Directive No. 276/TTg on the arrangement and utilization of discharged military personnel.

DIRECTIVE

REGARDING THE ARRANGEMENT AND USE OF DISCHARGED MILITARY PERSONNEL

In order to effectively utilize the discharged military personnel from 1980 onwards, based on the proposal of the State Planning Commission, the Prime Minister requests the Ministries, agencies at the level of Ministries, agencies under the Council of Ministers, and People's Committees of provinces, cities, and central special zones to arrange the discharged military personnel into recruitment plans for students and laborers according to the following directions.

1. For the discharged military personnel in 1980:

- For those who were studying at universities or had been admitted to universities before joining the military, the Ministry of Defense needs to notify the list and work specifically with the Ministry of Higher Education and Secondary Specialized Education to arrange them to study in the 1980-1981 academic year at universities. The number of these individuals will be included in the training quota already approved for the 1980-1981 academic year.

- For the discharged military personnel who can be recruited into secondary specialized schools and vocational schools, the Ministry of Defense should discuss with the Ministry of Labor, the Ministry of Higher Education and Secondary Specialized Education, and the General Department of Vocational Training to distribute among sectors and localities to prioritize selecting those meeting the criteria to study at domestic and foreign schools or send them abroad for labor according to the recruitment and labor recruitment quotas for 1980.

The Ministry of Labor shall take the lead in coordinating with relevant ministries to discuss the implementation plan for this matter.

To meet the demand for labor to replace those who have retired, lost their health, etc., or to supplement new recruitment needs such as tax officials, accountants, finance, banking, nurses, service staff for geological teams, etc., the Ministry of Labor needs to guide sectors to prioritize selecting from the discharged military personnel.

2. For the discharged military personnel in subsequent years:

- Each year while making the next year's plan, the Ministry of Defense needs to specifically work with the State Planning Commission and the Ministry of Labor regarding the number of discharged military personnel in the next year so that the aforementioned agencies can arrange plans to allocate to the recruitment and hiring needs of sectors and localities.

- The Ministry of Higher Education and Secondary Specialized Education, based on the spirit above, should study draft supplementary regulations on admission rules to submit to the Government for promulgation to implement the policy of the Party and the State to prioritize training and utilizing young people who have fulfilled their military service obligations.
