DECISION OF THE PRIME MINISTER
Approving the "Adjustment and Supplement to the Master Plan for Socio-Economic Development of Haiphong City until 2020"
Pursuant to the Government Decree No. 92/2006/NĐ-CP dated September 7, 2006 on planning, approving and managing master plans for socio-economic development;
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Planning and Investment at Document No. 6836/BKH-TĐ&GSĐT dated September 14, 2006 and that of the People's Committee of Haiphong City at Proposal No. 53/TT-UB dated December 23, 2005 regarding the Project "Reviewing, Adjusting and Supplementing the Master Plan for Socio-Economic Development of Haiphong City until 2020".
Approves the "Adjustment and Supplement to the Master Plan for Socio-Economic Development of Haiphong City until 2020" (hereinafter referred to as the Plan) with the main contents as follows:
DECISION:
Article 1. a) The Master Plan for Socio-Economic Development of Haiphong City until 2020 must be consistent with the overall strategy for socio-economic development of the whole country; ensuring the relationship between economic growth and the resolution of social issues, poverty reduction, and social equity;
1. Development Orientation
b) Mobilizing all resources from various economic sectors, leveraging advantages in geographical location, natural resources, and creating a favorable environment for economic development linked to reasonable structural transformation; actively integrating into the international economy, closely cooperating with the Northern Key Economic Region and the entire country, facilitating economic development for northern provinces;
c) Developing the economy in conjunction with environmental protection and preservation of cultural heritage, ecological balance, and sustainable development. Not causing damage or degradation to natural landscapes;
d) Combining economic and social development closely with national defense and security consolidation, political system reinforcement, and a strong administrative foundation.
2. Development Goals
- Building Haiphong City into a civilized and modern city worthy of being a national-level urban center, a major maritime gateway; a center for industry, commerce, tourism, services, and fisheries in the North; having an economic structure transitioning towards industrialization and modernization; well-developed infrastructure; environmental protection; maintaining political stability, social order, and security; and ensuring national defense and security;
a) General Objective
- Maintaining a faster, more sustainable, and more effective economic growth rate than the previous period; enhancing the competitiveness of the economy; actively integrating into the international economy, effectively utilizing foreign economic activities;
- Improving the quality of education and training human resources; developing culture and society in tandem with economic growth; continuously improving people's living standards, gradually reducing poverty, creating more jobs, and reducing and eventually eliminating social evils;
- Linking urban development with suburban areas, taking appropriate steps to make Haiphong City one of the leading localities in the industrialization and modernization cause, and together with other growth poles, driving the development of the entire Northern region;
- Promoting scientific and technological development and taking appropriate steps to combine mechanization, modernization with information technology and biotechnology applications to significantly improve technological levels in the economy.
- Striving to achieve a GDP share of Haiphong in the national GDP of about 4.5% in 2010 and 7.3% in 2020. Average annual GDP growth rate of 13-13.5% during the 2006-2010 period and 13.5-14% during the 2011-2020 period, higher than the average growth rate of the Northern Key Economic Region by about 1.3 times; per capita GDP (at current prices) reaching 1,800-1,900 USD in 2010 and 4,900-5,000 USD in 2020. Striving for a modern economic structure with competitive products in industry, services, and agriculture.
b) Specific Objectives

- By 2010, striving for 90% of communes to meet the national standard for commune health and reaching 100% by 2020.
- Striving to achieve 90% of urban solid waste collected and treated hygienically by 2010 and 90-100% by 2020.
3. Orientation for Development of Industries and Fields
a) Development of Economic Industries and Fields
- Services:
+ Average annual growth rate of 14-14.5% during the 2006-2010 period and 14.4-15.0% during the 2011-2020 period; the proportion of services in the city's GDP reaching 52-53% in 2010 and approximately 63-64% in 2020;
+ Identifying marine services, tourism, and trade as key service industries, developing at high speeds; for some types of services such as urban, financial, insurance, banking, consulting, healthcare, and education, developing to serve nearby regions as well;
+ Identify marine services, tourism, and trade as key service sectors developing at a high rate; for certain types of services such as urban, financial, insurance, banking, consulting, healthcare, and education, their development should serve not only the locality but also neighboring regions;
+ Key products such as cargo volume through the port reaching from 25 to 30 million tons in 2010 and 80 to 100 million tons in 2020; maritime transport cargo volume exceeding 20 million tons in 2010 and approximately 55 million tons in 2020; welcoming 3.7 million tourist visits in 2010 (with 1.2 million international tourists) and 6.9 million visits (with 4.2 million international tourists) in 2020; exporting 1.9 to 2 billion USD in 2010 and 5.5 to 6 billion USD in 2020 (service exports accounting for about 6 to 10% of total export value);
+ Developing Haiphong City into a major maritime service and marine transportation center of Vietnam; a trading, foreign trade transaction, market promotion, and investment attraction center of the Northern region, nationwide, and the region; a tourism center of the Northern coastal area; a large third information, postal, telecommunications, and international conference center of Vietnam; a large education and training research center of the Northern region (having an international standard university to meet the needs of high-income residents and international students); a large medical center of the Northern coastal area, aiming to reduce the burden on Hanoi; a national financial center and towards becoming an international financial center after 2020.
- Industry - construction:
+ Developing industry with a fast pace, high quality, and efficiency. The average annual GDP growth rate of industry - construction during the period 2006 - 2010 is 14%, and this growth rate will be maintained during the period 2011 - 2020. Increasing the share of industry - construction in GDP to 39 - 40% in 2010 and 33 - 34% in 2020;
+ Gradually enhancing the position of Haiphong's industry within the Northern region's industry and the national industry sector; striving that by after 2015, some industrial sectors and products of Haiphong have significant influence in the region and globally. Emphasizing cooperation with domestic localities and internationally during the development process;
+ Key industrial products by 2010 include shipbuilding with a capacity over 80,000 tons, cement, steel, computer equipment, mechanical products and spare parts, electronic components, combustion engines, electric motors, textile, leather shoes, processed seafood. After 2010, in addition to the above products, automated products (automation equipment, robots, etc.), advanced magnetic materials, high-tech materials (insulation, wear-resistant), ceramic polymer insulation, conductive polymers, new materials, composite materials, synthetic polymers, etc., will also be produced;
+ Prioritizing resources and policy incentives for key industries and products of the city such as shipbuilding and repair, mechanical industry, electronics, high-end consumer goods, chemicals, building materials;
+ Export value of industrial products reaching from 1.3 to 1.5 billion USD in 2010 and approximately 3 billion USD in 2020;
+ Reorienting the industrial structure towards rapidly increasing dominant industries with advantages and traditions; forming new industrial sectors and products, especially those prioritized for development in the Northern Key Economic Region; increasing the group of high-end consumer goods production, particularly for export; significantly increasing supporting industries; increasing the proportion of private industry, especially foreign direct investment in key industries; relocating labor-intensive industries to rural areas;
+ Developing concentrated industrial zones and clusters, linked with urban system development, diversifying business types, strengthening modernization and technological innovation investments;
+ Effectively mobilizing domestic resources; attracting maximum external resources, particularly from multinational companies; all economic sectors are encouraged to invest in industrial sectors;
+ Reviving traditional craft villages to operate effectively, combining traditional techniques with modern technology. Forming rural industrial clusters and points linked with services at towns, townships, and traffic hubs serving as satellites for industrial zones and export processing zones;
The development process must closely combine with environmental protection, ensuring sustainable development;
- Agriculture - forestry - fisheries:
+ Developing towards concentration, high technology, quality, high productivity, efficiency, competitiveness, and food safety; linked with processing industry and urban markets. Ensuring rapid, sustainable growth, reaching over 5% per year during the period 2006 - 2010 and approximately 6.4% per year during the period 2011 - 2020;
+ Agricultural structure reorientation towards a strong increase in livestock proportion; developing valuable crops and animals suitable for local conditions; efficiently utilizing agricultural land by intensive cultivation, multiple cropping, improving product quality and value. Main products include rice, corn, vegetables, flowers, fruit trees, pork for export, dairy pigs, poultry, cattle;
+ Regarding fisheries, developing Haiphong City into a seed, feed, science and technology, processing, and export center of the region, a main supplier of aquatic and marine products for Northern provinces, especially Hanoi and industrial zones;
+ Regarding forestry, focusing on management, conservation, and protection of forests, especially existing protective forests. Consolidating the protective forest belt, wave-breaking dike along the sea based on protecting existing forests and planting new ones on high tidal flats.
+ Develop an agricultural foundation with diverse components. Encourage household and farm economies. The state agricultural sector should focus on producing and supplying various types of crop and livestock seeds, applying research and technological innovation. Collective areas are encouraged to develop to strengthen the role of farmer households in modernizing agricultural cooperatives to align with a socialist-oriented market economy. Rapidly introduce scientific and technological advancements and new technologies into production, using high-yield new seed varieties; concentrate on building irrigation systems, reinforcing canal networks, ensuring proactive water supply, saltwater intrusion prevention, and flood control.
+ Rural economic development will aim to increase the proportion of industrial and service product value and labor, while gradually reducing the proportion of agricultural labor; build a fair and civilized countryside, continuously improving the material and cultural living standards of the people.
b) Infrastructure development
- Transportation:
+ Renovate and upgrade the transportation network system connecting provinces along National Highway 5, National Highway 10, and the extension of National Highway 5 to the deep-water port at Lach Huyen, and the connection to the third ring road of Hanoi to enhance traffic between Hai Phong and Hanoi and other provinces in the Red River Delta. Form and upgrade three ring roads, renovate and extend internal road systems to significantly improve intra-city transportation;
+ For the maritime port system: dredge and widen channels, modernize the Hai Phong Port and construct the Dinh Vu Port. After completing these projects, the total throughput capacity of the Hai Phong port cluster will reach 15-18 million tons/year by 2010 and 29 million tons/year by 2020;
+ For the railway system: renovate and upgrade the Lao Cai-Hanoi-Hai Phong railway line. Open new lines starting from Cam Lo to ports, industrial zones, and urban areas; construct a railway running along coastal provinces;
+ For inland waterways: dredge and widen river routes and channels, build river port systems in districts, and domestic passenger ports to Cat Ba, Cat Hai, and Quang Ninh;
+ For aviation: renovate and upgrade the Cat Bi Airport to an international airport; upgrade the military Kien An Airport, study for integration with healthcare activities; construct small tourist aircraft parking stations at Cat Ba and Do Son.
- Water supply and drainage:
+ Invest in increasing the volume and quality of existing water sources. Construct additional large water plants in the Hoa Binh Canal (Kien Thuy), Thuy Nguyen, Do Son, Kien An, and district-level water plants to meet freshwater supply needs. Survey local freshwater sources. By 2010, 95% of the population will have access to clean water, rising to 99% by 2020;
+ Renovate and construct drainage systems to completely resolve urban flooding issues. Replace all open canals with underground culverts. Build tidal and saline water intrusion prevention systems. Establish separate wastewater and surface water drainage systems;
+ Upgrade sea and river dikes to ensure city safety. Construct five water management projects for aquaculture and agricultural irrigation. Enhance flood discharge capacity at coastal river mouths.
- Electricity supply:
Accelerate the construction progress of the 600MW thermal power plant in Minh Duc Industrial Zone; complete the medium and low voltage power grid in the city center; expand electricity supply to newly formed industrial and export processing zones; implement rural electrification. Increase average per capita electricity consumption to 2,077 kWh/person in 2010 and to 7,460 kWh/person by 2020; strive for 100% communes to have electricity and 100% households to have electricity from 2010.
- Telecommunications:
Prioritize investment in postal and telecommunications services. Strive for 35 telephones per 100 people by 2010 and 65 telephones per 100 people by 2020.
c) Social infrastructure development direction
Focus on investing in physical facilities and socializing education, healthcare, culture-information, sports, and other social sectors, specifically:
- Population development:
Continue to intensify population and family planning work to stabilize the natural population growth rate around 1-1.1%; maintain mechanical population growth at a reasonable level of 0.1-0.15%. Project the Hai Phong population to be approximately 1.9 million in 2010 and 2.1 million in 2020.
- Education and training:
+ Education and training must lead by one step to create a workforce capable of accessing advanced technology and modern science, competitive in regional and international labor markets. Develop education to ensure a balanced and reasonable distribution among different levels, grades, and fields. Implement socialized education, build a learning society;
+ Build Hai Phong into the largest higher education and scientific research center about the sea in the Red River Delta region. Among which, the Maritime University not only reaches national standards but also extends its reach to regional and international levels in maritime training after 2010; establish and reorganize vocational school systems; general secondary education achieves a level much more advanced than the national average, approaching Hanoi and Ho Chi Minh City;
+ By 2010, 80% of primary schools and 80% of junior high schools will meet national standards; by 2020, 100% of all levels and grades will meet national standards. Universalize secondary education by 2010. From 2010, 100% of teachers will meet the Ministry of Education and Training's standards;
+ Prioritize vocational training at three levels (primary, intermediate, and college). By 2010, over 65-70% of the total workforce will be trained, increasing to 85-90% by 2020. Additionally, Hai Phong City must participate in technical workforce training for the region with a scale of about 50,000 workers in 2010 and 150,000 workers in 2020.
- Health care and people's health care:
+ Build Haiphong City into a major healthcare center in the northern coastal region to alleviate the burden on Hanoi. By 2010, there will be hospitals meeting international standards. Rapidly modernize specialized hospitals at the city level; upgrade and expand the Viet-Tiep Hospital; invest in medical equipment for district-level hospitals. Socialize and develop private healthcare. Strengthen training and development of healthcare staff, with policies to encourage doctors to serve at grassroots levels. Develop leading specialist doctor teams. By 2010, on average, there will be 8 doctors and 50 hospital beds per 10,000 people with modern medical equipment, and by 2020, 12 doctors and 70 hospital beds per 10,000 people.
+ Give due attention to food safety, labor health, and environmental issues. Establish a food, drug, and cosmetic testing center.
- Regarding culture and information, physical education and sports:
+ Develop culture towards comprehensive human development, a fair, democratic, and civilized society. Integrate culture into social life, directing all cultural activities towards building new cultured individuals. Continue to develop and improve the quality of the mass movement for a culturally rich life, ensuring the preservation of traditional cultural values, and harmonious development of modern cultural values. Complete a synchronized system of cultural and information facilities from the city down to the district, county, commune, and ward levels. Preserve and promote historical and cultural relics and scenic spots linked with services and tourism. Improve the quality of human resources and strengthen state management in the field of culture and information.
+ Build Haiphong City into one of the strong centers for physical education and sports nationwide, fulfilling the function of a regional center in the northern coastal area, with modern infrastructure for training athletes and meeting national and international competition standards. Promote mass physical exercise and sports activities and implement the socialization of physical education and sports.
+ Strive to achieve 85% of families being cultural households by 2010, with 70% of wards, communes, and neighborhoods reaching cultural standards. By 2020, reach 95% of cultural households and 80% of wards, communes, and neighborhoods achieving cultural standards.
- Eradicating poverty, policies for those who have rendered meritorious service, social security, and prevention of social evils:
+ Implement comprehensive, integrated, and effective programs to eradicate poverty and reduce it. Strive to reduce the number of poor households to 5% by 2010 (according to new standards), eliminate households living in extreme poverty, and reduce the number of poor households to 1% by 2020 through vocational training, credit, assistance in developing infrastructure, etc.
+ Effectively implement social policies, mobilize the entire population to participate in implementing policies for those who have rendered meritorious service, and promote charitable activities. Strictly control, prevent, and stop social evils.
d) Environmental protection
- Protect water, air, and soil quality; protect tourist areas' environment; protect coastal and river estuary ecosystems; protect urban environments through the selection of clean technologies, specific regulations on importing technology and equipment; issue waste discharge standards for the city by industry and sector; develop financial policies to encourage investment in waste treatment equipment and technology. Ensure that 90% of urban solid waste is collected and treated hygienically by 2010, increasing this ratio to 95-100% by 2020. Complete the project to build a combined waste treatment facility, establish a drainage system, and construct wastewater treatment facilities.
- Strengthen inspections and supervision of pollution sources from production facilities and ships; divide the environment into zones (tourist areas, urban areas, industrial areas, agricultural areas) to apply appropriate measures. Promote community education and increase training of human resources for environmental protection.
đ) National defense and security
Properly address the relationship between open policies, encouraging foreign investment, and tourism with the task of ensuring national security and social order and safety in Haiphong. Proactively manage migrants, prevent social evils. Pay attention to national defense and security work during the restructuring of the city's economy and society, ensuring security for the Northern region and directly for the Red River Delta. Prioritize investment from economic and defense funds to complete infrastructure in coastal and island areas.
e) Spatial and territorial planning development
- Urban area: by 2020, the city's urban system will include existing urban areas (5 districts); new urban areas (West North urban area, Cat Bi urban area, Pham Van Dong road urban area, North Song Cam urban area); satellite towns (Minh Duc - Ben Rung, Do Son, Nui Deo, An Lao, Kien Thuy, Cat Ba); market towns (An Duong, Tien Lang, Vinh Bao, Cat Hai).
- Rural area, forming agricultural belts as follows:
+ Belt I: develop vegetable, flower, and ornamental plant production. Mainly concentrated in communes and wards: Dang Lam, Dang Hai (Hai An district), Dong Thai, An Dong (An Duong district), Du Hang Kenh (Le Chan district), Hoa Dong, Lam Dong, Tan Duong, Duong Quan, and Thuy Duong (Thuy Nguyen district);
+ Belt II: develop grain and food production. Concentrated in communes and wards: Nam Hai (Hai An district), Hong Thai, Dong Thai, Nam Son (An Duong district), Hoa Binh, Ngua Lao, Kien Bai, Hoang Dong (Thuy Nguyen district) and Anh Dung (Kien Thuy district);
+ Belt III: develop grain and concentrated livestock farming mainly pig meat, poultry, and dairy cattle to meet the needs of Haiphong, Quang Ninh, and export;
+ Belt IV: develop grain and fruit tree production. Concentrated in communes: Dai Ban, Hong Phong, An Hung (An Duong district), Cao Nhan, Chinh My, Hop Than, Quang Thanh, Minh Tan (Thuy Nguyen district), Hoa Nghia, Dai Dong, Huu Bang, and Thuan Thien (Kien Thuy district);
+ Belt V: develop forestry and fruit tree production. Concentrated in communes: Le Thien, An Hoa (An Duong district), Ky Son, Lai Xuan, Phu Nin, An Son (Thuy Nguyen district), Tan Phong, Tu Son, Dai Hop, Doan Xa, Ngua Doan, Tan Trao, Kien Quoc, Ngua Phuc, and Thuy Huong (Kien Thuy district).
- Coastal and near-coastal areas:
+ Develop the seaport system using comprehensive resources, ensuring the synchronous and modern development of the port system (berths, channels, production equipment, management facilities, etc.) to meet the capacity for handling approximately 25 to 30 million tons of cargo by 2010 and 70 to 80 million tons by 2020;
+ Develop industry and urban areas in coastal and near-coastal regions: form several concentrated industrial zones and urban belts along the coast linked with strategic industrial axes such as National Highway No. 5, National Highway No. 10, and Haiphong Port to create a cluster of cities-industries with significant attraction and diffusion effects, playing a driving role in the development of the Northern Delta region.
4. Implementation measures for the Master Plan
a) Mobilizing investment capital
The total investment capital requirement for the period 2006-2020 is estimated at approximately 500 trillion VND (at current prices); of which, the period 2006-2010 is about over 90 trillion VND, increasing on average by 14% per year.
To mobilize the aforementioned investment capital, it is necessary to intensify efforts to maximize internal resources, diversify investment capital mobilization methods, various forms of capital creation, focus on attracting capital from non-state economic sectors, enhance socialization in healthcare, education, culture-sports fields, actively attract foreign direct investment (FDI) and official development assistance (ODA), etc.
b) Developing human resources
Implement policies to attract, utilize, train, and develop human resources to meet the requirements of the new stage. Train workers and management staff, and train staff for enterprises.
c) Strengthening research and applying scientific and technological achievements to production and daily life:
Select appropriate technology for industries, build and develop scientific and technological potential.
d) Closely coordinate with provinces and cities within the region
To effectively leverage its advantageous geographical position (near Hanoi, the main gateway to the sea for northern provinces) and contribute to the stable development of the entire Red River Delta and the North Key Economic Region, Haiphong City needs to develop plans to coordinate and integrate with Hanoi and other provinces and cities nationwide (primarily those in the North Key Economic Region) in developing key industries across industrial, agricultural, and service sectors. Proactively coordinate with localities within the "Two Corridors, One Belt" economic zone, establish specific cooperation programs to effectively implement the cooperation program between Vietnam and China.
đ) Implement flexible foreign policies to expand markets both domestically and internationally. Vigorously promote investment promotion activities and measures to seek and expand product sales markets (domestically and for export).
e) Environmental policy
Based on the Law on Environmental Protection, establish regulations on organization and implementation of environmental protection programs for each district and county. Local authorities should take the initiative and provide specific guidance to agencies, enterprises, and all citizens to participate in environmental protection.
g) Managing and organizing the implementation of the master plan
Immediately after the Master Plan is approved, it is necessary to promptly publicize and disseminate the city's socio-economic development master plan so that agencies, units, and citizens can understand; concretize the contents of the master plan in line with actual conditions into five-year and annual socio-economic development plans; implement monitoring and evaluation measures for investment and development according to the master plan and during the five-year planning period; develop action programs and development programs for each period in accordance with the overall socio-economic development orientation of Haiphong City until 2020. At the same time, regularly update, summarize, and evaluate the suitability and unsuitability with reality to timely submit to competent authorities for adjustment and supplementation of the Master Plan to ensure the socio-economic development of the city achieves set goals; coordinate with central ministries and nearby provinces and cities to implement development programs and cooperative development. Review the issuance of city development policies in the direction of enhancing cooperation and expanding regional relations to ensure consistency for joint development.
Article 2. The approved Master Plan serves as the basis for establishing, reviewing, and implementing specialized plans (urban planning, land use planning, and other specialized plans), and investment projects within the city's territory in accordance with regulations.
Article 3. Assign the People's Committee of Haiphong City to base on the objectives, tasks, and socio-economic development orientations of the city stated in the approved Planning Report; coordinate with relevant ministries and sectors to direct the establishment and review and implementation of the following contents in accordance with regulations:
- Strategic environmental impact assessment report;
- Urban development planning and residential point planning, construction planning, land use planning, and sectoral development planning to ensure overall and synchronous development;
- Study and formulate or submit to competent state agencies for promulgation some mechanisms and policies suitable for the city's development requirements in each stage to attract and mobilize resources to implement the Master Plan.
Article 4. Direct relevant ministries and sectors to support the People's Committee of Haiphong City in researching and establishing the aforementioned master plans; studying and building mechanisms and policies suitable for the city's socio-economic development requirements at each stage, aiming to effectively mobilize and utilize resources, encourage and attract investment to ensure the achievement of the city's economic and social development goals as stated in the Comprehensive Master Plan. Accelerate investment and implementation of projects and works with regional scale and importance for the city's development that have been decided upon. Study and consider adjusting and supplementing industry development plans and investment plans for related projects proposed in the Comprehensive Report on Socio-Economic Development Master Plan.
Article 5. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 6. The Chairman of the People's Committee of Haiphong City, Ministers, Heads of ministerial-level agencies, and Heads of government agencies are responsible for implementing this Decision./.
