THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1917/QD-TTg dated October 19, 2010 of the Prime Minister on the provision of rice to some Central provinces to address the aftermath of the recent flood;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. The National Reserve Corporation shall allocate without charge 9,000 tons of rice from the national reserve to support some Central provinces to address the aftermath of the recent flood, specifically as follows:
- Ha Tinh Province: 4,000 tons of rice;
- Quang Binh Province: 2,000 tons of rice;
- Nghe An Province: 2,000 tons of rice;
- Quang Tri Province: 500 tons of rice;
- Thua Thien Hue Province: 500 tons of rice;
The aforementioned amount of rice has been reduced by the quantity of rice that the Ministry of Finance had decided to allocate to these provinces according to the Prime Minister's Directive No. 1864/CD-TTg dated October 17, 2010 (Quang Binh Province: 1,000 tons, Decision No. 2676/QD-BTC dated October 18, 2010; Ha Tinh Province: 1,000 tons, Decision No. 2677/QD-BTC dated October 18, 2010).
Article 2. The National Reserve Corporation shall coordinate with the People's Committees of Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue Provinces to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously, it shall compile the budget for the cost of allocating relief rice and submit it for approval by the Ministry.
The National Reserve Corporation shall reduce the state reserve capital by the aforementioned quantity of rice at the recorded accounting price and report the settlement of the relief goods in accordance with regulations.
Article 3. Decision this has effect from the date of signature. The Director of the National Reserve Corporation, the Head of the State Budget Department, the Head of the Financial Planning Department, the Director of the Price Management Department, and the Secretary-General of the Ministry are responsible for implementing this Decision./.
