THE SELF-GOVERNANCE AND SELF-RESPONSIBILITY SYSTEM FOR ADMINISTRATIVE MANAGEMENT EXPENSES

THE MINISTER OF FINANCE

BASED ON DECREE NO. 130/2005/ND-CP dated October 17, 2005 of the Government stipulating the self-governance and self-responsibility system for personnel establishment and administrative management expenses for state agencies;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

BASED ON JOINT CIRCULAR No. 03/2006/TTLT-BTC-BNV dated January 17, 2006 of the Ministry of Finance and the Ministry of Home Affairs guiding the implementation of Decree No. 130/2005/ND-CP dated October 17, 2005 of the Government stipulating the self-governance and self-responsibility system for personnel establishment and administrative management expenses for state agencies;

BASED ON JOINT CIRCULAR No. 71/2007/TTLT-BTC-BNV dated June 26, 2007 of the Joint Ministries of Finance and Home Affairs amending Joint Circular No. 03/2006/TTLT-BTC-BNV dated January 17, 2006;

IMPLEMENTING Circular No. 4019/BTC-TVQT dated March 28, 2006 of the Ministry of Finance guiding the implementation of Joint Circular No. 03/2006/TTLT-BTC-BNV; Circular No. 9859/BTC-TVQT dated July 25, 2007 of the Ministry of Finance guiding the implementation of Joint Circular No. 71/2007/TTLT-BTC-BNV;

PURSUANT TO THE PROPOSAL OF THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF FINANCE'S ORGANIZATION,

DECISION:

Article 1. Issued together with this Decision "INTERNAL EXPENSE REGULATIONS IMPLEMENTING THE SELF-GOVERNANCE AND SELF-RESPONSIBILITY SYSTEM FOR ADMINISTRATIVE MANAGEMENT EXPENSES FOR THE MINISTRY OF FINANCE'S ORGANIZATION".

Article 2. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. IT REPLACES DECISIONS No. 3246a/QD-BTC dated September 28, 2007, DECISION No. 1455/QD-BTC dated July 1, 2008, DECISION No. 3309/QD-BTC dated December 30, 2009 of THE MINISTER OF FINANCE on the issuance and amendment of INTERNAL EXPENSE REGULATIONS IMPLEMENTING THE TRIAL SELF-GOVERNANCE AND SELF-RESPONSIBILITY SYSTEM FOR ADMINISTRATIVE MANAGEMENT EXPENSES FOR THE MINISTRY OF FINANCE'S ORGANIZATION AND DECISION No. 3247a/QD-BTC dated September 28, 2007 on the issuance of regulations on procedures and formalities for payment of certain expense items at the Ministry of Finance's organization.

Article 3. THE DIRECTOR OF THE MINISTRY OF FINANCE'S OFFICE, THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF FINANCE'S ORGANIZATION, AND THE STAFF MEMBERS OF THE MINISTRY OF FINANCE'S ORGANIZATION ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
