Amending and supplementing certain provisions of Circular No. 35/2014/TT-NHNN
dated November 20, 2014 of the Governor of the State Bank of Vietnam
on fees for cash withdrawals through payment accounts
at the State Bank of Vietnam
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to Decree No. 222/2013/NĐ-CP dated December 31, 2013 of the Government on cash payments;
Pursuant to Government Decree No. 16/2017/NĐ-CP dated February 17, 2017 on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Payment Department Director;
The Governor of the State Bank of Vietnam promulgates this Circular amending and supplementing certain provisions of Circular No. 35/2014/TT-NHNN dated November 20, 2014 of the Governor of the State Bank of Vietnam on fees for cash withdrawals through payment accounts at State Bank of Vietnam
Article 1. Amending and supplementing certain provisions of Circular No. 35/2014/TT-NHNN dated November 20, 2014 of the Governor of the State Bank of Vietnam on fees for cash withdrawals through payment accounts at the State Bank of Vietnam (hereinafter referred to as Circular No. 35/2014/TT-NHNN)
1. Clause 3 shall be amended and supplemented as follows:
"Article 3. Fee rates for cash withdrawals at the State Bank
1. Credit institutions and foreign bank branches are exempt from fees for cash withdrawals in a month when the value of cash withdrawn through payment accounts is less than or equal to the value of non-standard currency returned to the State Bank at the same location where the account was opened.
2. Credit institutions and foreign bank branches shall pay a fee of 0.005% on the positive difference in a month between the value of cash withdrawn through payment accounts and the value of non-standard currency returned to the State Bank at the same location where the account was opened."

"Article 3a. Methods for collecting fees for cash withdrawals
Monthly, after calculating and collecting fees for cash withdrawals from credit institutions and foreign bank branches, the Trading Department, the State Bank branch in provinces and centrally-administered cities, based on the fee collection vouchers according to the Fee Calculation Schedule attached to this Circular, shall record the fee income for cash withdrawals according to the Accounting System issued by Circular No. 19/2015/TT-NHNN dated October 22, 2015 on the Accounting System of the State Bank of Vietnam and the Core Banking System Operation Manual, accounting budget and system integration."
3. Point b Clause 4 Article 4 is amended and supplemented as follows:
"b) Summarize and report data on fees for cash withdrawals through payment accounts at the State Bank as required by the Governor of the State Bank."
4. Supplement Clause 5 Article 4 as follows:
"5. Information Technology Department
Develop software to calculate, collect automatic fees and implement automatic supplementation of related reporting forms into the information reporting and financial statistics system of the State Bank."
Article 2
1. Repeal point b Clause 1 Article 4, point b Clause 2 Article 4 of Circular No. 35/2014/TT-NHNN.
2. Replace the Appendix in Circular No. 35/2014/TT-NHNN with the Appendix attached to this Circular.
This Circular takes effect from December 25, 2025/.
The Director of the Office, Heads of Payment Department, Heads of units under the State Bank, Governors of State Bank branches in provinces and centrally-administered cities and Chairmen of Management Boards (Board Members), General Directors (Directors) of credit institutions and foreign bank branches are responsible for implementing this Circular.
Article 4. Implementation provisions
This Circular takes effect from May 1, 2020./.
