CIRCULAR

Amending and supplementing certain provisions of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport, and Circulars amending and supplementing Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport The Minister of Transport issues this Circular to amend and supplement certain provisions of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport, and Circulars amending and supplementing Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport.

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006, and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated November 21, 2014;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

BASED ON THE DECREE NO. 66/2015/ND-CP dated August 12, 2015 of THE GOVERNMENT stipulating the aviation authority;

At the proposal of the Department Head of Transportation and the Director of the Civil Aviation Administration of Vietnam;

Article 1. Amending and supplementing certain provisions of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport, and Circulars amending and supplementing Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport (hereinafter referred to as the "Civil Aviation Safety Regulations" or "Bộ QCATHK") as follows:

13. Amending and supplementing certain provisions of Part 14 of the Civil Aviation Safety Regulations at Appendix XIII issued together with this Circular.

1. Amend and supplement certain provisions of Part 1 of the CASSR at Appendix I attached hereto.

2. Amending and supplementing certain articles of Part 2 of the Civil Aviation Safety Regulations (QCATHK) at Appendix II issued together with this Circular.

3. Amend and supplement certain provisions of Part 3 of the CASSR at Appendix III attached hereto.

4. Amend and supplement certain provisions of Part 4 of the CASSR at Appendix IV attached hereto.

5. Amend and supplement certain provisions of Part 5 of the CASSR at Appendix V attached hereto.

6. Amend and supplement certain provisions of Part 6 of the CASSR at Appendix VI attached hereto.

7. Amend and supplement certain provisions of Part 7 of the CASSR at Appendix VII attached hereto.

8. Amend and supplement certain provisions of Part 8 of the CASSR at Appendix VIII attached hereto.

9. Amend and supplement certain provisions of Part 9 of the CASSR at Appendix IX attached hereto.

10. Amend and supplement certain provisions of Part 10 of the CASSR at Appendix X attached hereto.

11. Amend and supplement certain provisions of Part 11 of the CASSR at Appendix XI attached hereto.

12. Amend and supplement certain provisions of Part 12 of the CASSR at Appendix XII attached hereto.

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Civil Aviation Authority, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.

14. Amend and supplement certain provisions of Part 19 of the Civil Aviation Safety Regulations at Appendix XIV promulgated together with this Circular.

Article 2. Effective Date

This Circular takes effect from September 1, 2024.

Article 3. Implementation Organization

The Head of the Ministry’s Office, the Inspector General of the Ministry, the Directors of the Departments, the Director of the Civil Aviation Administration of Vietnam, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
