Circular No. 218/2016/TT-BQP dated December 27, 2016, issued by the Minister of National Defense, stipulates the issuance, management, and use of Officer Identification Cards; Professional Military Personnel Identification Cards, Defense Workers, and Civil Servants; Non-commissioned Officers and Soldiers' Cards while on active duty; Reserve Officer Cards; Professional Military Personnel and Non-commissioned Officers and Soldiers' Reserve Cards, which took effect from February 15, 2017, and was amended and supplemented by:
Circular No. 65/2025/TT-BQP dated July 3, 2025, issued by the Minister of National Defense, amending and supplementing certain provisions of Circulars of the Minister of National Defense regarding military age calculation; issuance, management, and use of Identification Cards and Cards; selection and recruitment of professional military personnel, defense workers, and civil servants; promotion, advancement, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and soldiers; forms, contents, and times of reserve military personnel activities, which took effect from July 3, 2025.
Based on the Law on Officers of the Vietnam People's Army dated December 21, 1999, amended and supplemented on June 3, 2008, and November 27, 2014;
Based on the Law on Professional Military Personnel, Defense Workers, and Civil Servants dated November 26, 2015;
Based on the Law on Military Service dated June 19, 2015;
Based on Decree No. 130/2008/NĐ-CP dated December 19, 2008, issued by the Government, stipulating Officer Identification Cards of the Vietnam People's Army;
Based on Decree No. 59/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating Professional Military Personnel Identification Cards, Defense Workers, and Civil Servants;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Chief of General Staff, Director of the Political General Department;
The Minister of National Defense issues this Circular stipulating the issuance, management, and use of Officer Identification Cards; Professional Military Personnel Identification Cards, Defense Workers, and Civil Servants; Non-commissioned Officers and Soldiers' Cards while on active duty; Reserve Officer Cards; Professional Military Personnel and Non-commissioned Officers and Soldiers' Reserve Cards.[1].
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the issuance, management, use, data construction, specifications, material samples, physical facilities; authority, procedures for initial issuance, replacement, and reissuance of Officer Identification Cards; Professional Military Personnel Identification Cards, Defense Workers, and Civil Servants (hereinafter referred to collectively as Identification Cards); Non-commissioned Officers and Soldiers' Cards while on active duty; Reserve Officer Cards; Professional Military Personnel and Non-commissioned Officers and Soldiers' Reserve Cards (hereinafter referred to collectively as Cards).
Article 2. Applicability
This Circular applies to:
1. Active-duty officers and reserve officers.
2. Active-duty professional military personnel and reserve professional military personnel.
3. Active-duty non-commissioned officers and soldiers and reserve non-commissioned officers and soldiers.
4. Defense workers and civil servants.
5. Relevant agencies, organizations, units, and individuals.
Article 3. Purpose and Principles of Issuing and Using Identification Cards and Cards
1. Purpose of Using Identification Cards
a) Officer Identification Card as stipulated in Clause 2, Article 1 of Decree No. 130/2008/NĐ-CP dated December 19, 2008, issued by the Government, stipulating Officer Identification Cards of the Vietnam People's Army (hereinafter referred to collectively as Decree No. 130/2008/NĐ-CP);
b) Professional Military Personnel, Defense Workers, and Civil Servants Identification Card as stipulated in Article 3 of Decree No. 59/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating Professional Military Personnel, Defense Workers, and Civil Servants Identification Cards (hereinafter referred to collectively as Decree No. 59/2016/NĐ-CP).
2. Purpose of Using Cards
a) To prove that the person holding the Card is a non-commissioned officer or soldier on active duty; a reserve officer; a professional military personnel or reserve non-commissioned officer or soldier of the Vietnam People's Army;
b) To serve the management of non-commissioned officers and soldiers on active duty; reserve officers; professional military personnel and reserve non-commissioned officers and soldiers of the Vietnam People's Army.
3. Principles of Issuance
a) Each officer shall be issued one Identification Card with a unique number from the database managed by the Cadre Department of the Political General Department;
b) Professional Military Personnel, Defense Workers, and Civil Servants Identification Card as stipulated in Article 4 of Decree No. 59/2016/NĐ-CP;
c) Each non-commissioned officer or soldier on active duty; reserve officer; professional military personnel or reserve non-commissioned officer or soldier shall be issued one Card with a unique number.
Article 4. Information Collection Techniques
1. Information on the Application Form
a) Blood type: Provided by the military medical unit and written in capital letters;
b) Fingerprints of the ten fingers of the person being issued the Identity Card shall be affixed to the corresponding boxes on the application form; right hand P, left hand T; thumb C, index finger T, middle finger G, ring finger N, little finger U. In cases where the fingertips are deformed, amputated, or injured and cannot be fingerprinted, the reason shall be described in that box; fingerprints from other fingers shall not be substituted; if there are more than five fingers (auxiliary fingers) on the hand, the auxiliary fingers shall be affixed next to the main fingers;
c) Portrait photograph: Two photographs, size 20 mm x 27 mm; without hat or glasses; officers on active duty and reserve officers; professional soldiers on active duty and reserve professional soldiers; non-commissioned officers and enlisted personnel on active duty and reserve non-commissioned officers and enlisted personnel shall wear regular uniforms according to regulations; civilian workers and defense officials shall wear regular attire.
2. Physical Characteristics
a) Height measurement when issuing the Identity Card;
b) Nasal bridge characteristics from the root to the tip of the nose, including: straight nasal bridge, concave nasal bridge, curved nasal bridge, bumpy nasal bridge; describe the following drawing:
c) Earlobe is the lowest part of the ear, the edge of the ear touching the cheek, including: average earlobe, drooping earlobe, square earlobe, Buddha-shaped earlobe; describe the following drawing:
3. Description of Distinctive Features
a) Types of distinctive features, including: Birthmark, scar, mole, raised mole;
b) Shape of birthmark, scar, mole, raised mole, including: Round, dot, long, rectangular;
c) Size of birthmark, scar, mole, raised mole, from 0.3 cm and above shall be determined as size and below 0.3 cm shall be determined as a dot;
d) Location of the most prominent distinctive feature on the face shall be determined by the closest distance to the reference point; right eyebrow start, left eyebrow start; right eyebrow end, left eyebrow end; right eye start, left eye start; right eye end, left eye end; nose tip, nasal bridge; right nostril, left nostril; right cheek, left cheek; right earlobe, left earlobe. Determining the location of distinctive features is specifying whether it is on the right or left side; above or below, front or back; describe the following drawing:
Example 1: Height 1m68; dot-shaped scar 1.5 cm above and behind the left eyebrow end; describe point number 4 on the left side of the above drawing.
Example 2: Height 1m70; raised mole 1 cm above and in front of the right eyebrow end; describe point number 4 on the right side of the above drawing.
Article 5. Signature and Stamp Format
1. The signature format is the direct signature of the authorized person specified in Article 12. This Circular.
2. The signature format includes: Position, rank, surname, middle name, given name of the authorized person specified in Article 12. This Circular.
3. Stamp for the Identity Card and Card
a) Wet stamp with a diameter of 23 mm, red ink stamp covering one-third of the top of the Identity Card and Card signature;
b) Connecting stamp covering one-quarter of the lower right corner photo;
c) Stamp management centralized at the security storage agency, clerical staff of the unit holds and stamps; this stamp shall not be used to stamp other types of paper documents contrary to the legal regulations on stamp management and use.
Article 6. Identity Card and Card Blank Specifications and Material Basis
1. The size of the Identity Card and Card blank is 85.60 mm x 53.98 mm.
2. Material Basis
a) Blank material; protective film (hereinafter referred to as film) and secured;
b) Supplies and equipment: Ink roller, fingerprint ink, red ink stamp, camera, plastic pressing machine, photo cutting pliers, blank cutting table.
3. Color
a) Officer Identity Card as stipulated in Clause 2, Article 4 of Decree No. 130/2008/ND-CP; Identity Card of professional soldiers, civilian workers, and defense officials as stipulated in Article 7 of Decree No. 59/2016/ND-CP;
b) Non-commissioned officer and enlisted personnel Card on active duty is navy blue;
c) Reserve officer Card is light brown;
d) Professional soldier and reserve non-commissioned officer and enlisted personnel Card is orange (sample of non-commissioned officer and enlisted personnel on active duty Card; reserve officer Card; professional soldier and reserve non-commissioned officer and enlisted personnel Card attached to this Circular).
4. Registration and Management Files
a) First-time issuance, replacement, and reissuance application form for the Identity Card;
b) Card issuance application form;
c) Registration number for the Identity Card and Card (first-time issuance Identity Card application form model M1a, M1b; replacement and reissuance Identity Card application form model M2a, M2b; Card issuance application form model M3a, M3b, M3c; Identity Card and Card registration book attached to this Circular).
Article 7. Construction of database
1. The construction of the database system includes the following activities:
a) Organizing and managing the database;
b) Establishing a network system for transmitting military data;
c) Updating and standardizing input data;
d) Operating, testing, adjusting, updating, and supplementing data;
đ) Training, enhancing, and transferring technology.
2. Exporting data for identification cards and cards.
Article 8. Management of data, templates, and plastic films
1. Data management
a) Data for Officer Identification Cards and Reserve Officer Cards managed by the Cadre Department under the Political General Department;
b) Data for Professional Military Personnel Identification Cards, Worker and Defense Civil Servant Cards; Non-Commissioned Officer and Soldier In-Service Cards managed by the Military Affairs Department under the General Staff Department;
c)[2] Data for Professional Military Personnel and Reserve Non-Commissioned Officer and Soldier Cards managed by the provincial military authorities.
2. Management of templates and plastic films
a) Templates for Officer Identification Cards and Reserve Officer Cards, and plastic films managed and printed by the Cadre Department under the Political General Department;
b) Templates for Professional Military Personnel Identification Cards, Worker and Defense Civil Servant Cards; Non-Commissioned Officer and Soldier In-Service Cards; Professional Military Personnel and Reserve Non-Commissioned Officer and Soldier Cards, and plastic films managed and printed by the Military Affairs Department under the General Staff Department;
c) Managing and securing anti-counterfeiting factors of templates and plastic films through contracts according to confidential regulations, and only those directly involved shall be informed.
3. Initial application forms for identification cards and cards stored in personnel management agencies shall follow the procedures and formalities prescribed in Article 16, Article 20, and Article 24 of this Circular..
Article 9. Budget for issuing identification cards and cards
1. The defense budget ensures the implementation of tasks related to issuing, managing, and using identification cards and cards.
2. The defense budget ensures the construction of the database management system and initial material infrastructure for issuing professional military personnel identification cards, worker and defense civil servant cards as stipulated in Decree No. 59/2016/NĐ-CP; various types of cards as stipulated in this Circular.
Article 10. Recovery of identification cards and cards
1. Recovery of Officer Identification Cards in the following cases:
a) Resigning from active service, being selected as a professional military personnel, worker, or defense civil servant;
b) Being issued a new card as prescribed in Clause 2, Article 15 of this Circular; after receiving the new identification card, the old one must be recovered.
2. Recovery of Professional Military Personnel Identification Cards, Worker and Defense Civil Servant Cards as stipulated in Clause 1, Article 11 of Decree No. 59/2016/NĐ-CP.
3. Recovery of Non-Commissioned Officer and Soldier In-Service Cards as stipulated in Point b, c Clause 2, Article 19 of this Circular; after receiving the new card, the old one must be recovered.
4. Recovery of Reserve Officer Cards in the following cases:
a) Discharge from reserve officer status;
b) Being issued a new card as prescribed in Clause 5, Article 15 of this Circular; after receiving the new card, the old one must be recovered.
5. Recovery of Professional Military Personnel and Reserve Non-Commissioned Officer and Soldier Cards in the following cases:
a) Discharge from professional military personnel and reserve non-commissioned officer and soldier status;
b) Being issued a new card as prescribed in Point a, b Clause 2, Article 23 of this Circular; after receiving the new card, the old one must be recovered.
6. Agencies responsible for the initial issuance, reissuance, and replacement procedures shall be responsible for recovery, management, destruction, or corner cutting, as follows:
a) Agencies specified in Point b, c, d Clause 1, Article 16 of this Circular shall recover, manage, destroy, or corner cut and return Officer Identification Cards;
b) Agencies specified in Clause 2, Article 11 of Decree No. 59/2016/NĐ-CP shall recover, manage, destroy, or corner cut and return Professional Military Personnel Identification Cards;
c) Agencies specified in Point b, c Clause 1, Article 16 of this Circular shall recover and destroy Reserve Officer Cards;
d) Agencies specified in Point b, c Clause 2, Article 20 of this Circular shall recover and destroy Non-Commissioned Officer and Soldier In-Service Cards;
đ)[3] Regional Defense Command Departments specified in Point b Clause 1, Article 24 of this Circular shall recover and destroy Professional Military Personnel and Reserve Non-Commissioned Officer and Soldier Cards; compile and report results to provincial military authorities.
Article 11. Temporary Detention of Identification
1. Officers, professional soldiers, workers, and defense officials shall have their Identification temporarily detained during the period they are under temporary detention, pre-trial detention, or serving a prison sentence.
2. During the period officers, professional soldiers, workers, and defense officials have their Identification temporarily detained, the authority detaining the Identification permits them to use their Identification to conduct transactions as prescribed by law.
3. Officers, professional soldiers, workers, and defense officials shall be returned their Identification upon completion of the temporary detention period, pre-trial detention, or completion of the prison sentence if they continue to serve in the regular forces of the Vietnam People's Army.
Article 12. Authority to Issue Identification and Cards
1. The Minister of National Defense issues Officer Identification for general officers.
2. Commanders or Political Commissars of units subordinate to the Ministry of National Defense issue Officer Identification for colonel-level officers and political officers; Reserve Officer Cards.
3. Commanders of units subordinate to the Ministry of National Defense issue Identification for professional soldiers, workers, and defense officials.
4. Division, brigade, and equivalent commanders issue Lower Rank Officer Cards and Soldier Cards while on active duty.
5.[4] The Chief of the Provincial People's Defense Command issues Identification for professional soldiers and lower rank officers and soldiers in reserve status following decisions by the Commander of the Hanoi Military Command, the Commander of the Ho Chi Minh City Military Command, or the Chief of the Provincial Military Command.
6. The Head of the General Political Department issues Officer Identification for colonel-level officers and political officers; The Head of the General Staff issues Identification for professional soldiers, workers, and defense officials for enterprises directly under the Ministry of National Defense, excluding those with small seals and the Government Cryptographic Office.
Article 13. Prohibited Acts
1. Counterfeiting, leaking information, distorting data, or altering contents on Identification and Cards.
2. Misappropriating, using improperly Identification and Cards belonging to others; destroying, renting, leasing, lending, or mortgaging Identification and Cards.
3. Issuing, exchanging, reissuing, recalling, or temporarily detaining Identification and Cards contrary to the provisions of this Circular.
Chapter II. PROCEDURE AND REQUIREMENTS FOR ISSUING INITIAL, EXCHANGING, AND REISSUING OFFICER IDENTIFICATION; RESERVE OFFICER CARDS
Article 14. Validity Period
1. Validity period of Officer Identification
a) For general and colonel-level officers, the validity period is eight years;
b) For political officers, the validity period is thirteen years;
c) In cases where the time served on active duty is less than the period specified in points a and b of this clause, the remaining age limit will be used for issuance but not exceeding five years as stipulated in Article 13 of the Law on Officers of the Vietnam People's Army.
2. Validity period of Reserve Officer Card from the date of issuance until retirement.
Article 15. Initial Issuance, Exchange, and Reissue
1. Initial issuance of Officer Identification in the following cases:
a) Upon being promoted to officer rank while on active duty;
b) Reserve officers selected to supplement officer ranks while on active duty.
2. Exchange of Officer Identification in the following cases:
a) Upon expiration of the validity period as stipulated in point a, b of Clause 1 of Article 14 of this Circular or when the Officer Identification is damaged;
b) Upon promotion or demotion of officer rank for general and colonel-level officers;
c) Upon changing the unit under the Ministry of National Defense;
d) Upon changing surname, middle name, given name at birth; date of birth; ethnicity, place of origin, place of residence, or change in appearance due to injury, cosmetic surgery, or plastic surgery.
3. Reissue when Officer Identification is lost.
4. Initial issuance of Reserve Officer Card upon registering as a reserve officer as prescribed in Article 39 of the Law on Officers of the Vietnam People's Army.
5. Exchange of Reserve Officer Card in the following cases:
a) When a reserve officer is promoted to colonel-level rank from political officer rank or demoted to political officer rank from colonel-level rank, and the Card is damaged;
b) Upon changing surname, middle name, given name at birth; date of birth; place of residence, or change in appearance due to injury, cosmetic surgery, or plastic surgery;
6. Reissue when Reserve Officer Card is lost.
Article 16. Procedures for initial issuance, renewal, and reissuance
1. Initial Issuance
a) Individuals fill out the application form according to the model;
b) The personnel department of division, brigade, and equivalent units take photographs, collect fingerprints, compile registration lists, update data for Officer Identification Cards and Reserve Officer Cards, and report to their direct superior personnel departments; the implementation time does not exceed 10 working days from the date of completing the procedures;
c) The personnel department of subordinate units under the Ministry of National Defense implements the provisions set forth in point b of this clause for active-duty officers and reserve officers under its management; receives registration lists, printed data for Officer Identification Cards and Reserve Officer Cards from lower-level units; checks, completes the procedures, and reports to the authorized person as stipulated at Clause 2, Article 12 of this Circular; laminates the Reserve Officer Cards and returns them to the units; the implementation time does not exceed 10 working days from the date of receipt; compiles the registration list and printed data for Officer Identification Cards and Reserve Officer Cards and reports to the Personnel Department/Political General Department;
d) The Personnel Department/Political General Department reports to the authorized person as stipulated at Clause 1 and Clause 6, Article 12 of this Circular to issue Officer Identification Cards for general officers; officers of enterprises directly under the Ministry of National Defense and the Government Cryptographic Office; simultaneously, receives the registration list and Officer Identification Cards of active-duty officers from units, conducts inspections, laminates, and returns them to the units; the implementation time does not exceed 10 working days from the date of receipt.
2. Renewal and Reissuance
a) In cases of renewal as specified in point a, b, c of Clause 2 and point a of Clause 5, Article 15 of this Circular, individuals fill out the application form according to the model and submit it to the agency as specified in point b, c, d of Clause 1 of this Article;
b) In cases of renewal as specified in point d of Clause 2 and point b of Clause 5, Article 15 of this Circular, individuals submit a request for renewal, obtain confirmation from the head of the directly managing unit, fill out the application form according to the model, and submit it to the agency as specified in point b, c, d of Clause 1 of this Article;
c) In cases of reissuance as specified in Clause 3 and Clause 6, Article 15 of this Circular, individuals submit a request for reissuance, obtain confirmation from the head of the directly managing unit, fill out the application form according to the model, and submit it to the agency as specified in point b, c, d of Clause 1 of this Article;
d) The agency implements the procedures for renewal and reissuance as specified in point b, c, d of Clause 1 of this Article.
Article 17. Information on Officer Identification Cards; Reserve Officer Cards
1. Front side of Officer Identification Card
a) Number: Is the officer's identification number consisting of 8 digits;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Rank: For ranks from second lieutenant to major, records the rank; for colonel and general, records the current military rank;
d) Issuing Unit: For general officer Officer Identification Cards, records the Ministry of National Defense; for colonel and lieutenant colonel Officer Identification Cards, records the name of the unit under the Ministry of National Defense;
đ) Date: Records the date, month, year when the Officer Identification Card was issued;
e) Photo: As specified in point c, Clause 1, Article 4 of this Circular;
g) Validity Period: As specified in Clause 1, Article 14 of this Circular.
2. Back side of Officer Identification Card
a) Date of Birth: Records according to the birth certificate;
b) Ethnicity: Records the ethnic group as prescribed by law;
c)[5] Place of Origin: Records the commune, ward, special zone (hereinafter referred to collectively as commune level); province, centrally governed city (hereinafter referred to collectively as provincial level);
d)[6] Permanent Residence: Is the place registered as permanent residence of the officer; if not yet registered, records according to the permanent residence of spouse, children, parents, or legal guardian;
đ) Physical Description: Records height and specific characteristics as specified in point a, Clause 2 and Clause 3, Article 4 of this Circular;
e) Blood Type: As specified in point a, Clause 1, Article 4 of this Circular.
3. Front side of Reserve Officer Card
a) Number: Is the reserve officer's identification number or the active-duty officer's identification number;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Rank: Records the rank;
d) Issuing Unit: Name of the unit under the Ministry of National Defense;
đ) Date: Records the date, month, year when the Reserve Officer Card was issued;
e) Photo: As specified in point c, Clause 1, Article 4 of this Circular.
4. Back side of Reserve Officer Card
a) Date of Birth: Records according to the birth certificate;
b)[7] Permanent Residence: Is the permanent residence of the reserve officer;
c) Enlistment: Records the month and year of enlistment or recruitment into the military;
d) Reserve Rank Promotion: Records the month and year of promotion to reserve officer rank or the month and year of registering as a reserve officer;
đ) Unit at the Time of Leaving Active Service: Records the regiment or higher unit at the time of leaving active service or transferring to reserve status;
e) Reserve Officer Training: Records the training institution;
g) Military Specialty: Records the specialty trained;
h)|||[8] First Registration: Records the name of the People's Militia Board at the commune level.
Chapter III. PROCEDURES FOR INITIAL ISSUANCE, RENEWAL, AND REISSUANCE OF PROFESSIONAL MILITARY PERSONNEL, DEFENSE WORKERS, AND DEFENSE CIVIL SERVANTS IDENTIFICATION CARDS; SUBORDINATE OFFICER AND ACTIVE-DUTY NON-COMMISSIONED OFFICER CARDS
Article 18. Duration of Use
1. Military Professional Identity Card, Defense Workers, and Civil Servants as stipulated in Article 5 of Decree No. 59/2016/NĐ-CP.
2. Non-commissioned Officer and Active Soldier Cards as stipulated in Article 21 of the Law on Military Service Obligation.
Article 19. First Issue, Replacement, Reissue
1. Military Professional Identity Card, Defense Workers, and Civil Servants shall be carried out as follows:
a) First issue of the Military Professional Identity Card, Defense Workers, and Civil Servants in cases prescribed in Clause 1, Article 8 of Decree No. 59/2016/NĐ-CP;
b) Replacement of the Military Professional Identity Card, Defense Workers, and Civil Servants in cases prescribed in Clause 2, Article 8 of Decree No. 59/2016/NĐ-CP and when changing units under the Ministry of National Defense;
c) Reissue of the Military Professional Identity Card, Defense Workers, and Civil Servants as prescribed in Clause 3, Article 8 of Decree No. 59/2016/NĐ-CP.
2. Non-commissioned Officer and Active Soldier Cards shall be carried out as follows:
a) First issue when non-commissioned officers and soldiers enlist into the military;
b) Replacement when the Card is damaged;
c) Replacement when there is a change in surname, middle name, given name at birth, date of birth, or change in appearance due to injury, cosmetic surgery, or plastic surgery;
d) Reissue when the Card is lost.
Article 20. Procedures for First Issue, Replacement, and Reissue
1. Military Professional Identity Card, Defense Workers, and Civil Servants
a) First issue as prescribed in Points a, b, c, Clause 1, Article 9 of Decree No. 59/2016/NĐ-CP;
b) The personnel management agency of units under the Ministry of National Defense as prescribed in Point d, Clause 1, Article 9 of Decree No. 59/2016/NĐ-CP shall conduct verification, complete procedures, report to the authorized person as prescribed in Clause 3, Article 12 of this Circular; laminate, return to the unit; the time limit for implementation shall not exceed 15 working days from the date of completing the procedures;
c) The General Department of Military Affairs reports to the authorized person as prescribed in Clause 6, Article 12 of this Circular for military professionals, defense workers, and civil servants of enterprises under the Ministry of National Defense and the Government Cryptographic Agency; laminate, return to the unit; the time limit for implementation shall not exceed 15 working days from the date of completing the procedures;
d) Replacement and reissue of the Military Professional Identity Card, Defense Workers, and Civil Servants as prescribed in Clause 2, Article 9 of Decree No. 59/2016/NĐ-CP.
2. First issue of Non-commissioned Officer and Active Soldier Cards
a) Individuals fill out the application form according to the model;
b) The military force agency of regiments and equivalent units shall take photographs, compare data on non-commissioned officers and active soldiers under their authority to process card issuance; compile and report to the superior military force agency; the deadline for implementation shall not exceed 10 working days from the date of completing the procedures;
c) The military force agency of divisions, brigades, and equivalent units shall carry out the procedures prescribed in Point b of this clause for non-commissioned officers and active soldiers under their authority; check the issuance of cards by subordinate units, complete procedures, report to the authorized person as prescribed in Clause 4, Article 12 of this Circular; laminate, return to the unit; the deadline for implementation shall not exceed 10 working days from the date of completing the procedures.
3. Replacement and reissue of Non-commissioned Officer and Active Soldier Cards
a) In cases of renewal as specified in Point b, Clause 2, Article 19 of this Circular, individuals fill out the application form according to the model and submit it to the agency prescribed in Point b, c, Clause 2 of this Article;
b) In cases of replacement and reissue prescribed in Point c, d, Clause 2, Article 19 of this Circular, individuals submit a request for replacement and reissue, with confirmation from the head of the direct managing unit, fill out the application form according to the model and submit it to the agency prescribed in Point b, c, Clause 2 of this Article;
c) The agency implements the procedures for replacement and reissue as prescribed in Point b, c, Clause 2 of this Article.
Article 21. Information on the Professional Military Identity Card, Civilian Worker and Defense Employee Identity Card; Officer and Conscript Identity Card while on active duty
1. Front side of the Professional Military Identity Card, Civilian Worker and Defense Employee Identity Card
a) Number: Consists of 12 digits as specified in the data management system;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Date of birth: Recorded according to the birth certificate;
d) Issuing Unit: Name of the unit under the Ministry of National Defense;
d) Issuance date: Recorded with the date, month, and year of issuance of the Identity Card;
e) Photo: As specified in point c, Clause 1, Article 4 of this Circular;
g) Validity period: As stipulated in Article 5 of Decree No. 59/2016/NĐ-CP.
2. Back side of the Professional Military Identity Card, Civilian Worker and Defense Employee Identity Card
a)[9] Place of origin: Recorded at the commune level and province level;
b)[10] Permanent residence place: Is the place registered for permanent residence of the professional military personnel, civilian workers, and defense employees; in cases where they have not registered for permanent residence, it shall be recorded according to the place of permanent residence registration of their spouse, children, parents, or legal guardians;
c) Physical characteristics: Recorded with height and specific features as prescribed in point a, Clause 2 and Clause 3, Article 4 of this Circular;
d) Blood type: As prescribed in point a, Clause 1, Article 4 of this Circular.
3. Front side of the Officer and Conscript Identity Card while on active duty
a) Number: Consists of 12 digits as specified in the data management system;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Issuing unit: Name of the regiment, brigade, and equivalent units under the Ministry of National Defense;
d) Date: Recorded with the date, month, and year of issuance of the Card;
d) Photo: As prescribed in point c, Clause 1, Article 4 of this Circular;
e) Validity period: As prescribed in Clause 2 of Article 18 of this Circular.
4. Back side of the Officer and Conscript Identity Card while on active duty
a) Date of Birth: Records according to the birth certificate;
b)[11] Place of origin: Recorded at the commune level and province level;
c)[12] Permanent residence place: Recorded with the permanent residence place of the officer and conscript on active duty;
d) Blood type: As prescribed in Point a Clause 1 of Article 4 of this Circular.
Chapter IV. PROCEDURE FOR FIRST ISSUE, REPLACEMENT, AND REISSUE OF PROFESSIONAL MILITARY IDENTITY CARDS AND OFFICER AND CONSCRIPT RESERVE IDENTITY CARDS
Article 22. Validity period
The validity period runs from the date of issuance of the Card until the time of demobilization or selection into the reserve officer system.
Article 23. First issue, replacement, reissue
1. First issue of the Professional Military Identity Card and Officer and Conscript Reserve Identity Card for those assigned and organized into reserve mobilization units.
2. Replacement and reissue of the Professional Military Identity Card and Officer and Conscript Reserve Identity Card shall be carried out as follows:
a) Replacement when reassigned to another reserve mobilization unit or when the Card is damaged;
b) Upon changing surname, middle name, given name at birth; date of birth; place of residence, or change in appearance due to injury, cosmetic surgery, or plastic surgery;
c) Reissue when the Card is lost.
Article 24. Procedure and formalities for first issue, replacement, and reissue
1. First issue of the Professional Military Identity Card and Officer and Conscript Reserve Identity Card
a) Individuals fill out the application form according to the model;
b)[13] The Regional Defense Command implements photographing, verification of application forms, and procedures for issuing the Professional Military Identity Card and Officer and Conscript Reserve Identity Card under its management; reports to the authorized person as prescribed in 5. The full repayment of capital contribution to members ceasing membership status according to the provisions at; laminates the card, returns it to the unit; compiles and reports to the Provincial Military Command before December 31 each year; the implementation period does not exceed 10 working days from the completion of the procedure;
c) The Provincial Military Command checks the issuance of Cards by subordinate units; compiles the quantity and list of issued Cards and reports to the Military Region and the General Staff Department/Central Military Commission before December 31 each year.
2.[14] Replacement and reissue of the Professional Military Identity Card and Officer and Conscript Reserve Identity Card
a) In cases of renewal as specified in Point a Clause 2 of Article 23 of this Circular, individuals fill out the application form according to the model and submit it to the Regional Defense Command as prescribed in point b Clause 1 of this Article;
b) In cases of replacement and reissue prescribed in point c, b Clause 2 of Article 23 of this Circular, individuals submit a request for replacement or reissue, confirmed by the head of the direct managing unit, fill out the application form according to the model and submit it to the Regional Defense Command as prescribed in point b Clause 1 of this Article;
c) The Regional Defense Command implements the replacement and reissue procedures as prescribed in point b Clause 1 of this Article.
Article 25. Information on the Professional Military Personnel Card and Reserve Non-Commissioned Officer and Soldier Card
1. Front side of the Professional Military Personnel Reserve Card
a)[15] Number: Consists of 13 digits managed by the military agency of the province;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Gender: Record male or female;
d) Date of birth: Record according to the birth certificate;
đ) Rank: Record current rank;
e) Position: Record current position;
g) Date: Record the date the Card was issued;
h) Photo: As specified at point c, Clause 1, Article 4 of this Circular.
2. Back side of the Professional Military Personnel Reserve Card
a) Mobilization reserve unit: Record the military symbol assigned to units at levels c, d, e, f and equivalent;
b) Unit when leaving active service: Record the military symbol of the unit at the time of leaving active service at levels c, d, e, f and equivalent;
c) Military profession: Record according to the decision on retirement, discharge, transfer to another field, or after reclassification training;
d) Current workplace: Record the name of the agency, organization, or unit where currently working;
đ)[16] Place of permanent residence: Record the place of permanent residence registered for the professional military personnel reserve;
e)[17] Citizen Identity Card number or Citizen Identity Card number.
3. Front side of the Reserve Non-Commissioned Officer and Soldier Card
a)[18] Number: Consists of 13 digits managed by the military agency of the province;
b) Name: Records the surname, middle name, given name according to birth certificate, in uppercase letters with full punctuation marks;
c) Gender: Record male or female;
d) Date of birth: Record according to the birth certificate;
đ) Rank: Record current rank;
e) Position: Record current position;
g) Date of issue: Record the date the Card was issued;
h) Photo: As specified at point c, Clause 1, Article 4 of this Circular.
4. Back side of the Reserve Non-Commissioned Officer and Soldier Card
a) Mobilization reserve unit: Record the military symbol assigned to units at levels c, d, e, f and equivalent;
b) Unit upon discharge: Record the military symbol of the unit at levels c, d, e, f and equivalent.
c) Military profession: Record according to the discharge decision or after reclassification training;
d) Current workplace: Record the name of the agency, organization, or unit where currently working;
đ)[19] Place of permanent residence: Record the permanent residence of the reserve non-commissioned officer and soldier;
e)[20] Citizen Identity Card number or Citizen Identity Card number.
Chapter V. RESPONSIBILITIES OF AGENCIES, UNITS, ORGANIZATIONS, INDIVIDUALS AND IMPLEMENTATION PROVISIONS
Article 26. Responsibilities of agencies, units, organizations, and individuals
1. Functional agencies of the Ministry of National Defense
a) The Cadre Department/Political General Staff is responsible for building the database system for management, ensuring the budget, material infrastructure, planning printing of blank forms, film, registration numbers, managing, and using Officer Identification Cards; Reserve Officer Cards;
b) The Military Service Department/Military General Staff is responsible for building the database system for management, ensuring the budget, material infrastructure, planning printing of blank forms, film, registration numbers, managing, and using Professional Military Personnel Identification Cards, defense workers and civil servants; Active Duty Non-Commissioned Officer and Soldier Cards; Professional Military Personnel and Reserve Non-Commissioned Officer and Soldier Cards;
c) The Military Security Protection Department/Political General Staff is responsible for investigating and verifying when discovering individuals, agencies, units, and organizations involved with signs of violating the confidentiality procedures for design and printing of Identification Cards and Cards;
d) The Finance Department/Ministry of National Defense ensures the annual regular defense budget to carry out the tasks of issuing, managing, and using Identification Cards and Cards;
đ)[21] The Military Medical Department/Logistics and Technical General Department directs the medical department to provide blood group results to be recorded on Officer Identification Cards, Professional Military Personnel Identification Cards, defense workers and civil servants; Active Duty Non-Commissioned Officer and Soldier Cards;
e) The Office of the Ministry of National Defense ensures seals, directing the security storage agency to manage and stamp Identification Cards and Cards in accordance with regulations.
a) Long-term mobilization.
a) Officers are responsible for managing and using Officer Identification Cards for the purposes specified in point b, Clause 2, Article 1 of Decree No. 130/2008/ND-CP; when traveling abroad must leave the Officer Identification Card at the managing unit;
b) Professional Military Personnel, defense workers, and civil servants are responsible for managing and using Identification Cards for the purposes specified in Clause 2, Article 3 of Decree No. 59/2016/ND-CP;
c) Active Duty Non-Commissioned Officers and Soldiers; Reserve Officers; Professional Military Personnel and Reserve Non-Commissioned Officers and Soldiers are responsible for managing and using Cards for the purposes specified in Clause 2, Article 3 of this Circular; presenting the Card upon request of agencies, units, organizations, and individuals with authority; when traveling abroad shall not carry the Card.
3. Agencies, organizations, and individuals are responsible for supervising, detecting, and reporting violations in the management and use of Identification Cards and Cards to military units or state agencies with authority.
Article 27. Handling Violations
1. Active Duty Officers and Reserve Officers; Active Duty Professional Military Personnel and Reserve Professional Military Personnel; defense workers and civil servants; Active Duty Non-Commissioned Officers and Soldiers and Reserve Non-Commissioned Officers and Soldiers who misuse Identification Cards and Cards will be disciplined or criminally prosecuted depending on the severity of the violation as prescribed by law.
2. Individuals not covered by Clause 1 of this Article who violate the use of Identification Cards and Cards will be administratively sanctioned or criminally prosecuted depending on the severity of the violation as prescribed by law.
Article 28. Effective Date [22]
1. This Circular takes effect from February 15, 2017.
2. This Circular replaces Circular No. 21/2009/TT-BQP dated May 18, 2009, of the Minister of National Defense detailing and guiding the implementation of Decree No. 130/2008/NĐ-CP dated December 19, 2008, of the Government on Officer Identification Cards of the People's Army; Decision No. 1973/2000/QĐ-BQP dated September 18, 2000, of the Ministry of National Defense on Military Personnel Certificates; Decision No. 69/2004/QĐ-BQP dated May 20, 2004, of the Minister of National Defense on Reserve Officer Cards; and Decision No. 916/QĐ-TM dated May 21, 2015, of the Chief of the General Staff on Reserve Military Personnel Certificates.
Article 29. Responsibility for Implementation
The Chief of the General Staff, the Director of the Political General Staff, heads of agencies and units are responsible for implementing this Circular./.

On the basis of the Law on Reserve Mobilization Forces dated November 26, 2019;
On the basis of Decree No. 01/2022/ND-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/ND-CP dated February 28, 2025 of the Government amending and supplementing some articles of Decree No. 01/2022/ND-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
The Minister of National Defense promulgates the Circular amending and supplementing some articles of Circulars of the Minister of National Defense on calculating military age; issuing, managing, and using Identity Cards and Cards; selecting and recruiting professional military personnel, civilian workers, and defense officials; promoting, advancing, demoting ranks, appointing, demoting, dismissing, and implementing discharge for non-commissioned officers and soldiers; forms, contents, and times of activities for reserve military personnel",
At the proposal of the Chief of General Staff;
This point is amended and supplemented according to the provisions of Clause 1, Article 2 of Circular No. 65/2025/TT-BQP amending and supplementing some articles of Circulars of the Minister of National Defense on calculating military age; issuing, managing, and using Identity Cards and Cards; selecting and recruiting professional military personnel, civilian workers, and defense officials; promoting, advancing, demoting ranks, appointing, demoting, dismissing, and implementing discharge for non-commissioned officers and soldiers; forms, contents, and times of activities for reserve military personnel, which takes effect from July 3, 2025.
[2] This point has been amended and supplemented in accordance with Clause 1, Article 2 of Circular No. 65/2025/TT-BQP amending and supplementing certain articles of Circulars issued by the Minister of National Defense regarding age calculation for military service; issuance, management, and use of Military Identification Cards and Passes; recruitment and enlistment of professional soldiers, workers, and defense officials; promotion, demotion, appointment, dismissal, and discharge procedures for non-commissioned officers and enlisted personnel; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.
[3] This point has been amended and supplemented pursuant to Clause 2, Article 2 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense officials; promotion, advancement, demotion of ranks, appointment, reduction in rank, removal from office, and implementation of discharge for non-commissioned officers and conscripts; forms, contents, and times of activities of reserve military personnel, which shall take effect from July 3, 2025.
[4] This clause has been amended and supplemented pursuant to Clause 3, Article 2 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense officials; promotion, advancement, demotion of ranks, appointment, reduction in rank, removal from office, and implementation of discharge for non-commissioned officers and conscripts; forms, contents, and times of activities of reserve military personnel, which shall take effect from July 3, 2025.

[21] This point has been amended and supplemented pursuant to Clause 8 Article 2 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding age calculation for military service; issuance, management, and use of Military Identification Cards and Passes; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, effective from July 3, 2025.
[22] Article 7 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding age calculation for military service; issuance, management, and use of Military Identification Cards and Passes; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, effective from July 3, 2025, provides as follows:
"Article 7. Implementation Provisions
1. This Circular takes effect from July 3, 2025.
2. Transitional provisions: Military Identification Cards for officers; Professional Soldier Identification Cards; Worker and Defense Civil Servant Identification Cards; Non-Commissioned Officer and Conscript In-Service Cards; Reserve Officer Cards; Professional Soldier and Non-Commissioned Officer and Conscript Reserve Cards issued before this Circular takes effect shall continue to be valid until their expiration date, in cases of reissuance or replacement after this Circular takes effect, they shall be implemented according to this Circular.
3. The Chief of General Staff, heads of agencies, organizations, units, and individuals related thereto are responsible for implementing this Circular."
