Regarding the issuance of the construction survey machinery rate table

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and state management responsibilities of Ministries and Ministries equivalent to Ministries.

Pursuant to Decree No. 15/CP dated March 4, 1994 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction.

Pursuant to Decision No. 166/1999/QĐ-BTC dated December 30, 1999 of the Minister of Finance on the management and use regulations and depreciation of fixed assets.

Based on the proposal of the Director of the Institute of Construction Economics.

DECISION:

Article 1. Issued together with this Decision is the "Construction Survey Machinery Rate Table".

Article 2. This machinery rate table serves as the basis for establishing survey construction unit prices and replaces the construction survey machinery rate table attached to Circular No. 22/BXD-VKT dated July 17, 1995 of the Ministry of Construction, and shall take effect nationwide uniformly 15 days from the date of signature.

Article 3. Ministries, agencies equivalent to Ministries, agencies under the Government, People's Committees of Provinces and Cities directly under the Central Government are responsible for implementing this Decision.

CONSTRUCTION SURVEY MACHINERY RATE TABLE

A - EXPLANATION OF CALCULATION AND APPLICATION PROVISIONS

1/ The construction survey machinery rates specified in this document define the costs for one shift of work of various types of construction survey machinery, serving as the basis for establishing survey construction unit prices and preparing cost estimates for survey construction works according to Circular No. 07/2000/TT-BXD dated July 12, 2000 of the Minister of Construction.

2/ The contents of the construction survey machinery rates include: Basic depreciation costs, major repair depreciation costs, and regular maintenance costs of machinery and equipment. The construction survey machinery rates do not include fuel and energy consumption costs during the operation of machinery and equipment, nor labor costs for operating the machinery.

3/ The construction survey machinery rates are determined based on the following grounds:

a/ Original price of machinery and equipment including: Actual purchase price minus any discounts or rebates (if applicable); interest on loans for machinery and equipment before they are put into use; transportation, loading and unloading costs; maintenance costs; storage, repair, and refurbishment costs before putting them into use (if applicable); installation, trial run, tax, and registration fee costs (if applicable).

b/ Annual depreciation rate of machinery and equipment: As prescribed in Decision No. 166/1999/QĐ-BTC dated December 30, 1999 of the Minister of Finance on the management, use, and depreciation of fixed assets and Decision No. 02/1999/QĐ-BXD dated January 11, 1999 of the Minister of Construction on the annual depreciation rate of various types of construction machinery and equipment.

4/ This construction survey machinery rate table applies to machinery and equipment used under normal conditions. For machinery and equipment used in saline water, brackish water, or high mountain areas, the machinery rates will be adjusted by a factor of 1.07.
