DECREE

Regulations on functions, tasks, powers, and organizational structureof the Vietnam News Agency

Pursuant to the Law on Government Organization on February 18, 2025;

At the proposal of the Minister of Information and Communications;

The Government promulgates this Decree to regulate the functions, tasks, powers, and organizational structure of the Vietnam News Agency.

Article 1. Position and Functions

1. The Vietnam News Agency is an agency under the Government, serving as the national news agency and the main multi-media communication agency, performing the function of publishing and disseminating official information and documents of the Party and State; providing information to meet leadership requirements of the Party and management requirements of the State; disseminating information to serve mass media agencies, the public, and other entities both domestically and internationally.

2. The Vietnam News Agency has the abbreviated name in Vietnamese as VNA; the international trading name in English is Vietnam News Agency, abbreviated as VNA.

3. The Vietnam News Agency is subject to state management by the ministry responsible for state management of press and publication.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Vietnam News Agency shall perform the tasks and powers stipulated in the Law on the Organization of the Government, the Government's regulations on agencies under the Government, and the following specific tasks and powers:

1. Drafting, submitting to the Government and the Prime Minister strategic plans, programs, annual plans, important projects and proposals of the Vietnam News Agency, and organizing their implementation after approval.

2. Publishing and disseminating official documents and information of the Party and State; collecting, compiling general and reporting information into news bulletins and print and online products to promptly meet leadership requirements of the Party and management requirements of the State.

3. Announcing the official stance of the State on current issues; correcting information that does not align with national interests; refuting and correcting false information; when necessary, issuing statements to refute information intended to mislead.

4. Collecting, compiling, publishing, printing, and distributing publications, news bulletins, and print and online products to serve mass media agencies, the public, and other entities both domestically and internationally. Organizing the production of digital content products suitable for assigned functions and tasks.

5. Performing the role of the main national foreign press agency; collecting, compiling, and disseminating information about Vietnam in various languages for domestic and foreign agencies, organizations, news agencies, and journalists, foreigners, and overseas Vietnamese.

6. Implementing information storage; building an information database; managing national photo archives and organizing the exploitation of these resources to serve the information and propaganda work of the Vietnam News Agency and meet the needs of party and state agencies, organizations, and individuals both domestically and internationally.

7. Providing information and coordinating with relevant agencies to fulfill security and defense tasks.

8. Providing information and conducting propaganda for ethnic minority groups and mountainous regions in their respective languages and scripts.

9. Fulfilling political tasks assigned by competent authorities and ensuring funding from the state budget for these tasks; implementing financial autonomy mechanisms as prescribed by law; in special cases, the Vietnam News Agency proposes and collaborates with relevant ministries and agencies to develop and submit to competent authorities for issuance regulations on special financial autonomy mechanisms for the Vietnam News Agency.

10. Deciding, managing, and organizing the implementation of investment projects within its authority as prescribed by law; participating in the review of important projects, programs entrusted by the Prime Minister.

11. Organizing the implementation of scientific and technological progress research and application, digital transformation in the activities of the Vietnam News Agency.

12. Implementing international cooperation in fields within the functions, tasks, and powers of the Vietnam News Agency as prescribed by law.

13. Deciding and directing the implementation of the administrative reform program of the Vietnam News Agency according to the overall administrative reform program already issued by the Government.

14. Exercising rights and responsibilities of state owner representative and managing enterprises established and entrusted to manage by the Vietnam News Agency.

15. Managing organizational structure, number of civil servants and employees, job positions, and occupational structure according to job titles; deciding on rotation, transfer, appointment, dismissal, resignation, removal, assignment, training, reward, punishment, termination, retirement, salary system, and incentive policies for civil servants and employees managed by the Vietnam News Agency as prescribed by law.

16. Organizing activities to provide services in accordance with functions and tasks as prescribed by law.

17. Managing and using the state budget and state assets allocated both domestically and internationally in accordance with laws on the state budget, laws on the management and use of state assets, and related laws; coordinating financial resources among units directly under the Vietnam News Agency as prescribed by law.

18. Implementing the reporting system to the Government, the Prime Minister, the ministry responsible for state management of press and publication, and other competent agencies.

19. Performing other tasks and powers assigned by the Government and the Prime Minister and as prescribed by law.

1. Editorial Board and International Relations Department.

2. Office.

3. Organization and Cadre Department.

4. Planning and Finance Department.

5. Domestic News Editing Department.

6. World News Editing Department.

7. Foreign News Editing Department.

8. Photo Editing Department.

9. Economic News Editing Department.

10. Information and Graphics Center.

11. News and Ethnicity Newspaper.

12. Sports and Culture Newspaper.

13. VietnamPlus Online Newspaper.

14. Vietnam News and Law Newspaper.

15. Le Courrier du Vietnam Newspaper.

16. Vietnam Photo Newspaper.

17. Press Publishing House.

18. Southern Region Information Center of the Vietnam News Agency.

19. Central Highlands-Western Highlands Region Information Center of the Vietnam News Agency.

20. Digital Content and Communication Center.

21. Technical Centre.

22. International Cooperation Centre.

The Vietnam News Agency has a system of permanent agencies of the Vietnam News Agency in provinces and centrally governed cities established in accordance with the law, and a system of permanent agencies of the Vietnam News Agency abroad established in accordance with the law.

Units specified from Clause 1 to Clause 4 of this Article are units assisting the General Director; units specified from Clause 5 to Clause 20 of this Article and permanent agencies are information units; units specified from Clause 21 to Clause 22 of this Article are service units.

The Office has six departments, the Planning and Finance Department has four departments.

Article 4. Leadership

1. The Vietnam News Agency shall have a General Director and not more than four Deputy General Directors.

2. The General Director and Deputy General Directors of the Vietnam News Agency shall be appointed, relieved, or dismissed by the Prime Minister in accordance with the provisions of the law.

3. The General Director is responsible before the Government, the Prime Minister, and the law for all activities of the Vietnam News Agency. Deputy General Directors assist the General Director and are responsible before the General Director and the law for the tasks assigned to them.

4. The General Director appoints, relieves, or dismisses the heads and deputy heads of the subordinate units and defines their functions, tasks, powers, organizational structure, and working relationships.

Article 5. Transitional Provisions

1. The Vietnam News Agency's Newspaper, Ethnic and Mountainous People's Photo Newspaper, Vietnam News Newspaper, Vietnam Law and Legal Forum Magazine, and Media Development Center continue to operate until the General Director of the Vietnam News Agency issues their functions, tasks, powers, and organizational structures, and they obtain the relevant authority's operating license in accordance with the specialized laws. The implementation period shall not exceed three months from the date this Decree takes effect.

2. The Television Centre of the Vietnam News Agency ceases television operations. The Television Centre is responsible for handling financial, asset issues; staff policies and other pending issues (if any) within a period not exceeding three months from the date this Decree takes effect. After this period, the Vietnam News Agency will take over and inherit all rights, obligations, finances, assets, personnel, and issues arising during the termination of the Television Centre's operations.

Article 6. Effectiveness

1. This Decree shall take effect from March 1, 2025.

2. This Decree replaces Decree No. 87/2022/NĐ-CP dated October 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Vietnam News Agency.

Article 7. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial and centrally governed city People's Committees are responsible for implementing this Decree.
