REGARDING THE ISSUE OF SAMPLES OF STAMPS TO BE USED IN THE ACTIVITIES OF INSPECTION, CONTROL AND ADMINISTRATIVE SANCTIONS BY THE MARKET MANAGEMENT.
THE MINISTER OF TRADE
Pursuant to the Ordinance on Administrative Sanctions for Violations dated November 30, 1989;
Pursuant to Decree No. 95-CP dated December 4, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Commerce;
Pursuant to Decree No. 10-CP dated January 23, 1995 on the organization, tasks, and powers of Market Management;
To unify the issuance, use, and management of various types of stamps serving inspection, control, and administrative violation handling activities within the market management force;
At the proposal of the Director of the Market Management Department;
DECISION:
Article 1.- Now promulgates the following types of stamps to be uniformly used in the market inspection and control force:
1. Inspection Record of the Market;
2. Administrative Violation Record concerning Market Management;
3. Working Record;
4. Decision on Temporary Seizure of Goods, Evidence, Means of Transport, and Related Documents in Violation Cases;
5. Temporary Seizure Record of Goods, Evidence, Means of Transport, and Related Documents in Violation Cases;
6. Meeting Minutes of the Council for Handling Violation Goods, Evidence, Means of Transport, and Other Items Subject to Confiscation;
7. Decision on Administrative Sanction for Violations;
8. Decision on Transfer of Violation Goods, Evidence, Means of Transport, and Administrative Violation Files;
9. Handover Record of Violation Files, Goods, Evidence, Means of Transport, and Other Items Subject to Legal Provisions on Market Management;
10. Destruction Record of Administrative Violation Goods and Evidence;

Article 2.- The Department of Market Management shall guide the issuance, use, and management of the above types of stamps for the national market inspection and control force to ensure compliance with legal provisions.
Article 3.- These stamps must be strictly managed. Unauthorized use of stamps for purposes other than those prescribed is strictly prohibited. Any person who abuses state stamps for personal gain and causes loss without justifiable reasons shall, in addition to compensating for material losses, be subject to administrative sanctions or criminal prosecution depending on the severity of the violation.
Article 4.- This Decision shall take effect from the date of signing.
Article 5.- The Head of the Ministry's Office, the Director of the Finance and Accounting Department, the Legal Affairs Department, and the Heads of all levels of Market Management Authorities are responsible for implementing this Decision.
