DECISION OF THE PRIME MINISTER

Regarding the approval of the Plan for Developing the System of Grassroots Cultural Information Institutions until 2010

On the basis of Directive No. 32/1998/CT-TTg dated September 23, 1998, issued by the Prime Minister on overall planning for economic and social development during the period up to 2010;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Culture and Information in Document No. 171/TTr-BVHTT dated December 20, 2004,

The Prime Minister hereby approves the Plan for Developing the System of Grassroots Cultural Information Institutions until 2010 with the main contents as follows:

 

DECISION:

 

Article 1. 1. Objectives of the Plan

a) Provincial-level Cultural Information Centers or Central Cultural Houses.

b) County-level Cultural Centers or Cultural and Sports Centers.

c) Commune-level Cultural Houses, Village Cultural Houses, Hamlet Cultural Houses.

d) Cultural Palaces belonging to Ministries, Departments, Armed Forces (religious and cultural centers, special entertainment areas are not within the scope of this Plan).

2. Views on Building the Plan

a) The system of grassroots cultural information institutions is a very important component of the national cultural information system, serving as a sharp and extensive tool for propaganda and mobilization at the grassroots level for the Party and State, while also being a place for enjoyment, creation, and preservation and promotion of the cultural identity of Vietnam's ethnic groups.

b) The consolidation, construction, and development of the system of grassroots cultural information institutions must be comprehensive; cultural houses must be durable, beautiful, have architectural designs suitable to each locality, and be located centrally for convenient community cultural activities. Investment in infrastructure and equipment must go hand in hand with enhancing the quality of staff and reforming management mechanisms to ensure diverse and effective activities according to the State's guidelines.

c) The State will create conditions for the socialization of the construction and development of the system of grassroots cultural information institutions. Cultural institutions directly managed by the State must be strengthened with investment from the State budget and implement financial autonomy to fulfill their guiding and directing functions. Construction and development of cultural institutions in villages, hamlets, and other areas mainly rely on social contributions. For cultural information institutions in poor mountainous, border, and island regions, the State will consider providing full funding for both construction and equipment.

d) Strengthening state management by the cultural and information sector and emphasizing the responsibility of all levels of government, mass organizations, and society for the construction and development of the system of grassroots cultural information institutions.

3. Goals of the Plan

- To build and develop a comprehensive system of grassroots cultural information institutions, addressing disparities in cultural consumption among people in different regions and areas across the country.

a) General Objective:

- To promote harmonious development between economy and cultural information through organizing activities, improving the quality of cultural life at the grassroots level, and promoting socialization of cultural activities to mobilize resources for strengthening infrastructure and creating conditions for people to participate in achieving the goal of "Building and developing a modern and distinctive Vietnamese culture."

- To effectively utilize the grassroots cultural information cause in building new individuals with healthy thoughts, morals, and lifestyles, and awareness in combating anti-cultural behaviors.

- 70% of villages, hamlets, and other areas having grassroots cultural information institutions meeting national standards.

b) Specific Objectives:

- 80% of communes, wards, and towns having grassroots cultural information institutions meeting national standards and operating effectively.

- 80% of districts, counties, and provincial cities having grassroots cultural information institutions meeting national standards and operating effectively.

- 90% of provinces and centrally-administered cities having grassroots cultural information institutions meeting national standards and operating effectively.

- Provincial-level cultural information institutions: 90% of grassroots cultural information staff having university degrees or higher in specialized fields.

- County-level cultural information institutions: 70% of grassroots cultural information staff having university degrees or higher in specialized fields.

- Commune-level cultural information institutions: 30% of grassroots cultural information staff having university degrees, and 70% having college degrees in specialized fields.

4. Content of the Plan

a) The system of grassroots cultural information institutions under the management of the Ministry of Culture and Information consists of four levels:

- Provincial-level cultural information institutions

- County-level cultural information institutions.

- Commune-level cultural information institutions.

- Village, hamlet, and other area-level cultural information institutions.

b) The system of grassroots cultural information institutions under the management of Ministries, Departments, Mass Organizations, and Armed Forces shall implement plans assigned by their sectors in conjunction with the general direction of cultural information development in localities and regions.

c) Constructing, perfecting, and consolidating the system of grassroots cultural information institutions according to standards issued by the Ministry of Culture and Information and the following criteria:

- Included in annual economic and social development plans.

- Cultural facilities must be representative of the ethnic cultural identity of the region and convenient for public participation in cultural information activities.

- Infrastructure and specialized equipment must be synchronized and appropriate for local and mobile activities.

- Organizational structure must follow the principle of high professionalism in all parts of a cultural institution, implementing standardized staffing.

d) Land use planning:

- For provincial-level cultural information institutions: 5,000 square meters or more;

- For county-level cultural information institutions: 2,500 square meters or more;

- For commune-level cultural information institutions: 1,000 square meters or more;

- For village, hamlet, and other area-level cultural information institutions: 500 square meters or more;

5. Implementation Measures

Based on actual conditions, from now until 2010, implement the following measures comprehensively and effectively:

On the basis of actual conditions, from now until 2010, implement in a coordinated and effective manner the following measures:

a) Gradually perfect and upgrade the cultural information infrastructure system from central to local levels including: physical facilities, organizational structure, mechanisms, policies for training staff.

b) The State invests in developing the cultural information infrastructure system at the district and provincial levels (constructing infrastructure, funding key activities for certain types of operations, training staff, specialized equipment as prescribed by the Ministry of Culture, Sports and Tourism).

c) Promote socialization efforts in mobilizing resources for building the cultural information infrastructure system.

d) Train and develop the cadre for the cultural information organization system; establish reasonable mechanisms and policies for the cadre within this system.

đ) Strengthen research work to enhance the social effectiveness of the cultural information infrastructure system.

e) Study, improve, and promulgate legal documents on the operation of the cultural information infrastructure system.

g) Implement guidance and propaganda activities on laws related to the operation of the cultural information infrastructure system.

6. Sources of funds

a) Central budget funds allocated according to annual plans.

b) Local budget funds.

c) Budget funds of ministries, sectors, mass organizations, and armed forces for cultural information activities.

d) Contributions from the people, mass organizations; foreign organization and individual sponsorships.

Article 2. Implementation

1. The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant ministries and sectors to formulate plans and implement the master plan according to approved contents; provide guidance and integrate the master plan with cultural-social projects, economic programs, national target programs on culture until 2010 and 2020; report annually to the Prime Minister on the progress of implementation and emerging issues.

2. Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally governed cities, and related agencies, within their respective functions and tasks, shall cooperate with the Ministry of Culture, Sports and Tourism to implement this Master Plan.

3. People's Committees of provinces and centrally governed cities, ministries, sectors, and mass organizations shall base their annual implementation plans and allocate budgets according to the content of the Master Plan and the guidance of the Ministry of Culture, Sports and Tourism to carry out the Master Plan.

Article 3

This decision shall take effect fifteen days from the date of publication in the Official Gazette.

2. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities, and related agencies are responsible for implementing this Decision.
