CIRCULAR
Regulations on training and organizing drill command, military, and martial arts competitions in the People's Public Security Forces

Pursuant to the Law on People's Police dated November 20, 2018;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Political and Ideological Work Department;
The Minister of Public Security promulgates this Circular regulating training and organizing drill command, military, and martial arts competitions in the People's Public Security Forces.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates training and organizing drill command, military, and martial arts competitions in the People's Public Security Forces, including: subjects, contents, timeframes; cases exempted or deferred from training; assessment of training results and application of assessment outcomes; assignment of responsibilities for organizing training and organizing drill command, military, and martial arts competitions; organizing drill command, military, and martial arts competitions in the People's Public Security Forces.
Article 2. Applicability
This Circular applies to:
1. Local public security units.
2. Officers, non-commissioned officers, conscript soldiers, students, workers of the People's Public Security Forces.
3. Relevant agencies, organizations, and individuals.
Chapter II
SPECIFIC PROVISIONS
Article 3. Subjects, Contents, Timeframes
1. Leaders at the Bureau level and equivalent.
a) Training Content:
Theory: Familiarize with the Ministry of Public Security's documents on drill command, military, and martial arts work in the People's Public Security Forces; assess the situation, results of drill command, military, and martial arts work already implemented and directions for the coming years.
Practice:
On drill command: Perform some individual unarmed drill commands; squad and platoon formations and police ceremonies;
On military: Methods of using and rules for firing short service rifles; actual shooting test Exercise 1 (type of short service rifle introduced), ammunition quota of 10 rounds (5 rounds trial shots, 5 rounds scored shots).
b) Training Duration: Once every two years, each session lasting three working days.
2. Leaders of departments responsible, dedicated staff engaged in drill command, military, and martial arts work in provincial and centrally-administered city public security forces, academies, and people's public security schools; leaders of departments responsible, concurrently appointed staff engaged in drill command, military, and martial arts work in units under the Ministry.
a) Training Content:
Theory: Familiarize with the Ministry of Public Security's documents on drill command, military, and martial arts work in the People's Public Security Forces; assess the situation, results of drill command, military, and martial arts work already implemented and directions for the coming years; enhance knowledge on advisory work, organizing training, instruction, and competition on drill command, military, and martial arts; inspection work on the implementation of drill commands in the People's Public Security Forces.
Practice:
On drill command: Perform individual unarmed drill commands, armed drill commands, carrying methods of some types of support equipment, squad, platoon, company formations, police team formations; period; parade formations and police ceremonies;
On military: Methods of using, maintaining, and rules for firing short service rifles and submachine guns; practice individual military technical and tactical movements in combat; actual shooting test Exercise 1 and one applied shooting exercise with short service rifles, each exercise having an ammunition quota of 10 rounds (5 rounds trial shots, 5 rounds scored shots);
On martial arts: Perform basic technical and tactical movements of martial arts in the People's Public Security Forces (sudden capture of suspects, counterattack when being restrained by suspects, capturing suspects using knives or short sticks attacking); practice combined martial arts routines of 25, 38, and 44 movements.
b) Training Duration: Once every two years, based on actual circumstances, the Ministry will specify the specific timeframe.
3. Leaders at the department and district levels and equivalent, except as provided in Clause 2 of this Article.
a) Training Content:
Theory: Follow the provisions set out in Point a, Clause 1 of this Article.
Practice:
On drill command: Perform individual unarmed drill commands, platoon and company formations, and police ceremonies;
On military: Methods of using, maintaining, and rules for firing short service rifles and submachine guns; actual shooting test Exercise 1 (type of short service rifle introduced), ammunition quota of 10 rounds (5 rounds trial shots, 5 rounds scored shots);
On martial arts: Practice basic technical movements of martial arts in the People's Public Security Forces, including: standing and moving positions (front foot forward high stance, back foot forward low stance, front foot forward low stance, back foot forward high stance, side-to-side movement, backward movement); hand attack techniques (right hand straight punch, left hand straight punch, right hand diagonal cut, left hand reverse cut, right hand rearward diagonal cut, right hand forward elbow strike, right hand rearward elbow strike, left hand forward wrist strike); leg attack techniques (right foot straight kick, left foot lateral kick), defensive techniques (right hand high block, left hand low block, right hand lateral block); practice combined martial arts routines of 25 and 38 movements.
b) Training Duration: Five working days/year.
4. Staff belonging to direct combat units.
a) Battalions, companies, regiments under the Guard Force, Mobile Police, Protective Police, Judicial Support Police.
- Training Content:
Theory: Follow the provisions set out in Point a, Clause 1 of this Article.
Practice:
On drill command: Perform individual unarmed drill commands, armed drill commands, carrying methods of some types of support equipment, squad, platoon, company formations, police team formations; parade formations and some police ceremonies;
On military: Methods of using, maintaining, and rules for firing short service rifles and submachine guns; aiming and firing submachine guns in standing, kneeling, lying positions at stationary, moving, and concealed targets; practice individual military technical and tactical movements in combat; methods of using support equipment; actual shooting test Exercise 1 with short service rifles, Exercise 1 with submachine guns, one applied shooting exercise with short service rifles, each exercise having an ammunition quota of 10 rounds (5 rounds trial shots, 5 rounds scored shots);
On martial arts: Practice basic technical and tactical movements of martial arts in the People's Public Security Forces (sudden capture of suspects, counterattack when being restrained by suspects, capturing suspects using knives or short sticks attacking); practice combined martial arts routines of 25, 38, and 44 movements; advanced martial arts content (capturing suspects using long swords, long sticks attacking, capturing suspects using short service rifles, long rifles controlling; applying martial arts in practical combat situations, scenarios of one against one, one against two, one against three or two against four...).
- Training Duration: According to the annual training program of each unit, at least 30 working days/year.
b) Officers and soldiers of Criminal Investigation Security, Criminal Police, Drug Crime Investigation Police, Comprehensive Investigation; Economic Police, Traffic Police, Order Maintenance Police, Rapid Response Police; officers and soldiers directly managing detainees at temporary detention centers, prisons, compulsory educational facility warders, students at correctional schools; Police officers of wards, communes, towns.
- Training Content:
Theory: Follow the provisions set out in Point a, Clause 1 of this Article.
Practice:
Regarding drill commands: Performing individual unarmed drill commands, individual drill commands with firearms, squad drill commands, platoon drill commands, carrying methods for support tools, and police force rituals;
Regarding military affairs: Methods of using, maintaining, and shooting rules for short guns and submachine guns; practical exercises for real bullet shooting Test 1 for short guns, Test 1 for submachine guns, and one applied shooting test for short guns, each test having a total of 10 rounds (5 rounds for trial shooting, 5 rounds for scoring);
Regarding martial arts: Practicing technical movements, some basic tactical movements of police martial arts (surprise capture of suspects, counterattack when being restrained by suspects, capturing suspects using knives or short sticks); practicing comprehensive martial arts routines of 25, 38, and 44 movements;
- Training time: At least 15 working days/year.
5. Officers and soldiers engaged in advisory work, office work, foreign relations, legal affairs, security, intelligence; officers and soldiers of file forces; Environmental Police; Administrative Order and Safety Police; Fire Prevention and Control Police; force building; finance, logistics, technology; officers and teachers of police academies and schools; police workers... (except officers and soldiers belonging to training subjects specified in Clauses 1, 2, 3, and 4 of Article 3 of this Circular). Specifically, police workers only participate in theoretical study.
a) Training Content:
Theory: Follow the provisions set out in Point a, Clause 1 of this Article.
Practice:
Regarding drill commands: Performing some individual unarmed drill commands, squad drill commands, platoon drill commands, and police force rituals;
Regarding military affairs: Methods of using and shooting rules for short guns; practical exercise for real bullet shooting Test 1 (type of short gun introduced), total of 10 rounds (5 rounds for trial shooting, 5 rounds for scoring);
Regarding martial arts: Practicing some basic technical movements of police martial arts, including: Standing posture and movement (front foot high stance, rear foot high stance, front foot low stance, rear foot low stance, two feet high stance parallel, two feet low stance parallel, advancing slide, retreating slide); attacking techniques with hands (right hand straight punch, left hand straight punch, right hand diagonal chop, left hand reverse chop, right hand backhand chop, left hand backhand chop, right hand forward elbow strike, left hand backward elbow strike, right hand forward palm strike, left hand forward palm strike); attacking techniques with legs (right leg straight kick, left leg side kick); defensive techniques (right hand high block, left hand high block, right hand low block, left hand low block, right hand side block, left hand side block); practicing comprehensive martial arts routines of 25 and 38 movements;
b) Training time: 07 working days/year.
6. Students of regular university programs at police academies; outside sector officers and citizens recruited into the police force.
a) Study content:
Theory: History of the People's Public Security of Vietnam; organizational structure, functions, and responsibilities of the People's Public Security; purpose, significance, and importance of drill, military, and martial arts work in the People's Public Security; contents of the five oaths of honor, ten regulations, and six instructions from President Ho Chi Minh to the People's Public Security; regulations on internal drill commands, drill commands, and police force rituals; regulations on training and organizing competitions on drill, military, and martial arts in the People's Public Security, regarding inspection of drill commands in the People's Public Security; other documents issued by the Ministry of Public Security guiding drill, military, and martial arts work in the People's Public Security;
Practice:
Regarding drill commands: Individual unarmed drill commands, individual drill commands with firearms, carrying methods for some types of support tools, squad drill commands, platoon drill commands, company drill commands; police team drill commands; parade drill commands and police force rituals;
Regarding military affairs: Methods of using, maintaining, and shooting rules for some types of short guns and submachine guns; practicing some individual combat technical and tactical movements; practical exercise for real bullet shooting Test 1 for short guns, Test 1 for submachine guns, each test having a total of 10 rounds, 5 rounds for trial shooting, 5 rounds for scoring;
Regarding martial arts: Basic technical and tactical movements of police martial arts; practicing comprehensive martial arts routines of 25, 38, and 44 movements;
b) Training time:
For students of regular university programs at police academies: Initial training time of at least 120 days at the National Police Training Center according to the Ministry's program; subsequent years' training according to the programs of police academies and schools;
For outside sector officers and citizens recruited into the police force: Initial training time of at least 120 days at the National Police Training Center according to the Ministry's program; subsequent years' training according to the groups of subjects specified in this Circular.
Article 4. Cases Exempted from or Postponed Training
1. Cases Exempted from Training.
a) During the period of treatment for serious illnesses; diseases listed in the directory of long-term treatment according to State regulations, confirmed by district-level hospitals or higher, or hospitals under the Ministry of Public Security, Ministry of National Defense;
b) Officers and soldiers during the period of being seconded for work;
c) Officers and soldiers who have been notified of retirement leave to enjoy pension benefits;
d) Cases where they are studying at academies or non-police schools for 12 months or more;
e) Officers and soldiers participating in teams for competitions on regulations, military affairs, martial arts as stipulated in Article 8 of this Circular shall be exempted from training on regulations, military affairs, and martial arts in the year they participate in the team.
2. Cases Exempted from Practical Content Training.
Pregnant women or those nursing children under 12 months old; officers and soldiers who are war invalids and officers and soldiers undergoing treatment due to injuries sustained while on duty, accidents, or illnesses confirmed by district-level hospitals or higher, or hospitals under the Ministry of Public Security, Ministry of National Defense, as not meeting the health conditions to participate in physical activities.
3. Cases Postponed from Training.
Officers and soldiers who are sick, injured, suddenly absent, on official business, or granted leave by their unit leaders during the training period. Those postponed from training must attend the next training session; if they do not attend, it will be considered as abandoning training without reason.
Article 5. Inspection and Evaluation of Training Results
1. After training on regulations, military affairs, and martial arts, local police units organize inspections and evaluations of the training results. The inspection is conducted by the Training Organization Committee; the level that organizes the training also conducts the inspection and evaluation but must have supervision and recognition of the results from the specialized agency regarding regulations, military affairs, and martial arts from the superior level. The training results on regulations, military affairs, and martial arts of units and individuals are criteria for evaluating officials and annual competition reviews.
2. Evaluation of Training Results
a) Individuals Meeting Requirements.
- Individuals specified in Clauses 1, 2, 3, 4, and 5 of Article 3 of this Circular must meet the following conditions to be considered as meeting requirements:
Participate fully in all training contents;
The training time must ensure 80% or more;
The theoretical content meets the requirements;
Two-thirds of practical content must meet the requirements. For leaders at the Bureau level and equivalent, half of the practical content must meet the requirements.
- Individuals specified in Clause 6 of Article 3 of this Circular must meet the following requirements to be considered as meeting requirements:
Participate fully in all training contents;
The training time must ensure 80% or more;
Meet the requirements for both theoretical and practical content.
b) Groups Meeting Requirements (applicable to departments, districts, counties, and equivalent levels or lower).
At least 90% of officers and soldiers must fully participate in the training content and time as prescribed and pass the inspection with satisfactory results.
c) Groups and individuals not meeting requirements are those that do not meet the criteria stipulated in Clauses a and b of this Article.
Article 6. Application of Training Inspection Results
1. Units and individuals whose training results do not meet requirements and whose unit heads have unsatisfactory training results will be reviewed to reduce one level of commendation in the year.
2. Units that do not organize training will be classified as failing to complete tasks in the year, and the heads and deputy heads directly responsible for regulations, military affairs, and martial arts training will be reduced two levels of commendation; officers and soldiers who abandon training without reason will be disciplined with a reprimand.
3. For cases attending concentrated study, working while studying at police academies and schools, they must arrange training time at their units or proactively contact training at educational institutions and report and confirm training results to the units sending them to study for annual competition reviews; if there is no confirmation of training results, it will be considered as abandoning training without reason.
Article 7. Allocation of Responsibilities for Organizing Training
1. The Party Work and Political Affairs Department is responsible for organizing training for Bureau-level leaders and equivalent; department leaders and dedicated staff responsible for regulations, military affairs, and martial arts in provincial and centrally-administered city public security forces, police academies, and schools; department leaders and concurrently appointed staff responsible for regulations, military affairs, and martial arts in subordinate units of the Ministry.
2. The Mobile Police Corps Command is responsible for organizing initial training for full-time university students at police academies and first-time training for non-police sector cadres and citizens recruited into the public security force.
3. Local police units are responsible for organizing training for the subjects specified in Clauses 3, 4, and 5 of Article 3 of this Circular; annually, they must develop training plans to be submitted to the Ministry (through the Party Work and Political Affairs Department) before March 30 and report training results before October 30.
4. The Planning and Finance Department ensures funding for training, organizing regulations, military affairs, and martial arts competitions within the public security force; the funds are allocated from the annual regular budget assigned by the Ministry to local public security units. Local public security units are responsible for preparing budgets, managing, using, and settling accounts for these funds according to the State Budget Law and detailed implementation regulations.
5. The Equipment and Logistics Department is responsible for providing firearms, ammunition, support tools, and ensuring other material conditions according to the Ministry's plan and proposals from local public security units for annual training and organizing regulations, military affairs, and martial arts competitions.
Article 8. Conducting Command Regulations, Military Affairs, and Martial Arts Competitions
1. The Ministry of Public Security shall assign the Political and Ideological Work Department to take the lead and coordinate with relevant units to organize command regulations, military affairs, and martial arts competitions for the entire People's Public Security force (every five years); organize shooting and martial arts competitions for combat forces (every two years); and conduct command regulations, shooting, and martial arts competitions in public security academies and schools (every three years).
2. Public Security units and localities shall organize command regulations, military affairs, and martial arts competitions at their respective units and localities (every five years), prior to the Ministry of Public Security organizing the nationwide competition for the People's Public Security force.
Chapter III
IMPLEMENTING PROVISIONS
Article 9. Effective Date
This Circular takes effect from May 7, 2020, replacing Circular No. 26/2014/TT-BCA dated June 24, 2014, issued by the Minister of Public Security on training command regulations, military training, and martial arts in the People's Public Security force.
For cadres from other sectors and citizens recruited into the People's Public Security force before the effective date of this Circular, the provisions of point b, Clause 6, Article 3 of this Circular shall not be applied.
Article 10. Responsibility for Implementation
1. The Political and Ideological Work Department shall be responsible for guiding, urging, and inspecting the implementation of this Circular.
2. Heads of subordinate units under the Ministry; Directors of provincial and centrally-administered city public security services; Directors of academies and Principals of public security schools shall be responsible for implementing this Circular.
3. In case of difficulties during the implementation process, public security units and localities shall promptly report to the Ministry (through the Political and Ideological Work Department) for guidance./.
