Approve the Science and Technology Development Strategy for Vietnam until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
Considering the proposal of the Minister of Science and Technology,

Article 1. Approve the "Science and Technology Development Strategy for Vietnam until 2010" attached to this Decision.
Article 2. Division of Responsibilities for Implementation
1. The Ministry of Science and Technology shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, relevant ministries and sectors, and provincial people's committees under the central government to organize the implementation of the Science and Technology Development Strategy for Vietnam until 2010; develop and implement five-year and annual science and technology plans consistent with the Science and Technology Development Strategy and the socio-economic development plan; guide, inspect, supervise, compile the situation of implementation, and report periodically to the Prime Minister; organize a mid-term review of the implementation of this Strategy at the beginning of 2006 and a final review at the beginning of 2011;
2. The Ministry of Education and Training shall take the lead and coordinate with the Ministry of Science and Technology to develop and implement human resource training plans for science and technology that align with priority and key areas of science and technology in the Science and Technology Development Strategy; establish and implement mechanisms linking science and technology with education and training, and mechanisms coordinating between universities and research institutes in specialized teaching and scientific research activities;
3. The Ministry of Planning and Investment shall direct ministries, ministerial-level agencies, governmental agencies, and localities to incorporate science and technology development plans and human resource training plans for science and technology into their regular plans; take the lead and coordinate with the Ministry of Finance and the Ministry of Science and Technology to mobilize domestic and foreign financial support for science and technology development, ensuring funding for infrastructure construction, modern equipment procurement, and human resource training in priority and key areas of science and technology;
4. The Ministry of Home Affairs shall take the lead and coordinate with the Ministry of Science and Technology and relevant ministries and agencies to reform administrative procedures in science and technology management; develop policies and systems for science and technology personnel; establish self-management and responsibility mechanisms for science and technology organizations;
5. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Science and Technology to determine the annual budget allocation for science and technology to ensure the implementation of the Science and Technology Development Strategy until 2010; improve financial mechanisms and policies and financial management systems in the field of science and technology to effectively utilize investment funds for science and technology;
6. Ministries, ministerial-level agencies, and governmental agencies shall organize and direct the implementation of the Science and Technology Development Strategy until 2010 within their respective authorities; coordinate with the Ministry of Science and Technology and other ministries and agencies to implement national science and technology development tasks;
7. Provincial People's Committees under the central government shall be responsible for developing science and technology within their jurisdiction according to their authority; develop and direct the implementation of five-year and annual science and technology plans consistent with the Science and Technology Development Strategy until 2010 and the socio-economic development plan of the locality during the same period.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
