on the implementation of the National Program for Household Registration and Statistics for the period 2017-2024;

Pursuant to Decision No. 75/2017/NĐ-CP dated June 20, 2017 issued by the Government on the functions, tasks, and regulations of the Ministry of Health;June 2024;Pursuant to Decision No. 101/QĐ-TTg dated January 23, 2017 issued by the Prime Minister approving the Action Program on Household Registration and Statistics for the period 2017-2024;i paragraph one of ArticleNo. provisions and measures to implement the Law on Household Registration;

Pursuant to DecreeNo. Pursuant to the proposal of the Director of the Department of Maternal and Child Health;June 2024;The Minister of Health hereby issues this Circular amending some articles of Circular No. 17/2012/TT-BYT dated October 24, 2012 issued by the Minister of Health on the issue and use of the Birth Certificate.onThe Director of the Office, Heads of Payment Department, Heads of units under the State Bank of Vietnam; credit institutions, foreign bank branches, payment switching organizations, electronic transaction settlement organizations are responsible for implementing this Circular.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsu t, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP transmission within the scope of payment of the health insurance fund.

Article 1. Amending some articles of Circular No. 17/2012/TT-BYT dated October 24, 2012 issued by the Minister of Health on the issue and use of the Birth Certificate.No. Point b, Clause 2, Article 2No."b) In cases where the child is born outside a medical facility but delivered by healthcare staff or a midwife from the village, the parents or guardians of the child must fill out the Application Form for Birth Certificate according to the model attached as Appendix 02 of this Circular and submit it to the Commune Health Station where the child was born to request issuance of the Birth Certificate for the child. Within three working days from the date of receipt of the Application Form for Birth Certificate, the Commune Health Station must process the issuance of the Birth Certificate for the child. If verification is required, the verification period shall not exceed five working days. The issuance of the Birth Certificate shall be carried out in accordance with the provisions set forth in point a, Clause 2 of this Article." Clause 2, Article 5 "2. Reporting of the contents prescribed in Clause 1 of this Article shall be implemented in accordance with the regulations of the Minister of Health on statistical reporting."

This Circular takes effect from December 1, 2019.No. 2. Abolishing point b, Clause 2, Article 2, Clause 2, Article 5, and Appendix 02 of Circular No. 17/2012/TT-BYT dated October 24, 2012 issued by the Minister of Health on the issue and use of the Birth Certificate from the date this Circular takes effect.June 2024;3. The Director of the Department of Maternal and Child Health; Heads of units under and affiliated to the Ministry of Health; Directors of Provincial Health Departments; and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation process, if there are difficulties or obstacles, please promptly reflect them to the Ministry of Health (Department of Maternal and Child Health) for consideration and resolution./.
