THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development and Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP;
Pursuant to Decree No. 47/CP dated August 12, 1996 of the Government on management of weapons, explosives, and assistant tools;
Pursuant to Decision No. 3152/QD-BNN-KH dated November 24, 2010 of the Minister of Agriculture and Rural Development approving the project "Strengthening management, use, and equipping of firearms and auxiliary tools for Forest Rangers during the period 2011-2015";
Pursuant to Decision No. 94/2000/BNN-KL dated August 24, 2000 of the Minister of Agriculture and Rural Development promulgating the regulations on management and use of firearms and auxiliary tools in the Forest Ranger force;
Considering the proposal of the General Director of the Forest Protection Department,
DECISION:
Article 1. Approves the list and quantity of military ammunition and auxiliary tools to be allocated to provincial-level Forest Ranger units, national parks under the Forestry General Department, and the Ministry of Agriculture and Rural Development (as detailed in the attached table).
Article 2. Implementation
1. The Director of the Forest Protection Department shall organize and direct the allocation to units with the approved number of auxiliary tools and ammunition according to the allocation list attached hereto, monitor and compile the quantity and quality, and implement inspection and supervision of the management, preservation, and use of firearms and auxiliary tools by the nationwide Forest Ranger force.
2. The Heads of Provincial Forest Protection Departments and Directors of national parks under the Forestry General Department shall be responsible for:
- Safely receiving the full number of auxiliary tools and ammunition for firearms allocated.
- Coordinating with the provincial-level Public Security agencies to complete registration and issuance procedures for auxiliary tool usage permits in accordance with Government Decree No. 47/CP dated August 12, 1996 on the management of firearms, explosives, and auxiliary tools and Decision No. 94/2000/BNN-KL dated August 24, 2000 of the Minister of Agriculture and Rural Development on the promulgation of the regulations on management and use of firearms and auxiliary tools in the Forest Ranger force.
- Regularly organizing training sessions with local military authorities on the management, use, maintenance, and preservation of firearms and auxiliary tools provided to the Forest Ranger force under their jurisdiction.
Article 3. The Head of the Ministry's Office, the Director of the Forestry General Department, the Director of the Forest Protection Department, the Head of the Planning and Finance Department of the Forestry General Department, the Heads of Provincial Forest Protection Departments, and the Directors of national parks under the Forestry General Department are responsible for implementing this decision.
