Article 1. Approves the establishment of Hoa Sen University based on Hoa Sen Private College (which has been converted from Hoa Sen Semi-Public College pursuant to Decision No. 146/2006/QĐ-TTg dated June 22, 2006 of the Prime Minister).
Article 2. Hoa Sen University is a higher education institution; it has legal personality, its own seal, and separate accounts.
Article 3. Hoa Sen University operates under the Regulations on the organization and operation of private universities issued together with Decision No. 14/2005/QĐ-TTg dated January 17, 2005 of the Prime Minister.
