JOINT CIRCULAR
OF THE MINISTRY OF NATIONAL DEFENSE - THE MINISTRY OF EDUCATION AND TRAINING - THE CIVIL SERVICE COMMISSION OF THE GOVERNMENT - THE MINISTRY OF FINANCE NUMBER 272-TTLB DATED FEBRUARY 15, 1997 GUIDING THE IMPLEMENTATION OF DECREE 71/CP ON NATIONAL DEFENSE EDUCATION IN THE SYSTEM OF POLITICAL, ADMINISTRATIVE, AND MASS ORGANIZATION SCHOOLS
Implementing Decree 71/CP dated July 13, 1994 of the Government on national defense education (NDE) in the system of political, administrative, and mass organization schools; after reaching consensus with relevant Party bodies, State agencies, and related agencies, the Joint Ministry of National Defense - Ministry of Education and Training - Civil Service Commission of the Government - Ministry of Finance hereby guides implementation as follows:
I- POSITION OF THE SUBJECT:
National defense education for cadres at all levels and sectors of the Party and State holds a particularly important position in the cause of building and defending the socialist Fatherland of Vietnam. The Resolution of the Central Committee's Third Plenum of the Seventh Congress has clearly stated that "national defense education must be strengthened for the entire population, first and foremost for cadres at all levels and sectors of the Party and State." Decree 71/CP of the Government stipulates: "National defense education shall become a compulsory subject in the system of political, administrative, and mass organization schools."
Therefore, the subject of national defense education for cadres at all levels and sectors of the Party and State is both urgent in the short term and fundamental in the long term, aiming to meet the two strategic revolutionary tasks of "building socialism successfully and firmly defending the socialist Fatherland of Vietnam."
II- OBJECTIVES, REQUIREMENTS, STUDENTS, AND TIME FOR THE NATIONAL DEFENSE EDUCATION SUBJECT
1- Objective:
- To provide students with basic viewpoints and policies of the Party, management contents of the State regarding national defense, and some necessary national defense knowledge to enable each cadre to apply in leadership, guidance, and organization of national defense tasks in conjunction with the country's industrialization and modernization process.
2- Requirements:
- To correctly understand the essence, plots, and tactics of imperialism and hostile forces against the revolution of our country. To study some strategic national defense issues of certain countries related to the national defense and security of the country.
- To grasp the contents of the Party's viewpoints, tasks, and military policies on national defense; the Party's leadership and State management over national defense; the close relationship between economic-cultural-social development and national defense-security; the basic contents and tasks of provincial (city) defense zones' construction and operation; conscription work, construction, and mobilization of reserve forces; the Law on Militia and Self-Defense and militia and self-defense work in the new situation.
- To understand the development of Vietnam's military art and some essential military skills.
- To effectively apply in leadership, guidance, and organization of national defense tasks at their respective positions.
3- Students:
- All students undergoing training and retraining in the system of political, administrative, and mass organization schools from central to local levels must study the national defense education subject according to the program prescribed by the Ministry of National Defense for each category. To build a suitable national defense education program for each level of study, it is uniformly divided into five basic categories as follows:
- Postgraduate programs of two years or more - Undergraduate programs of four years or more
- Undergraduate programs of two to less than four years
- Political, administrative, and mass organization schools purchase materials or print materials themselves, and make teaching aids for teaching and learning the national defense education subject according to the guidelines of the Ministry of National Defense.
All regulations for teachers and students when teaching and studying the national defense education subject are treated like other subjects.
IV- TASKS OF DIRECTING THE NATIONAL DEFENSE EDUCATION SUBJECT OF THE MINISTRIES, SECTORS, AND SCHOOLS
1- Ministry of National Defense:
- To take the lead in coordinating with the Ministry of Education and Training, the Civil Service Commission of the Government, the Central Organization Department, the Central Propaganda Department, the Central Culture and Information Department, the Ho Chi Minh National Academy of Politics, the National Academy of Public Administration, and related agencies and schools to draft and promulgate programs, textbooks, and materials suitable for each category as outlined in Section II.
- To direct academies, schools, agencies, and military units to closely cooperate with political, administrative, and mass organization schools at central and local levels to assist these schools in teaching the national defense education subject and enhancing the qualifications of teachers and specialized staff managing the national defense education subject in political, administrative, and mass organization schools.
- To jointly with the Civil Service Commission of the Government and the Central Organization Department determine the standards of national defense knowledge for cadres at all levels and sectors of the Party and State in accordance with the requirements of the revolutionary tasks at each period.
- To monitor, inspect, and audit the implementation of the national defense education subject in the system of political, administrative, and mass organization schools.
2- The Ministry of Education and Training
- To coordinate with the Ministry of National Defense and related agencies to unify the content, program, time, and regulations of the national defense education subject for students under its management in the system of political, administrative, and mass organization schools. To participate in inspecting, auditing, and urging schools to implement the subject in accordance with the joint circular and the regulations of the Ministry of Education and Training.
3- The Civil Service Commission of the Government:
- To take the lead in coordinating with the Central Organization Department, the Ministry of National Defense, the Ministry of Education and Training, and related agencies to determine the standards of national defense knowledge for cadres at all levels and sectors of the Party and State in accordance with the requirements of the revolutionary tasks at each period.
- To take the lead in coordinating with the Central Organization Department, the Ministry of National Defense, and the Ministry of Education and Training to unify the organization and staffing of specialized (or semi-specialized) staff managing the subject and teachers of national defense education in the system of political, administrative, and mass organization schools.
- To coordinate with the Ministry of National Defense and the Central Organization Department to direct political, administrative, and mass organization schools to implement the subject in accordance with Decree 71/CP and the joint circular.
4- The system of political, administrative, and mass organization schools:
- To promptly plan to incorporate the national defense education subject into the curriculum. To appoint specialized (or semi-specialized) staff to manage the subject. Each year, to develop plans to coordinate with military schools to invite teachers to teach.
- During the process of organizing teaching and learning the national defense education subject, political, administrative, and mass organization schools need to take advantage of the strict and regular direction, management, and control of the competent authority to implement the content, program, and time of the subject well.
Request: The Central Organization Commission, the Central Science and Technology Commission, the Central Ideology and Culture Commission, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, the Ho Chi Minh National Political Academy, the National Administration Academy, the Party and State Ministries, Departments, and Agencies, mass organizations, and Provincial Party Committees and People's Councils at all levels coordinate to direct schools under their management to effectively implement the content, program, and time schedule for the Military Civic Education subject according to regulations for each target group.
This Circular takes effect from the date of issuance. Any difficulties encountered during implementation should be promptly reported to the Ministry of National Defense for resolution.
