Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 22, 2021.
Article 3. DIRECTORS OF PROVINCE EDUCATION AND TRAINING SERVICES; DIRECTORS OF EDUCATION, SCIENCE AND TECHNOLOGY SERVICES IN BA CAU PROVINCE; HEADS OF HIGHER EDUCATION INSTITUTIONS; RELATED UNITS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
