Considering the proposal of the Central Committee of the Ho Chi Minh Communist Youth Union and the opinions of the Ministries of Finance, Planning and Investment, Education and Training...

DECISION:

Article 1. Approve the project to organize volunteer youth intellectual teams with a total of 1000 young volunteers who have graduated from universities, colleges, and vocational high schools, participating in rural and mountainous area development in 25 provinces over a period of 24 months from 2003 to 2005.

Article 2. The volunteer youth intellectual teams are tasked with assisting communes in implementing economic and social development projects to contribute to poverty reduction; organizing classes in villages to promote universal education and eradicate illiteracy; gathering and educating young people in the area; building new cultural lifestyles and preventing social evils.

Members of the volunteer youth intellectual teams are entitled to preferential policies according to Decision No. 149/2000/QĐ-TTg dated December 28, 2000, of the Government Prime Minister.

Article 3. The funds for implementing the above tasks will be directly allocated from the State budget to the Central Committee of the Ho Chi Minh Communist Youth Union at 16,506 million VND (Sixteen billion five hundred six million VND).
Article 4. The Central Committee of the Ho Chi Minh Communist Youth Union shall take the lead and coordinate with the Ministry of Home Affairs, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the National Ethnic Commission, and the People's Committees of related provinces and cities to implement the organization of volunteer youth intellectual teams participating in rural and mountainous area development. They shall report periodically every six months to the Government Prime Minister on the implementation results and conduct a project summary upon completion.

Article 5. The Chairpersons of the People's Committees of the provinces where the volunteer youth intellectual teams work are responsible for coordinating this project with the government's poverty reduction program in their areas to effectively carry out the aforementioned tasks.

Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 7. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of provinces and centrally governed cities, and the Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union are responsible for enforcing this Decision./.
