Pursuant to Decision No. 37/2008/QD-TTg dated March 12, 2008 of the Prime Minister approving the Legal Awareness and Education Program from 2008 to 2012;

Considering the proposal of the Minister of Justice,

DECISION:

Article 1. Approves the Project "Consolidating, Improving, and Enhancing the Quality of Human Resources in Legal Awareness and Education Activities to Meet the Requirements of Reform and Development of the Country" under the Legal Awareness and Education Program of the Government from 2008 to 2012 (attached hereto).

Article 2. This Decision shall take effect from the date of signing.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of municipal People's Committees directly under the central government shall be responsible for implementing this Decision.

legal awareness and education activities to meet the requirements of reform,

development of the country

I. NECESSITY OF BUILDING THE PROJECT

1. Current status of human resources in legal awareness and education activities

Legal awareness and education activities have been identified by our Party as part of political and ideological education work and as a task of the entire political system under the leadership of the Party. According to the Constitution and laws, the State plays a leading role in managing and organizing legal awareness and education activities.

In recent years, the State has focused on directing legal awareness and education activities, from issuing institutional frameworks, implementing programs and plans for legal awareness and education, to building human resources for these activities. At the central level, the Ministry of Justice, as a government agency, performs state management functions regarding law construction and enforcement, legal awareness and education; and organizes legal affairs departments of ministries, agencies at the ministerial level, government agencies, the Vietnam Fatherland Front, and other organizations and associations, which are the main bodies advising on legal awareness and education activities for ministries, sectors, and associations. At the local level, judicial agencies at various levels are specialized agencies of the People's Committees at the same level, responsible for advising the People's Committees on organizing legal awareness and education activities in their respective areas.

From the current organization of legal awareness and education activities, it can be seen that there is a rich and diverse human resource base for these activities, which can be divided into three groups as follows:

- Group 1, those engaged in policy formulation and planning for legal awareness and education activities, including managers (leadership civil servants) at the Ministry of Justice, Department of Justice, Justice Offices, heads of legal affairs departments of ministries, agencies at the ministerial level, government agencies, central-level organizations of associations, and specialized departments under provincial committees, centrally-administered city committees.

- Group 2, those directly implementing legal awareness and education activities on a full-time or part-time basis, including legal awareness and education officers of judicial agencies, legal affairs departments; legal reporters and propagandists at various levels; legal reporters and editors in mass media agencies; civil servants in judicial and household registration offices at the commune level; teachers teaching law and civic education in national educational institutions, vocational schools of ministries, sectors, and associations; teachers teaching law in the National Academy of Political Studies and Administration Ho Chi Minh City, provincial political schools, and county political training centers.

- Group 3, those implementing legal awareness and education activities through their professional duties or integrating legal awareness and education activities with other social activities, including lawyers, legal aid providers, legal advisors, civil servants in law enforcement agencies such as courts, prosecution offices, customs, inspection, forestry protection, border guard, maritime police, mediators at the grassroots level, members of the Mass Mobilization Committee, and other volunteers participating in legal awareness and education activities.

Overall, in recent years, the workforce involved in legal awareness and education activities has grown both in quantity and quality. After the issuance of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee Secretariat, leaders at all levels and sectors have shown increased attention and directed efforts to strengthen the capacity of the workforce in legal awareness and education activities, actively training, enhancing, and providing training for this workforce. At the central level, the Ministry of Justice has concentrated on consolidating the Department of Legal Awareness and Education to better advise on policy formulation, plan and program development for long-term legal awareness and education activities, and effectively manage these activities nationwide. At the local level, all 63 provincial Departments of Justice have established Legal Awareness and Education Divisions with 263 dedicated staff members. Legal affairs departments of ministries, agencies at the ministerial level, government agencies, and central-level organizations of associations are the main bodies advising on legal awareness and education activities.

For mass media agencies, the force of legal reporters and editors has been consolidated and strengthened; the number of legal reporters at central-level ministries, sectors, and associations has increased, with a high proportion having professional qualifications. A network of legal reporters and propagandists has been organized vertically down to the county level, and in some cases, even to the commune level. Currently, there are 232 central-level legal reporters, 4,761 provincial-level legal reporters, 15,116 county-level legal reporters, and over 73,000 commune-level propagandists, with nearly 70,000 people from other forces participating in legal awareness and education activities.

Many departments, bureaus, and provincial agencies have established Legal Affairs Offices or assigned legal affairs officers to carry out tasks related to lawmaking, popularizing, and educating about laws. The People's Justice Office at the district level has been re-established with over 2,400 staff members, contributing to enhancing the capacity of the team responsible for popularizing and educating about laws in local areas. Civil servants in charge of civil registry and other civil servants at commune, ward, and town levels also form a large force. Some ministries, agencies, and localities have mobilized the cadre of Party propagandists, teachers from provincial political schools, and county-level political training centers to participate in popularizing and educating about laws, ensuring timely propaganda on Party guidelines, policies, and laws. Many ministries, sectors, and localities have utilized other forces to participate in the work of popularizing and educating about laws such as lawyers, legal aid providers, legal consultants, officials and civil servants from law enforcement agencies (Courts, Procuratorates, Customs, Inspectors...), and other forces such as grassroots mediators, village elders, religious dignitaries...

These forces have effectively leveraged their combined strength in popularizing and educating about laws in recent years, in accordance with the spirit of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam (9th term) on strengthening the Party's leadership in the work of popularizing and educating about laws, raising awareness of law compliance among cadres and people, making significant contributions to bringing laws into life and creating noticeable changes in improving the awareness of law compliance among members of society.

However, in light of the requirements set by the process of building a socialist rule-of-law state for the work of popularizing and educating about laws, the current organizational system and human resources of this work still have many shortcomings, not matching the tasks and failing to meet the new demands of society and the country, specifically:

- Most personnel engaged in the work of popularizing and educating about laws are usually trained in law or another specialized field, but not in communication skills and organizing promotional activities due to the lack of specialized training institutions for this purpose. Therefore, their activities are often clumsy, not following the correct procedures for organizing promotional activities, often learning while working and self-improving through experience. Not a few propagandists confuse their functions and responsibilities with those of lecturers and teachers, thus when they go to promote, they focus more on theory than on practical skills, resulting in low effectiveness;

- Although the number of personnel engaged in the work of popularizing and educating about laws is large, they are scattered, and some places use them wastefully; there is no specific plan for training and development, the investment concentration of various levels and sectors for this force varies greatly, leading to different results. Among them, the number of full-time personnel is not high, mainly part-time personnel. Apart from enthusiasm and dedication, they have not received basic training, the remuneration system for them is not high, and they are rarely encouraged to participate in this work stably and long-term;

- In the work of popularizing and educating about laws, the cadre of legal propagandists is the main force (especially oral promotion), but the actual number of active ones is not many. Due to job changes, retirement, or other reasons, they fail to update information and seldom use modern technology, thus having many limitations and low quality in promoting and educating about laws;

- Professionalism in the work of popularizing and educating about laws among dedicated officials and civil servants is weak, lacking a mechanism for long-term training, development, and planning of human resources for this work; the investment resources for this work are not commensurate with the requirements; the coordination between relevant sectors during the implementation of popularization and education activities is not tight. State investment does not meet the practical needs of the work of popularizing and educating about laws, failing to create a good mechanism to attract social resources to participate in this work;

Therefore, reinforcing, perfecting, and improving the quality of human resources in the work of popularizing and educating about laws is very necessary.

2. Political and legal basis for the construction of the Project

The Resolution of the 10th National Congress affirms: "Cultural and information activities develop more diversely, contributing to improving the cultural life of the people, increasing the effectiveness of political and ideological education, popularizing laws..."[1].

Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam (9th term) on strengthening the Party's leadership in the work of popularizing and educating about laws, raising awareness of law compliance among cadres and people, clearly states the task: "Strengthening and consolidating the cadre of legal propagandists and creating favorable conditions and environment for this cadre to perform their tasks well."

Directive No. 17-CT/TW dated October 15, 2007 of the Central Committee of the Communist Party of Vietnam on continuing to innovate and improve the quality and effectiveness of oral propaganda under new circumstances requires:"Continuing to understand the significance, role, and importance of oral propaganda, the activities of the cadre of propagandists, recognizing that this is one of the most important channels, directly spreading Marxism-Leninism, Ho Chi Minh Thought, popularizing, educating, and disseminating the views and guidelines of the Party, state policies and laws..."

Decision No. 61/2007/NQ-CP dated December 7, 2007 of the Government on continuing to implement Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam (9th term) on strengthening the Party's leadership in the work of popularizing and educating about laws, raising awareness of law compliance among cadres and people, sets out the task: "Innovating and perfecting the organization responsible for propaganda, popularizing, and educating about laws towards ensuring quantity and improving the quality of human resources for this task..."

Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Government approved the Program on Popularizing and Educating Law from 2008 to 2012, which set the goal of continuing to create a strong shift in awareness of respecting and complying with laws among cadres and people; innovating methods for organizing and implementing popularization and education of law and improving the quality of human resources working in this field..., effectively organizing the work of popularizing and educating law nationwide, contributing to implementing a lifestyle and working style according to the Constitution and laws, building and perfecting a socialist rule-of-law state of the people, by the people, for the people.

Therefore, the work of popularizing and educating law must be carried out at a higher level, with new thinking, comprehensively, practically, and scientifically in response to new requirements of the country. The quality of human resources reflects their knowledge level, skills, and attitude in the work of popularizing and educating law. The task is to build a solid political foundation, professional expertise, and enthusiasm for work among those engaged in popularizing and educating law at all levels, with appropriate remuneration systems to harness the potential of each individual, forming a powerful system capable of assuming a core role in enhancing understanding, respect, and compliance with laws among cadres and people. Therefore, it is necessary to focus on training, developing knowledge, skills, and professionalism for these personnel, including developing staff with foreign language skills and ethnic minority languages.

For this reason, it is necessary to develop and implement the Project "Strengthening, Improving, and Enhancing the Quality of Human Resources in the Work of Popularizing and Educating Law to Meet the Requirements of Reform and Development of the Country" to create a new development in building a stable, high-quality, and highly skilled workforce to carry out the work of popularizing and educating law for cadres and people.

II. GUIDING PRINCIPLES FOR BUILDING THE PROJECT

1. The construction and implementation of the Project must institutionalize the Party's policy on building and perfecting a socialist rule-of-law state, closely linked with the implementation of the Strategy for Building and Perfecting Vietnam’s Legal System until 2010, with a vision to 2020, and the Strategy for Judicial Reform until 2020, ensuring that laws are strictly enforced and all citizens live and work according to the Constitution and laws.

2. Strengthening, improving, and enhancing the quality of human resources in the work of popularizing and educating law should be closely combined with mobilizing the strength of all social forces participating in the popularization and education of law, in line with the national program on human resource development until 2020 of the Government.

3. The Project must overcome current limitations and inadequacies in the organization and operation of the workforce engaged in popularizing and educating law; fundamentally consolidate and improve the workforce in this field towards ensuring both quantity and quality, with a solid political foundation, good moral character, and high professional expertise and skills in popularizing and educating law.

4. The Project must ensure scientific, practical, comprehensive, and feasible characteristics, making full use of existing human resources. Measures to strengthen and enhance the quality of human resources in popularizing and educating law must have a focus, avoiding dispersion, overlap, and duplication with programs and policies in specific fields already being implemented by Ministries and sectors.

III. OBJECTIVES OF THE PROJECT

1. General objectives

By the end of 2012, strengthen, improve, and enhance the quality of the workforce engaged in popularizing and educating law towards increasing professionalism, theoretical political level, legal expertise, skills, and educational techniques in law, meeting the requirements of building a socialist rule-of-law state.

2. Specific objectives

a) Organization and personnel:

- Consolidate the organization, apparatus, and cadres of the Department of Popularizing and Educating Law under the Ministry of Justice, enhancing political, professional, and technical levels to meet the requirements of reform and development of the country; consolidate the Law Popularizing and Educating Section of provincial Departments of Justice to strengthen their role as the main agency and primary advisory body of the provincial Department of Justice and the Provincial Coordination Council for Popularizing and Educating Law. Strive to ensure that 100% of Law Popularizing and Educating Sections under provincial Departments of Justice have sufficient staffing consistent with local conditions by 2012.

- By 2012, allocate dedicated personnel for the work of popularizing and educating law in 100% of legal departments under Ministries, agencies equivalent to Ministries, and government agencies, 70% of legal departments of provincial Departments, Committees, and enterprises, and 80% of central media outlets and 70% of local media outlets to have dedicated reporters and editors for the work of popularizing and educating law. Supplement the necessary number of teachers teaching law in the National Academy of Political Administration - Ho Chi Minh City, provincial political schools, and county political training centers; pay special attention to consolidating and enhancing the quality of teachers teaching law in vocational schools of Ministries, sectors, mass organizations, and armed forces.

- Consolidate and improve the network of legal propagandists and educators from central to grassroots levels across Ministries, sectors, and mass organizations, particularly the network of grassroots legal popularizers and educators. Focus on remote areas, border regions, islands, and ethnic minority regions; concentrate on training legal propagandists and educators who are ethnic minorities and those who know ethnic languages.

- By 2012, consolidate and improve 60% of grassroots mediation committees and 50% of People's Committee Working Groups at the local level.

- Develop mechanisms to mobilize and attract legal experts, lawyers, legal aid providers, legal consultants, judicial sector officials, and law enforcement agencies to participate in activities related to popularizing and educating law.

b) Enhance professional expertise in popularizing and educating the law:

- Provide legal training; popularize and educate legal skills for:

+ 100% of those managing the work of popularizing and educating the law and those directly implementing the work of popularizing and educating the law;

+ 100% of teachers teaching law courses in the National Academy of Political Science and Administration Ho Chi Minh City, provincial political schools, county-level political cadre training centers, vocational schools of ministries, sectors, mass organizations, and armed forces;

+ 60% of Heads of Village Mediation Groups and members of People's Committee Working Groups;

- Coordinate with relevant agencies and organizations to train skills and popularize and educate legal skills for teams of volunteers who are lawyers, legal advisors, legal consultants, Border Guard, Coast Guard, village police, and members of People's Committee Working Groups.

IV. CONTENT OF THE PROPOSAL

1. Review, classify, evaluate, and consolidate the team working on popularizing and educating the law according to three specific groups to develop appropriate training and enhancement measures; build planning and development plans for the team working on popularizing and educating the law.

2. Coordinate the implementation of legal education programs with political theory education programs of Party agencies, state agencies, political and social organizations. Train and enhance theoretical political level, legal expertise, and popularize and educate legal skills through suitable forms and methods that match the capabilities and levels of each group, economic and social characteristics of regions, and political requirements of agencies, units, and localities; cooperate with religious organizations and religious officials in legal education for believers.

3. Compile and regularly issue professional materials, skills, and methods for popularizing and educating the law in various understandable formats such as books, tapes, discs, special sections, research and exchange columns on popularizing and educating the law.

4. Develop and improve policies for those participating in the work of popularizing and educating the law; perfect financial mechanisms and policies to fully support activities of popularizing and educating the law.

5. Evaluate the quality of human resources after training and enhancement to continue consolidating and improving capacity in the future.

6. Manage, exploit, and use trained and enhanced human resources effectively and efficiently.

V. IMPLEMENTATION SOLUTIONS FOR THE PROPOSAL

1. Consolidate and re-evaluate existing human resources for the work of popularizing and educating the law from central to grassroots levels

- Statistics and review national human resources in the work of popularizing and educating the law, classify by group and level; establish specific criteria between groups; determine a reasonable structure among regions and areas;

- Supplement and improve the functions and tasks of the Department of Popularizing and Educating the Law under the Ministry of Justice and the Office of Popularizing and Educating the Law under the Provincial Departments of Justice to manage and guide those engaged in the work of popularizing and educating the law;

- Strengthen the management team for the work of popularizing and educating the law towards professionalism, high qualifications, and excellent skills in popularizing and educating the law, focusing on policy planning and state management of the work of popularizing and educating the law;

- Build a plan to cultivate cadres with foreign languages, ethnic languages, and ethnic minorities to create a source of cadres to train and enhance legal expertise and popularize and educate legal skills for the team working on popularizing and educating the law in mountainous regions, ethnic minority areas, and foreigners in Vietnam with special plans and policies;

- Form a network of legal lecturers vertically across ministries, sectors, and mass organizations based on reviewing and evaluating the legal lecturer team at all levels nationwide; summarize the implementation of Decision No. 210/1999/QD-BTP dated July 9, 1999, issued by the Minister of Justice on the Regulations on Legal Lecturers; study and amend the Regulations on Legal Lecturers to suit current conditions. Attract service providers, legal consultants, and legal advisors to participate in popularizing and educating the law;

- Draft and promulgate management guidelines and regulations on arranging and deploying specialized staff for the work of popularizing and educating the law and the operation rules of dedicated staff in legal institutions of ministries, agencies equivalent to ministries, government agencies, specialized agencies under provincial people's committees, and state-owned enterprises; specialized reporters and editors writing about law in central and local mass media organizations. Study and draft regulations on the organization and operation of popularizing and educating the law in agencies assigned the task of state management of the work of popularizing and educating the law;

- Establish inter-agency cooperation programs and plans between central and local state management agencies regarding the work of popularizing and educating the law; between state management agencies regarding the work of popularizing and educating the law and other agencies and organizations in organizing training and implementing tasks of popularizing and educating the law. Incorporate training and enhancement on popularizing and educating the law into long-term, short-term, and annual plans of agencies and units.

2. Organize training and seminars on political theory, legal expertise, and popularize and educate legal skills

a) Management and organizational activities for implementing training and enhancement

- Forecast training needs: conduct surveys and evaluations of the work of training and enhancing professional skills in popularizing and educating the law; assess and forecast the training and enhancement needs of human resources in popularizing and educating the law to improve their levels and capacities; forecast the need to supplement human resources in the work of popularizing and educating the law.

- Develop, formulate policies and strategies for training and enhancing human resources in legal dissemination and education work.

- Develop training programs and plans to ensure that training is aligned with personnel deployment and utilization based on job requirements and political tasks of agencies, units, organizations, and localities.

b) Activities organizing training and enhancing theoretical political knowledge, specialized legal knowledge, and skills in legal dissemination and education.

- Enhance theoretical political knowledge:

+ Ensure that cadres specializing in legal dissemination and education are regularly trained and enhanced in theoretical political knowledge at political schools on a periodic basis of six months or one year;

+ Develop plans for coordinated implementation of training and enhancement of theoretical political knowledge between state management agencies responsible for legal dissemination and education and political schools.

- Enhance specialized legal knowledge:

+ Support part of the funding and materials for agencies, units, and localities to organize training sessions and enhance legal knowledge, thereby improving the specialized legal knowledge of cadres engaged in legal dissemination and education;

Depending on the level of specialized knowledge, professional skills, and dissemination and education capabilities, as well as positions of each group of subjects, develop policies and plans; organize specialized training and knowledge enhancement through conferences, seminars, classes, training sessions, and provision of materials to ensure updating of knowledge and improvement of professional capacity for each group of subjects.

+ Coordinate with relevant schools, academies, centers, and units to organize regular short-term courses to enhance specialized legal knowledge for cadres engaged in legal dissemination and education under advanced and in-depth training methods or integrated with other programs and projects.

- Enhance skills and professional practices in legal dissemination and education;

+ Incorporate training and enhancement programs for professional practices in legal dissemination and education into the training programs of the National Academy of Political Studies and Public Administration, Ho Chi Minh City, the School of Journalism and Propaganda to implement regular enhancement of professional practices in legal dissemination and education for those involved in policy formulation and planning for legal dissemination and education, and those managing organizational activities in legal dissemination and education;

+ Incorporate training and enhancement programs for professional practices in legal dissemination and education and dispute resolution into the training programs of the Legal Academy and some specialized schools and mass organizations to provide enhancement for those directly implementing legal dissemination and education work, collaborators, and mediators;

+ Support funding, materials, and coordinate with relevant agencies, organizations, and units to organize professional practice enhancement for those engaged in legal dissemination and education through their professional activities or integration of legal dissemination and education with other social activities;

+ Integrate with training and enhancement activities within agencies, units, and organizations to ensure effective and economical enhancement of skills and professional practices in legal dissemination and education.

- Cultivate moral qualities:

Regularly organize activities responding to campaigns to study and follow the moral example of President Ho Chi Minh; link training and enhancement of specialized knowledge and skills with political education, ideological guidance, and public service ethics. Establish and implement professional ethics rules in the performance of duties.

3. Develop and improve professional materials for legal dissemination and education

- Improve the content and methods of training and enhancement; develop unified national training and enhancement programs for professional practices in legal dissemination and education; issue regulations on issuing certificates for professional practices in legal dissemination and education. Diversify models and methods of enhancement towards linking theory with practice, being proactive and positive, combining knowledge, skills, and attitudes; train using case study methods, experience exchange, and practical problem-solving;

- Develop standardized textbooks and materials on professional practices in legal dissemination and education and put them into widespread use in agencies, units, organizations, schools, academies, etc.;

- Compile various types of materials in appropriate forms to enhance specialized legal knowledge and professional practices in legal dissemination and education with high quality.

4. Develop policies and laws for human resources in legal dissemination and education work

Develop and submit to the National Assembly for promulgation the Law on Legal Dissemination and Education during the XIIth National Assembly term to have a legal basis for comprehensive and unified regulation of this work.

Amend and supplement provisions on remuneration and policies for human resources in legal dissemination and education work based on summarizing and evaluating the implementation of Circular No. 63/2005/TT-BTC dated August 5, 2005, issued by the Ministry of Finance, guiding the management and use of funds to ensure legal dissemination and education work. Provide material support and related materials for cadres engaged in legal dissemination and education in remote, border, island, and ethnic minority areas. Develop a responsibility allowance system to attract personnel from the judiciary sector and law enforcement agencies to participate in legal dissemination and education work.

Provide professional materials for legal dissemination and education to legal advisors, legal assistants, jurists, and lawyers when providing legal advice and mobile legal assistance to poor people, policy beneficiaries, and residents in remote, border, island, and ethnic minority areas. Provide legal and professional materials for village elders, religious leaders to disseminate and educate the law in villages, hamlets, and communities.

Annually organize university students majoring in Law to participate in legal dissemination and education activities for cadres and the public, especially in remote, border, island, and ethnic minority areas during summer holidays.

There shall be policies to invest funds from the state budget to ensure the organization of training and capacity building to improve the professional quality of human resources involved in legal dissemination and education.

Invest in infrastructure and equipment to implement training and capacity building for cadres working in difficult areas, especially in remote, border, island, and ethnic minority regions.

5. Strengthen coordination with domestic agencies and organizations, as well as foreign organizations and individuals, in training and capacity building for human resources in legal dissemination and education.

Provide materials to forces participating in legal dissemination and education activities that are not covered by the Project to self-train and enhance their theoretical political knowledge, legal expertise, and skills in legal dissemination and education.

Combine the implementation of foreign cooperation programs to train legal expertise, skills, and professional practices in legal dissemination and education for forces engaged in such work through various forms of support, including domestic and overseas training, and domestic training using materials and guidance from foreign experts. Mobilize foreign experts and officials to participate in teaching, training, and enhancing the capabilities and professional practices in legal dissemination and education.

6. Develop criteria for human resources involved in legal dissemination and education.

Study and evaluate the results of consolidating and improving the capabilities of forces engaged in legal dissemination and education; establish specific criteria for each group of subjects to serve as a basis for policy formulation, planning, and training and capacity-building plans for the next phase.

7. Organize inspections, mid-term reviews, and final evaluations.

Organize inspection teams on a regular basis to promptly assess the implementation of activities aimed at training and enhancing theoretical political knowledge, legal expertise, skills, and professional practices in legal dissemination and education for forces engaged in such work; develop plans, tasks, and solutions to effectively implement the Project in each phase.

Annually, conduct an evaluation of the results and impacts of the Project's activities on the effectiveness and quality of legal dissemination and education work.

At each stage, conduct mid-term reviews and final summaries of the results of training and capacity building, and draw lessons learned to continue implementing training and capacity-building activities for forces engaged in legal dissemination and education in subsequent periods.

VI. IMPLEMENTATION

1. Implementation methods for the Project.

a) Organize pilot implementation of the Project to draw lessons and then expand its implementation.

b) Regularly guide, inspect, and implement information exchange systems between central and local levels regarding the implementation of the Project; periodically evaluate the results of the Project's implementation to improve the quality of human resources in legal dissemination and education work.

c) Coordinate with other programs, projects, and initiatives being implemented at the grassroots level and three other Projects under the Government's Legal Dissemination and Education Program from 2008 to 2012, as issued by Decision No. 37/2008/QĐ-TTg dated March 12, 2008, of the Prime Minister, to effectively and economically implement the Project.

2. Assignment of responsibilities.

a) The Ministry of Justice.

Lead and coordinate with the Central Propaganda Department, the Central Organization Department, the Ministry of Home Affairs, the Ministry of Finance, and the Government Office to establish a Steering Committee for drafting plans to implement the Project; develop detailed programs and plans to implement the Project in phases; direct, guide, urge, inspect, and evaluate the results of the Project's implementation in localities.

Lead and coordinate with relevant ministries and sectors to review human resources involved in legal dissemination and education; survey long-term and annual training and capacity-building needs for legal dissemination and education; develop training programs, textbooks, and materials to support training and capacity-building activities; develop plans and organize courses to enhance legal knowledge and professional practices in legal dissemination and education.

Coordinate with the Central Propaganda Department in coordinating political theory education programs with legal dissemination and education programs.

Coordinate with the Ministry of Home Affairs, the Ministry of Information and Communications, and relevant agencies to study, develop, and issue guidelines on staffing dedicated personnel for legal dissemination and education work in legal institutions and mass media organizations.

Direct the Academy of Judicial Science to develop training programs on legal dissemination and education, and grassroots dispute resolution; coordinate with the National Academy of Political Studies and Public Administration to develop training programs on professional practices in legal dissemination and education, complete textbooks, programs, and materials on legal dissemination and education for teachers of State and Law courses in the academy system and provincial-level political schools; coordinate with the Academy of Journalism and Propaganda to develop training programs on professional practices in legal dissemination and education for those involved in formulating and managing legal dissemination and education policies and activities.

Direct and guide provincial Departments of Justice to advise provincial People's Committees on policies and measures to improve the quality of human resources in legal dissemination and education work locally and to organize their implementation.

Lead and coordinate with relevant ministries and sectors to inspect the implementation of the Project in localities; annually compile and report to the Prime Minister.

b) The Ministry of Home Affairs.

Coordinate with the Ministry of Justice and relevant ministries and sectors to review and survey to develop measures and guidelines to consolidate and improve the quality of human resources in legal dissemination and education work.

c) Ministry of Finance

Take the lead and coordinate with the Ministry of Justice to develop a plan for using state funds to implement the Project at the central level; develop a budget allocation plan from the central government's budget to supplement local systems of the Project; guide provincial People's Committees on arranging funds from the state budget and support sources to ensure conditions for implementing the Project; direct departments of finance regarding the funding for capacity building in legal dissemination and education.

Review, amend, and supplement regulations on managing and using funds to ensure timely and adequate support for legal dissemination and education activities, encouraging the sense of responsibility among human resources.

d) Propose the Central Propaganda Department

Direct coordination between political theory education programs and legal dissemination and education programs.

Coordinate with the Ministry of Justice and relevant agencies to direct the implementation of the Project's contents.

Direct and guide the organization of training and capacity building in legal knowledge and skills for the Party's propagandists; guide the integration of legal dissemination and education, and professional capacity building in legal dissemination and education with the campaign "Learning and Practicing the Exemplary Virtues of President Ho Chi Minh", and the integration of legal education with civic education and public service ethics education.

d) Propose the Central Organization Department

Coordinate with the Ministry of Justice and related ministries to develop and plan policies and measures to strengthen and consolidate organizational structures and personnel involved in legal dissemination and education.

National Academy of Political Science and Public Administration

Participate in training and capacity building for cadres and students of the academy; complete teaching materials and professional literature on legal dissemination and education for teachers of the State and Law course in the academy system and municipal political schools.

g) Ministry of Information and Communications

Take the lead and coordinate with the Ministry of Justice and related ministries to reinforce the team of reporters and editors specializing in legal content for newspapers, radio stations, websites, and postal workers; implement training and capacity building in legal knowledge and skills in legal dissemination and education, and journalism for this group.

h) The Ministry of Culture, Sports and Tourism shall direct and guide the strengthening of publicity and commendation of exemplary compliance with laws, good deeds, and good people; criticize groups and individuals who violate laws. Coordinate with the Ministry of Justice and related ministries to implement training and capacity building in legal knowledge and skills in legal dissemination and education for grassroots cultural workers in mobile information teams, mobile film projection teams, and community cultural centers.

i) Ministries, ministerial-level agencies, and governmental agencies

Allocate staff with legal expertise to oversee and implement legal dissemination and education work; proactively develop long-term and annual plans for training and capacity building for staff engaged in legal dissemination and education.

Annually ensure funding from the budget for training and capacity building for staff engaged in legal dissemination and education.

k) Propose the Supreme People's Court and the Supreme Procuratorate to coordinate in directing and guiding the training and capacity building of prosecutors and judges in methods and skills to effectively participate in legal dissemination and education.

l) Propose the Vietnam Fatherland Front Central Committee to coordinate with the Ministry of Justice to direct and guide the reinforcement and consolidation of Mass Work Committees and Community Mediation Teams.

m) People's Committees at all levels

Develop plans, direct, and organize the implementation of the Project at the local level and report annually on the results of the Project's implementation to the Ministry of Justice for compilation and reporting to the Prime Minister.

Direct the Department of Justice and specialized agencies to conduct surveys as a basis for reinforcing and consolidating organizational structures and personnel involved in legal dissemination and education; develop training and capacity building plans suitable for local requirements and implement them.

Allocate necessary staffing for local full-time staff responsible for legal dissemination and education.

Ensure funding, facilities, and equipment necessary for training and capacity building to enhance legal knowledge and skills in legal dissemination and education for human resources within the locality.

Implement policies to encourage and mobilize resources to support and contribute to legal dissemination and education activities; reinforce and improve the quality of human resources engaged in legal dissemination and education at the local level.

3. Timeline

Implementation of the Project begins in the third quarter of 2008 and ends in 2012, specifically as follows:

Phase I (from the time of drafting the Project): from the third quarter of 2008 to the end of 2010:

From the third quarter of 2008 to February 2009:

- Draft detailed Project documents for approval by the Prime Minister;

- Conduct surveys.

- In 2009-2010:

+ Develop and issue documents serving management, operation, and implementation of the Project (regulations, detailed plans, guidance documents);

+ Organize the dissemination and implementation of the Project at the central and local levels, and provide training on its implementation;

+ Select pilot projects: comprehensively review the entire network of human resources in legal dissemination and education; implement organizational and personnel reinforcement; organize training and capacity building to enhance professional skills in legal dissemination and education for managers of legal dissemination and education work; direct certain groups directly involved in legal dissemination and education, grassroots mediators, and Party propagandists;

+ Organize mid-term reviews of pilot projects and develop implementation plans for 2011-2012 in the fourth quarter of 2010.

Phase II: from the first quarter of 2011 to 2012:

- Continue implementation for managers of legal dissemination and education work;

- Expand the groups of subjects directed at in Phase I;

- Summarize and evaluate the effectiveness of implementing the Project in the fourth quarter of 2012.

4. Funding for Implementing the Project

The State budget will allocate funds for the implementation of the Project according to the central government's budget decentralization and local government budgets. The estimated total funding for the Project is 29 billion VND, including:

- Central government budget: 18 billion VND;

- Local government budget: 11 billion VND.

Annual detailed budget preparation shall be carried out in accordance with the provisions of the State Budget Law based on the content of the Project approved by the Government.

The leading agency of the Project, member agencies, relevant ministries and sectors, and localities may mobilize additional financial resources from domestic and foreign organizations, institutions, and individuals to effectively implement the Project.

VII. ECONOMIC AND SOCIAL EFFECTS OF THE PROJECT

- Human resources in legal awareness and education work have a reasonable structure, possess professional expertise, are proficient in legal awareness and education, have political integrity, and are passionate about legal awareness and education work, meeting the requirements of national renewal and development.

- The theoretical political level, legal professional knowledge, and legal awareness and education skills of human resources in legal awareness and education work are improved, contributing to comprehensive human development and the cultivation of high-quality human resources.

- Establish a foundation for effectively and qualitatively implementing legal awareness and education tasks, contributing to building habits, lifestyles, and working methods in accordance with the Constitution and laws among cadres and the people, and fulfilling the tasks of the entire political system.

- The quality of legal awareness and education work is enhanced, more effective and comprehensive, directing legal awareness and education activities strongly towards grassroots levels.

- Contribute to raising awareness and compliance with the law among cadres and the people during the process of building and perfecting a socialist rule-of-law state, enforcing discipline within the state apparatus and society, safeguarding national security, social order, and safety, maintaining the socialist orientation, serving the cause of industrialization and modernization of the country, and promoting economic and social development.
