DECISION:
Article 1. Approve the project to organize teams of young intellectuals with a total of 1000 volunteer youth who have graduated from universities, colleges, and vocational schools, participating in rural and mountainous area development in poor communes, particularly those in great difficulty in 25 provinces over a period of 24 months from 2003 to 2005.
Article 2. The teams of young intellectuals have the task of assisting communes in implementing socio-economic development projects aimed at eradicating poverty; organizing classes for teaching in villages and hamlets to promote universal education and eradicate illiteracy; gathering and educating young people in the area; building new cultural lifestyles and preventing social evils.
Members of the teams of young intellectuals volunteering shall enjoy preferential policies according to Decision No. 149/2000/QĐ-TTg dated December 28, 2000.
Article 3. The funds for implementing the above tasks will be directly allocated from the State budget to the Central Committee of the Ho Chi Minh Communist Youth Union, amounting to 16,506 million VND (Sixteen billion five hundred six million VND).
Article 4. The Central Committee of the Ho Chi Minh Communist Youth Union shall take the lead and coordinate with the Ministry of Home Affairs, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Committee for Ethnic Minorities, and the People's Committees of related provinces and cities in implementing the organization of teams of young intellectuals volunteering to participate in rural and mountainous area development. They shall report periodically every six months to the Prime Minister on the implementation results and conclude the project upon its completion.
Article 5. The Chairpersons of the People's Committees of the provinces where the teams of young intellectuals volunteers work shall be responsible for coordinating this project with the Government's poverty eradication program in their respective areas to effectively implement the aforementioned tasks.
Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 7. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of provincial-level cities directly under the central government, and the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union are responsible for enforcing this Decision./.
