Pursuant to Decree No. 63/2010/ND-CP dated June 8, 2010 of the Government on administrative procedure control;

Considering the report No. 40/TTr-VPBĐKH dated August 27, 2008, of the Director of the Office of the Steering Committee on the Action Program to Adapt to Climate Change regarding the approval of the Framework Action Program to Adapt to Climate Change for the Agricultural and Rural Development Sector for the period 2008-2020;

At the proposal of the Director of the Department of Science, Technology and Environment,

Article 1. This Decision promulgates the Framework Action Program to Adapt to Climate Change for the Agricultural and Rural Development Sector for the period 2008-2020.

Article 2. The Office of the Steering Committee on the Action Program to Adapt to Climate Change shall take the lead and coordinate with the Department of Science, Technology and Environment to assist the Steering Committee in monitoring, guiding, inspecting, urging, and supervising the implementation of the contents of the Framework Action Program by relevant units.

Article 3. This Decision takes effect from the date of signature.

Article 4. The Director of the Office of the Ministry, the Heads of the Departments of Science, Technology and Environment, the Director of the Office of the Steering Committee on the Action Program to Adapt to Climate Change, the Heads of agencies and units under the Ministry, the Directors of Provincial Departments of Agriculture and Rural Development, the General Directors of State Corporations, the Directors of Companies under the Ministry of Agriculture and Rural Development, and the Members of the Steering Committee on the Action Program shall be responsible for implementing this Decision.

FRAMEWORK OF TRAINING AND UPGRADING PROGRAMS ON LAND VALUATION BUSINESS

ACTION PROGRAM TO ADAPT TO CLIMATE CHANGE FOR THE AGRICULTURAL AND RURAL DEVELOPMENT SECTOR FOR THE PERIOD 2008-2020

(Annexed to Decision No. 2730/QD-BNN-KHCN dated September 5, 2008 of the Minister of Agriculture and Rural Development)

I. OBJECTIVES

1.1. General Objective

Enhance the capacity to mitigate and adapt to climate change (CC) to reduce the level of damage and ensure sustainable development in the agricultural and rural sectors in the context of being affected by climate change, with particular emphasis on:

- Ensuring stability and safety for urban populations, regions, and areas, especially the Mekong Delta, the Red River Delta, Central Vietnam, and Northern Mountainous Areas;

- Ensuring stable agricultural production and food security; ensuring 3.8 million hectares of rice cultivation in two seasons;

- Ensuring the safety of dike systems, public works, economic infrastructure, and technical facilities to meet requirements for disaster prevention and mitigation.

1.2. Specific Objectives

1.2.1. Establish a system of policies, integrate them into sectoral programs and specific tasks, define the responsibilities of related agencies and departments, and determine funding sources and management mechanisms for the program's tasks aimed at mitigating and adapting to climate change in the sector;

1.2.2. Develop action plans and propose policies to support regions adversely affected by climate change to achieve sustainable production in various fields within the agricultural sector;

1.2.3. Strengthen research capabilities in activities forecasting the impact of climate change on agriculture, water resources, forestry, salt industry, fisheries, and rural development to provide scientific foundations for developing policies, strategies, and solutions to mitigate and adapt to climate change in the sector;

1.2.4. Enhance international cooperation, connect with international and regional programs, and receive international assistance in terms of experience and technology in mitigating and adapting to climate change in the sector;

1.2.5. Develop human resources in activities related to mitigating and adapting to climate change within the sector;

1.2.6. Increase awareness among officials, civil servants, employees in the sector, and the community about mitigating and adapting to climate change in the agricultural and rural development sector;

1.2.7. Ensure that rural communities benefit equally from adaptation and mitigation activities related to climate change.

II. MAJOR TASKS

2.1. Propaganda, dissemination of knowledge, information, and raising awareness about the impacts of climate change and actions to mitigate and adapt to it in the sector

2.1.1. Disseminate, promote, and implement government and sectoral policies to officials, civil servants, employees in the sector, and the community regarding activities aimed at mitigating and adapting to climate change;

2.1.2. Develop plans to disseminate the government's and sector's commitments to the international community regarding activities aimed at mitigating and adapting to climate change;

2.1.3. Establish an information system and website of the Steering Committee on Climate Change from the Ministry to localities and enterprises to provide information, forecasts, and answers to questions about climate change and guidance on implementing mitigation and adaptation measures;

2.1.4. Organize specialized conferences, training sessions, and seminars to enhance knowledge about climate change, its impacts, and mitigation and adaptation solutions for officials, civil servants, and employees in the sector from central to local levels.

2.2. Training human resources and strengthening research to provide a scientific basis for proposing mitigation and adaptation solutions to climate change

2.2.1. Apply information technology in collecting, storing, and processing information; establish a storage system and database to serve the formulation and implementation of measures to mitigate and adapt to climate change;

2.2.2. Formulate and implement research programs on the impact of climate change on the agricultural and rural development sector and propose solutions to mitigate and adapt to climate change;

2.2.3. Train human resources, raise awareness, strengthen scientific research work, and propose solutions to mitigate and adapt to climate change;

2.3. Establishing a policy system and integrating climate change into sectoral programs

2.3.1. Formulate a strategic vision for adapting to climate change in the sector;

2.3.2. Establish a mechanism and policy to integrate climate change into planning and development programs in the sector;

2.3.3. Review and compare the system of regulatory legal documents and policies of the sector, propose amendments, supplements, and new issuance of documents lacking in issues related to mitigating and adapting to climate change.

2.3.4. Establish a mechanism for coordination among ministries and sectors, between central and local authorities, and a management mechanism for programs and projects in implementing the action program to adapt to climate change;

2.4. International cooperation in the work of reducing and adapting to climate change in the sector;

2.4.1. Develop and propose research topics and projects, seek international community funding for activities to reduce and adapt to climate change in the sector;

2.4.2. Strengthen cooperation and connectivity with international and regional programs, exchange information, establish bilateral and multilateral partner networks related to climate change;

2.4.3. Organize training activities, transfer experience and technology on reducing and adapting to climate change in the sector;

2.4.4. Study and build mechanisms to effectively mobilize and utilize support funds and establish a fund to implement the sector's climate change adaptation program;

2.4.5. Enhance coordination and integration with programs and action plans to fulfill multilateral environmental commitments;

2.5. Key activities in the work of reducing and adapting to climate change in the sector;

2.5.1. Strengthen the capacity of the Office of the Steering Committee for the climate change adaptation program in the sector;

2.5.2. Develop National Technical Standards (TCVN) and National Technical Regulations (QCVN) in planning, design, and construction of infrastructure systems in the water resources, agriculture, fisheries, forestry, salt industry, and rural development sectors to be compatible with climate change;

2.5.3. Implement research programs and planning for agricultural infrastructure systems, rural infrastructure systems, crop production systems, forest and fishery production systems, and salt production systems, disaster prevention and mitigation measures, etc., towards enhancing adaptation to climate change, particularly focusing on rising temperatures and sea level rise, including:

a) Research and planning programs to ensure stable and safe living conditions for residents in the Mekong Delta, Central Vietnam, Red River Delta, and Northern Mountains under rising temperatures and sea level rise;

b) Research and planning programs to ensure a two-crop rice area of 3.8 million hectares to guarantee national food security;

c) Research and planning programs for comprehensive water resource management in the Mekong Delta under climate change and sea level rise conditions;

d) Research and planning programs for flood prevention and control in the Red River, Thai Binh River, Mekong Delta, and central coastal rivers from Thanh Hoa to Khanh Hoa, South Central Coast, and Southeast regions to adapt to climate change;

e) Research and planning programs for protecting and developing coastal protective forests;

g) Research and planning programs for salt production infrastructure systems, disaster prevention and mitigation measures, etc., towards enhancing adaptation to climate change, particularly focusing on rising temperatures and sea level rise;

h) Research and planning programs for areas producing staple crops and industrial crops to adapt to climate change;

i) Research and planning programs for areas breeding and farming aquatic and marine products to adapt to climate change;

III. IMPLEMENTATION

3.1. Main solutions;

3.1.1. Mobilize experts from ministries, sectors, research institutes, professional associations, with the support of international experts to develop the sector's action program to achieve quality, effectiveness, and timely progress;

3.1.2. Assign tasks among agencies under the Ministry and localities in developing and implementing solutions to reduce and adapt to climate change;

3.1.3. Legal regulations related to integrating climate change issues into agricultural and rural development planning;

3.1.4. Emphasize international cooperation in reducing and adapting to climate change in the sector;

3.1.5. Train human resources, specialist teams, especially leading scientists and high-level state management officials in reducing and adapting to climate change in the sector;

3.1.6. Ensure financial resources for implementing the sector's action program from the state budget, while mobilizing ODA funds, funds from international cooperation programs, and other sources from domestic and foreign organizations and individuals across all economic sectors;

3.1.7. Strengthen guidance, inspection, supervision, and periodic evaluation of the objectives, tasks, progress, and results of the sector's action program;

3.2. Implementation organization;

3.2.1. Heads of Departments, Units under the Ministry of Agriculture and Rural Development; General Directors of State-owned Enterprises; Directors of Provincial Departments of Agriculture and Rural Development shall, within their assigned functions and tasks, based on this Action Program Framework, direct the development of plans and implementation at their units; specifically detail the goals and tasks in the 2008-2020 plan and annually; report periodically on the implementation of the Action Program Framework to the Ministry of Agriculture and Rural Development (through the Office of the Steering Committee) by October 15 each year;

3.2.2. Entrust the Office of the Steering Committee for the climate change adaptation action program to compile proposals from units, propose annual capital structure and funding needs, policies, and solutions to implement the framework program tasks for approval by the Ministry;

3.3.3. Entrust the Department of Science, Technology, and Environment to allocate funds from the budget and other sources based on the approved action program framework, in collaboration with the Planning Department and the Finance Department to implement;

3.3.4. During the implementation of this action program framework, if necessary modifications are required, units should proactively report to the Minister for consideration and decision.

3.3.5. The Office of the Steering Committee for the Climate Change Adaptation Program shall take the lead and coordinate with the Department of Science, Technology and Environment and relevant units to guide, inspect, and urge the implementation of the contents of the action framework; monitor and compile the situation of implementation by units throughout the sector through the Program's Steering Committee to report to the Minister before October 30 each year.
