AMENDMENTS AND SUPPLEMENTS TO SOME ARTICLES OF THE CIRCULAR NO. 22/2014/TT-BTTTT DATED DECEMBER 22, 2014 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATIONS ON TELECOMMUNICATION NUMBER PLANNING

On the basis of Law on Telecommunications November 23, 2009;
Decree No. 25/2011/ND-CP dated April 6, 2011, detailing and guiding the implementation of certain provisions of the Law on Telecommunications; Decree No. 81/2016/NĐ-CP July 1, 2016, amending and supplementing certain provisions of the Government's Decree No. 25/2011/ND-CP dated April 6, 2011, detailing and guiding the implementation of certain provisions of the Law on Telecommunications; Decree No. 49/2017/NĐ-CP April 24, 2017, amending and supplementing Article 15 of Decree No. 25/2011/NĐ-CP April 6, 2011, detailing and guiding the implementation of certain provisions of the Law on Telecommunications and Article 30 of Decree No. 174/2013/NĐ-CP November 13, 2013, stipulating administrative penalties for violations in the fields of postal services, telecommunications, information technology, and radio frequency spectrum management;
Decree No. Resolution No. 17/2017/NĐ-CP dated February 17, 2017 of the Government detailing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Telecommunications Administration,
The Minister of Information and Communications issues this Circular to amend, supplement, and revoke some articles of the Circular No. 22/2014/TT-BTTTT dated December 22, 2014 issued by the Minister of Information and Communications on Telecommunication Number Planning.
Article 1. Amend and supplement some provisions of the Telecommunication Number Planning Circular issued together with Circular No.
a) Add Clause 4a following Clause 4 as follows:

b) Amend and supplement Clause 6 as follows:

“4a) Machine-to-Machine (M2M) mobile subscriber number is the telecommunication mobile terrestrial network subscriber number used for information exchange between devices or systems of devices through data transmission and reception between connected devices (excluding voice calls except signaling), not including data cards (datacards) and tablets.”
d) Amend and supplement Clause 11 as follows:
“6. Shared number is the number shared among agencies, organizations, enterprises in different numbering regions to provide the same type of service for public interest purposes in cultural, economic, social fields... of the state, network operation management services of telecommunications enterprises. Shared numbers shall not be used for business purposes.”
“9. Technical routing code, number is a set of digits used by telecommunications enterprises to route calls, messages or to identify networks, network elements, including: Mobile Network Code (MNC); Data Network Identification Code (DNIC); International Signaling Point Code (ISPC); National Signaling Point Code (NSPC); Short Message Service (SMS) numbers used within the mobile telecommunication network for network operation management services including registration, cancellation, status check, information lookup about additional telecommunications services, value-added telecommunications services and other operations but not providing content information services on public terrestrial mobile networks and other technical routing codes, numbers as prescribed by the Ministry of Information and Communications.”
“11. Nationwide service is a telecommunications service, telecommunications application service provided on a telecommunications network ensuring that users have access to use the service across the country with the same code, number. The code, number used in this case is called nationwide service code, number.”
d) Amend and supplement Clause 14 as follows:
“14. Toll-free service is a telephone service on a telecommunications network used by agencies, organizations, enterprises to provide content information services and bear the responsibility for paying telecommunications charges on behalf of the service user to the telecommunications enterprise.”
e) Amend and supplement Clause 15 as follows:
“15. Premium service is a telephone service on a telecommunications network used by agencies, organizations, enterprises to provide content information services and require the service user to pay an additional charge to receive special high-value content beyond the telecommunications charges as prescribed.”
g) Amend and supplement Clause 16 as follows:
“16. Information inquiry service is a telephone service on a telecommunications network used by agencies, organizations, enterprises to provide content information services on the network aimed at guiding, reflecting, answering, consulting common, general issues about culture, economy, society according to the request of the service user.”

6. Amend and supplement Appendices 1, 2, 3, 4 issued together with Circular No. 22/2014/TT-BTTTT by Appendices 1, 2, 3, 4 corresponding to the number of appendices of this circular.
Article 2: Repeal Clause 10 of Article 10 and Clause 2 of Article 11 of the Telecommunications Code Planning issued together with Circular No. 22/2014/TT-BTTTT.
Article 3. Effectiveness
1. This Circular takes effect from February 15, 2022.
2. In the course of implementation, if any difficulties arise, they should be reported promptly to the Ministry of Information and Communications (Telecommunications Department) for consideration, guidance, and resolution./.
