THE MINISTER OF HEALTH
Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 58/1998/NĐ-CP dated August 13, 1998 of the Government promulgating the Health Insurance Regulations and as stipulated in Clause 3, Section IV, Part B of Circular No. 17/1998/TT-BYT dated December 19, 1998 of the Ministry of Health guiding medical examination and treatment, fund usage, and payment of medical examination and treatment costs under the health insurance regime regarding the authority to adjust the coefficient k to determine the ceiling for payment of inpatient medical examination and treatment costs for insured patients;
Pursuant to Circular No. 2050/BHXH-GĐYT dated July 22, 2004 of the Vietnam Social Security on adjusting the ceiling of payment for inpatient treatment;
To ensure the rights of social health insurance participants and healthcare facilities, based on the fluctuations in drug prices and medical consumable prices over the past period;
At the proposal of the Director of the Treatment Department and the Director of the Planning and Finance Department, Ministry of Health;

Article 1. Adjust the coefficient k from 1.1 to 1.2 as the basis for determining the ceiling of payment for inpatient treatment costs for insured patients for the year 2004.
Article 2. The coefficient k of 1.2 shall be applied to all healthcare facilities with contracts for medical examination and treatment under the social health insurance scheme.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 4. The Officials: Director of the Office, Heads of Departments: Treatment, Planning - Finance, Legal Affairs, Directors of Hospitals and Institutes with hospital beds under the Ministry of Health, Hospitals under other Ministries and Branches, Directors of Health Services of provinces and centrally governed cities, and General Director of the Vietnam Social Security are responsible for implementing this Decision.
