THE MINISTER OF INDUSTRY
Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
In order to encourage and reward cadres, workers, and civil servants in the industry sector and those who have made significant achievements in all aspects of activities, contributing to the cause of building and developing Vietnam's industry;
At the proposal of the Ministry's Competition and Reward Council,
DECISION:
Article 1. We hereby issue the Medal "For the Cause of Developing Vietnam's Industry" and the Regulation on Awarding the Medal (attached hereto).
Article 2. State-owned Industrial Corporations within the industry sector, Provincial Industrial Departments, and other agencies and enterprises under the Ministry shall base on the contents, criteria, and objects of rewards stipulated in the Regulation to disseminate, select, and propose to the Ministry of Industry for awarding the Medal.
Article 3. The Head of the Ministry's Office, General Directors of State-owned Industrial Corporations within the industry sector, Provincial Industrial Department Directors, and Heads of agencies and enterprises under the Ministry are responsible for implementing this Decision.

Chapter 1:
GENERAL PROVISIONS
Article 1. The Medal "For the Cause of Developing Vietnam's Industry" (hereinafter referred to as the Industry Medal) is a form of reward by the Ministry of Industry recognizing the contributions of individuals who have made positive contributions to the cause of building and developing Vietnam's industry sector.
Article 2. The Industry Medal is made of light alloy and its content, shape, size, and color reflect the characteristics of the industry sector and comply with the general regulations of the State.
Article 3. The Industry Medal is awarded once to each individual according to the criteria and objects set forth below.
Chapter 2:
OBJECTS AND CRITERIA FOR AWARDING THE INDUSTRY MEDAL
Article 4. The following objects are eligible for the awarding of the Industry Medal:
1. Cadres, workers, and civil servants who have been and are engaged in production, work, and activities directly related to the industry sector from central to local levels and grassroots units.
2. Political figures, social activists, scientists, and technologists outside the Industry Sector but who have made significant and effective contributions to the development of Vietnam's Industry Sector.
3. Vietnamese citizens, overseas Vietnamese, and foreigners who have outstanding activities or effective contributions to the development of Vietnam's industry sector.
4. Certain specific cases decided by the Minister of Industry.
Article 5. The criteria for awarding the Industry Medal to cadres, workers, and civil servants in the industry sector are as follows:
1. Cadres, workers, and civil servants in the industry sector (including central and local industries) who are currently working or have transferred to another sector, retired, or resigned, and have served for at least 30 years for men, 25 years for women, and 20 years for those directly engaged in hazardous or dangerous occupations.
2. For cadres, workers, and civil servants in the industry sector who have three national-level or industry-level scientific research projects or five Labor Creativity Awards (or more) applied in production, the service period required is 20 years for men and 15 years for women.
3. The following cases are not counted towards the service period when awarding the medal.
- National Labor Heroes, All-Vietnam Model Workers in the industry sector;
- Scientists, academicians, professors, teachers, and doctors who have been awarded titles of excellence or higher, and cadres, workers, and civil servants who have been honored by the State with Labor Medals or higher while working in the industry sector;
- Former leaders of the Ministry and General Departments, now succeeded by the Ministry of Industry. Leaders of the Ministry of Industry since November 1, 1995.
- Cadres, workers, and civil servants in the industry sector who heroically sacrificed their lives while performing duties for the industry sector or grassroots units and were recognized as martyrs.
Article 6. Criteria for awarding the Industry Medal to those outside the industry sector:
1. Individuals who have invented or discovered state-level scientific works applied in industrial production, recognized by relevant agencies and the Ministry of Industry as contributing to the development of Vietnam's industry.
2. Leaders of various sectors, localities, mass organizations, and associations (at central and provincial levels) who have made significant contributions to the construction and development of industry in Vietnam.
Political, social, cultural activists... directly related to the industry sector (at central and local levels) through concrete activities or works... proposed by enterprises or agencies in the industry sector to the Ministry of Industry.
3. Large businesspeople, large traders abroad, and overseas Vietnamese... who have made significant contributions and support in material and spiritual terms to the development of the industry sector in Vietnam.
4. Special cases involving high-ranking Party and State officials as well as prominent intellectuals both domestically and internationally will be decided by the Minister of Industry for awarding the Medal.
Article 7. Not to award the Industry Medal to:
Those in the industry sector who have been or are currently serving prison sentences, or who have voluntarily left their posts at the time of consideration for the award, shall not be considered for the award.
Those who have been disciplined with a warning or higher penalty by their unit or a higher authority shall not have the disciplinary period counted toward the eligibility period for the award.
Chapter 3:
RIGHTS OF RECIPIENTS OF THE INDUSTRY MEDAL AND EXPENSES FOR IMPLEMENTATION
Article 8. Recipients of the Medal "For the Cause of Developing Vietnam's Industry" shall receive the Medal, a certificate bearing the Medal, and be recorded in the Golden Book of Honor of the Ministry of Industry.
Recipients of the Industry Medal shall be rewarded with tangible items or money by their agency or enterprise (where the application was submitted) from the bonus fund or welfare fund.
Article 9. The Ministry of Industry's Office is responsible for producing, storing, and preserving Commemorative Medals, certificates, and the Golden Book of Honor, and implementing the distribution according to the Minister's Decision.
- Expenses for producing Commemorative Medals, certificates... shall be contributed by units within the industry sector. The Ministry of Industry's Finance and Accounting Department shall guide units to implement the contribution of funds.
Chapter 4:
PROCEDURE AND PROCEDURES FOR AWARDING THE INDUSTRY MEDAL
Article 10. The heads of agencies under the Ministry, State-owned Corporations, Companies, Institutes, Schools, Bureaus, Centers, Provincial Industrial Departments under the direct jurisdiction of the Central Government, newspapers, magazines, and enterprises directly under the Ministry (referred to collectively in this document as agencies and enterprises within the industry) shall be responsible for disseminating and guiding the content of the standards and the criteria for awarding the Commemorative Medal to all cadres, employees, and civil servants under their management.
Article 11. Based on the content of this Regulation, the Commendation and Reward Councils at all levels shall conduct reviews to select individuals who meet the criteria (based on personal history files and social insurance record books of each individual in the unit), compile lists of those recommended for the Commemorative Medal for Industry, and report to their immediate superiors. These lists include both current employees and former employees who have retired, left service, or transferred out of the industry.
The Commendation and Reward Councils of State-owned Corporations within the industry, companies directly under the Ministry, Departments, Bureaus, and agencies directly under the Ministry, and Provincial Industrial Departments shall be responsible for reviewing each candidate submitted from lower levels, compiling lists of approved candidates, and submitting them to the Ministry for decision.
Article 12. The awarding of the Commemorative Medal to individuals outside the industry (as defined in this Regulation) shall be proposed by the agencies under the Ministry and Provincial Industrial Departments under the direct jurisdiction of the Central Government, and reported to the Ministry for decision.
Article 13. The Standing Committee of the Commendation and Reward Council of the Ministry shall be the point of contact for receiving commendation files for the Commemorative Medal for Industry from agencies and enterprises within the industry, and shall be responsible for consolidating and cross-referencing these files with the standards set forth in this Regulation before presenting them to the Minister for decision.
Article 14. The Industry Medal shall be awarded directly by the Minister or delegated to the leaders of State-owned Corporations, Provincial Industrial Departments, and the heads of agencies and enterprises directly under the Ministry.
Article 15. The file for awarding the Industry Medal includes:
1. A proposal for commendation;
2. A list and summary of achievements (in tabular form - according to the attached model) of the individuals recommended for the Industry Medal.
Article 16. The awarding of the Medal shall be conducted annually; twice a year, on May 1st and September 20th (Industry Day of Vietnam).
Chapter 5:
EFFECTIVENESS AND AMENDMENTS TO THE REGULATION
Article 17. The Regulation on awarding the "For the Development of Vietnam's Industry" Medal shall take effect from the date of issuance of the Decision promulgating it.
Article 18. When the State enacts the Law on Commendation and Reward, the name and Regulation on awarding the "For the Development of Vietnam's Industry" Medal will also be adjusted accordingly.
Article 19. During implementation, if any provisions are found to be inappropriate, agencies and enterprises within the industry must submit written feedback to the Ministry of Industry to adjust, amend, and supplement the Regulation on awarding the Medal appropriately./.
