Regarding the approval of the adjustment to the Master Plan for Urban Development of Viet Tri City, Phu Tho Province until 2020

PRIME MINISTER

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to the Construction Law dated November 26, 2003 and Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on urban planning;

Considering the proposal of the Chairman of the People's Committee of Phu Tho Province at Proposal No. 1758/TTr-UBND dated September 9, 2005; and the Minister of Construction at Proposal No. 60/TTr-BXD dated September 23, 2005 regarding the approval of the adjustment to the Master Plan for Urban Development of Viet Tri City, Phu Tho Province until 2020,

DECISION:

Article 1. Approve the adjustment to the Master Plan for Urban Development of Viet Tri City, Phu Tho Province until 2020 with the main contents as follows:

1. Scope of Planning: approximately 11,310 hectares, including 7,125.78 hectares of current natural land area of the city and about 4,184 hectares belonging to Hy Cuong, Chu Hoa, Thanh Dinh, Kim Duc, Hung Lo communes (Viet Tri City) and Tan Duc commune (recently merged from Ba Vi district, Ha Tay province). The boundaries are defined as follows:

- North bordering Phong Chau town and An Dao commune, Phu Nin district;

- East bordering River Lo and Vinh Phu commune, Phu Nin district;

- South bordering Red River;

- West bordering Thach Son commune and Hung Son town, Lam Thao district.

2. Nature: Viet Tri City is the political, economic, cultural, educational, scientific and technological, industrial, and tourism center of Phu Tho Province; it is the festival city connecting back to the roots of the Vietnamese nation; it is an important transportation hub linking northern mountainous provinces with the Northern Delta provinces; it plays a role in promoting the economic and social development of the inter-provincial region; it has an important position concerning national defense and security.

3. Population Scale

- By 2010: total population of the city is approximately 280,000 people, of which the inner city has 200,000 people.

- By 2020: total population of the city is approximately 370,000 people, of which the inner city has 280,000 people.

4. Land Construction Scale

- By 2010: urban construction land area is approximately 2,047 hectares, averaging 102.4 m2/person, of which residential land is approximately 1,282 hectares, averaging 61.1 m2/person.

- By 2020: urban construction land area is approximately 3,044 hectares, averaging 108.7 m2/person, of which residential land is approximately 1,850 hectares, averaging 66.1 m2/person.

5. Orientation for Urban Spatial and Architectural Landscape Development

a) Urban Development Direction

- North and Northwest: develop towards Hung Temple, including the entire Hung Temple relic area;

- East: develop to River Lo;

- South and Southeast: develop towards Bạch Hạc ward.

b) Functional Zones

- Residential areas (approximately 1,113 hectares):

+ Western South City residential area (810 hectares), population scale 99,900 people;

+ Eastern City residential area (318 hectares), population scale 6,800 people;

+ Bạch Hạc ward residential area (180 hectares), population scale 24,300 people;

+ Northeast City residential area (160 hectares), population scale 20,300 people;

+ Southern City residential area (183 hectares), population scale 20,300 people;

+ Rehousing areas serving the clearance of land for the construction of Van Lang Tourism Area and Hung Temple.

- Industrial zones:

+ Southern Industrial Zone (120 hectares);

+ Minh Phuong Industrial Zone (45.74 hectares);

+ Thuy Van Urban-Services-Industrial Zone (approximately 1,200 hectares);

+ Nam Bạch Hạc Industrial Zone (71.90 hectares);

+ Dong Bac Bạch Hạc Industrial and Small Industry Zone (approximately 36 hectares).

- Commercial and public service areas (approximately 140 hectares):

+ The provincial administrative and political center is mainly located along Nguyen Tat Thanh Street and along Tran Phu Street (from Hùng Vương Street to the Public Security Office);

+ The city administrative and political center is built along Hùng Vương Street; at intersection A7, a large square will be constructed.

+ The system of markets will remain unchanged, renovation and expansion will depend on the requirements of each area. The commercial center (1.56 hectares) will be built at the intersection of Hùng Vương and Tran Phu streets.

+ Each ward and commune will have a central area, including administrative agencies, mass organizations; cultural houses, commercial service centers and sports fields.

- Higher education institutions (189.12 hectares):

+ Hung Vuong University (100 hectares) located in Van Phu commune, Nong Trang ward and Du Lau ward;

+ Pre-university schools, vocational high schools, and vocational training schools are arranged around Hung Vuong University.

- Health system: Regional and provincial medical centers retain their current positions, including: Multi-specialty Hospital (2.94 hectares) on Nguyen Tat Thanh Street; Traditional Medicine Hospital (0.335 hectares) in Gia Cam; Hong River Hospital (1.227 hectares), Provincial Military Hospital (2 hectares).

- Rehabilitation zone (0.532 hectares) in Tien Cat; building a new rehabilitation zone in Dam Mai with a capacity of 150-200 beds.

- Tourist zones:

+ Van Lang Tourist Zone (113 hectares), in the city center;

+ Ben Got Tourist Zone, Ben Got ward;

+ Riverside Ecotourism Zone in Trung Vuong and Song Lo communes;

+ Historical Cultural Zone of Hung Temple (1,000 hectares).

- Green parks and sports zones:

+ Historical Cultural Relic Park of Hung Temple (1,000 hectares)

+ Van Lang Tourist Zone (Van Lang Park 113 hectares);

+ Building green parks in Bai Hac and Thuy Van industrial zones and increasing green space in Nam Viet Tri industrial zone;

+ City Sports Training Center in Bao Da (12 hectares);

+ Rest and Recreation Park in Dam Mai (136 hectares).

c) Urban Architecture and Landscape

- Minimize changes to natural topography. Renovate old ponds, lowlands, and small valleys into interconnected water bodies to create continuous green-water parks, forming the identity of the midland urban landscape.

- Restore and enhance temples, pagodas, shrines, and historical and scenic spots.

- Old neighborhoods will be renovated, reducing population density, increasing water surface and green space for residential areas.

- Public buildings will be modern, incorporating local architectural characteristics.

6. Orientation for the Development of Infrastructure Systems

a) Transportation

- External transportation

+ Railways: shift the railway section from Bai Hac to Hung Temple to the Southwest, construct a new Viet Tri Railway Station (about 10 hectares) and a new Thuy Van Railway Station (about 15 hectares);

+ Waterway: renovate and upgrade the Viet Tri port and Du Lau port; construct passenger boat terminals at Viet Tri and Hung Lo to serve river routes to Hanoi, Hoa Binh, Tuyen Quang, and visitors to the Hung Temple Festival;

+ Road: the trans-Asia highway running north of the city, connecting with National Highway 2 at Hang Junction, serving transit traffic; upgrade National Highway 2 to a four-lane expressway standard; construct passenger bus stations in the transportation hub area connected to the trans-Asia highway (northwest of the city), a bus station at the intersection of National Highway 2 and Nguyen Tat Thanh Street (southeast of the city), and a freight terminal at Thuy Van railway station;

- Urban transportation:

+ Renovate and upgrade existing road systems, combined with new construction to form a continuous network;

+ Construct new roads parallel to the existing Hung Vuong and Nguyen Tat Thanh streets, combined with cross-streets to link the functional zones of the city;

+ Parking system: parking lot area equal to 2.5% of urban construction land;

+ Renovate and upgrade the current Viet Tri bridge; construct a new bridge over the Lo River (northwest of the city on the trans-Asia highway route).

b) Technical preparation

- Land leveling: select construction ground elevation as follows:

+ Within the dike area: in Thanh Mieu, Tien Cat, Tan Dan, Du Lau, Song Lo wards and the southern part of Thuy Van commune, choose ground elevation greater than or equal to 13.5 meters; in Nong Trang, Minh Phuong, Van Co areas, choose ground elevation greater than or equal to 18-25 meters;

+ In the northern industrial zone of Thuy Van commune, choose ground elevation greater than or equal to 18-25 meters;

+ In the Hung Temple area, choose ground elevation greater than or equal to 18-25 meters;

+ Outside the dike area: choose ground elevation greater than or equal to 15 meters; for industrial zones, choose ground elevation greater than or equal to 17.5 meters; in the northern part of Bạch Hạc ward, choose ground elevation greater than or equal to 16.5 meters; in Song Lo commune, choose ground elevation greater than or equal to 16.5 meters;

+ Along hillsides: perform localized land leveling, avoiding large excavation and filling that may cause landslides.

- Stormwater drainage

+ Select a separate stormwater system, with main drainage direction following topography to discharge into ponds and lakes before flowing into the Lo River and Hong River via culverts through the dike. During floods, the culverts through the dike will be closed, and water will be pumped out using pumping stations in Du Lau, Minh Nong, Ha Giap, Tan Xoi.

c) Water supply

- Total water demand by 2010 is approximately 60,000 m³/day; by 2020, it is approximately 105,000 m³/day.3- Water source: utilize surface water from the Lo River. The total capacity of water treatment plants by 2020 is 109,000 m³/day, including:3+ Viet Tri Water Plant: capacity 100,000 m³/day; supplied via existing 2600 mm diameter pipelines and newly constructed 700 mm diameter pipeline to the city of Viet Tri;

+ Bạch Hạc Water Plant: capacity 9,000 m³/day, supplied to Bạch Hạc ward;3- Pipeline network: designed as a loop and branch network.

d) Electricity supply3- Total electricity consumption by 2010 is approximately 97,913 kW; by 2020, it is approximately 187,726 kW.

- Power source: 500/220 kV substation in Viet Tri; national grid 500 kV power directly from Son La hydroelectric plant to the 500 kV So Son substation. From the 500 kV Viet Tri substation, 220 kV transmission lines connect to the 220 kV Viet Tri and Yen Bai substations.3đ) Wastewater and environmental sanitation

- Total volume of wastewater to be collected and treated by 2010 is approximately 45,200 m³/day; by 2020, it is approximately 73,200 m³/day.

- Solid waste treatment areas:

+ Municipal solid waste is treated at two locations: the existing treatment site in Van Phu - Phuong Lau commune and the new treatment site in Phu Nhien commune;

+ Industrial solid waste is collected and treated separately in Tran Tham commune, Phu Nhien district according to approved projects.

- Cemeteries:

+ The existing cemetery in Van Phu commune is only for cremation;3+ A new cemetery is being built in the hills of Phu Nhien commune (17 hectares) for burial, cremation, and electric cremation.3+ Viet Tri Water Plant: capacity 100,000 m³/day; supplied via existing 2600 mm diameter pipelines and newly constructed 700 mm diameter pipeline to the city of Viet Tri;

7. Initial construction planning and priority programs/projects

- Renovate and upgrade existing residential areas, build some new urban areas.

- Construct key infrastructure linked to the trans-Asia highway and the expressway National Highway 2 to Hanoi; connect the railway line passing through the city center.

- Construct a new Thuy Van railway station (15 hectares); build the Hung Lo passenger boat terminal (1.5 hectares); construct a container terminal (ICD) at Thuy Van.

- Upgrade the southern passenger bus station (1.5 hectares); construct the first phase of the northern freight terminal (2 hectares) and the first phase of the southern freight terminal (11 hectares);

- Develop a project to build a new cemetery in the hills of Phu Nhien commune.

The People's Committee of Phu Tho Province is responsible for:

- Approving the design adjustment files for the General Plan of Viet Tri City until 2020.

- Organizing implementation of the plan in accordance with the law and publicizing it for community supervision and inspection.

- Issuing regulations on managing the General Plan for Construction of Viet Tri City until 2020.

- Cooperating with relevant ministries and sectors to organize detailed planning, specialized construction planning, and implementation of urban development investment projects in accordance with the law.

The Chairman of the People's Committee of Phu Tho Province, the Minister of Construction, and other ministers, heads of ministerial-level agencies, heads of government agencies, and related organizations are responsible for implementing this Decision.
