Regarding the establishment of the Steering Committee for the coordination of activities at the Ba Dinh Historical and Cultural Relics Cluster

To coordinate the activities at the Ba Dinh Historical and Cultural Relics Cluster

Pursuant to the Government Organization Law dated September 30, 1992;

On the basis of the conclusions of the Standing Committee of the Politburo in Notification No. 224/TB-TW dated June 16, 1999 on the organization of management and activities at the Ba Dinh Historical and Cultural Relics Cluster;

At the proposal of the Minister, Head of the Organization and Cadre Department of the Government,

DECISION:

Article 1. Establish the Steering Committee for the coordination of activities at the Ba Dinh Historical and Cultural Relics Cluster to uniformly direct the activities of the units: Management Board of Ho Chi Minh Mausoleum, Ho Chi Minh Museum, Ho Chi Minh Presidential Palace Relic Zone, and Hanoi People's Committee to organize proper service and ensure security and public order for domestic citizens and international visitors coming to pay respects to President Ho Chi Minh, visit the Ho Chi Minh Presidential Palace Relic Zone, and Ho Chi Minh Museum.

Article 2. The Steering Committee for the coordination of activities at the Ba Dinh Historical and Cultural Relics Cluster (hereinafter referred to as the Steering Committee) shall have the following tasks and powers:

1. Uniformly direct the plans of activities, coordinate and harmonize related works between the Management Board of Ho Chi Minh Mausoleum, Ho Chi Minh Museum, Ho Chi Minh Presidential Palace Relic Zone, and Hanoi People's Committee to organize reception and service for domestic citizens and international visitors coming to pay respects to President Ho Chi Minh, study and visit the Ho Chi Minh Presidential Palace Relic Zone, and Ho Chi Minh Museum. Coordinate forces within the area to ensure security, public order, and service activities for visitors to these historical relics.

2. Participate in providing opinions with units in the Ba Dinh Historical and Cultural Relics Cluster and local people's committees regarding planning and managing construction projects, organizing service activities before these units submit them to competent authorities for consideration and decision-making to ensure overall planning requirements, management of public order, safety, and general aesthetics throughout the entire area.

3. Direct the coordination in building and implementing overall planning and detailed planning for architectural works, technical infrastructure systems, courtyards, streets, flower gardens, ornamental plants, and grass areas within the management boundaries of the Ba Dinh Historical and Cultural Relics Cluster.

4. Monitor, urge, and inspect units in the Ba Dinh Historical and Cultural Relics Cluster in performing assigned tasks by the Prime Minister; take the lead and coordinate with relevant ministries, agencies, and Hanoi People's Committee to resolve related issues, and propose timely solutions to the Prime Minister for issues exceeding their authority.

5. Report regularly and urgently to the Prime Minister on the implementation of assigned tasks.

Article 3. The composition of the Steering Committee includes:

- Chairperson, concurrently held by the Chairman of the Management Board of Ho Chi Minh Mausoleum.

- Members are the heads of units: Command of Ho Chi Minh Mausoleum Protection, Command of Security Protection, Ho Chi Minh Museum, Ho Chi Minh Presidential Palace Relic Zone, and a representative of Hanoi People's Committee.

- The Chairperson and members of the Steering Committee work on a concurrent basis.

The Steering Committee has operating funds which are consolidated into the annual financial plan of the Management Board of Ho Chi Minh Mausoleum. The Office of the Management Board of Ho Chi Minh Mausoleum assists the Steering Committee, and the Steering Committee may use the seal of the Management Board of Ho Chi Minh Mausoleum.

- Specific working regulations of the Steering Committee are stipulated by the Chairperson after reaching consensus with Steering Committee members.

Article 4. Tasks of the Chairperson:

1. Responsible for organizing the implementation of all tasks of the Steering Committee assigned by the Prime Minister.

2. Decide on matters discussed and resolved by the Steering Committee and those submitted to the Prime Minister for consideration and decision.

3. Convene and chair meetings of the Steering Committee.

Article 5. Responsibilities of members:

1. Participate in discussing matters within the Steering Committee's tasks.

2. Prepare well the matters within the scope of responsibility of their own agency to contribute to the work of the Steering Committee.

3. Develop and implement programs and plans of work of their own agency in accordance with the common program and plan of activities of the Steering Committee.

4. Assist the Chairperson of the Steering Committee in performing the tasks of the Steering Committee according to the Chairperson's assignment and be responsible to the Chairperson for the assigned tasks.

Article 6. Responsibilities of ministries and Hanoi People's Committee towards the Ba Dinh Historical and Cultural Relics Cluster (Ho Chi Minh Mausoleum, Ho Chi Minh Museum, Ho Chi Minh Presidential Palace Relic Zone, Ba Dinh Square, and Martyrs' Memorial) and the coordination relationship with the Steering Committee:

1. Ministries: Defense, Public Security, Culture and Information are responsible for organizing the implementation of tasks prescribed in Decree No. 276/HĐBT dated December 7, 1985 of the Council of Ministers and directing and inspecting subordinate units in performing the tasks of the Steering Committee.

2. Hanoi People's Committee is responsible for coordinating with the Steering Committee in organizing receptions for domestic citizens and international visitors and activities in the area, ensuring good operation of related technical infrastructure systems, strictly managing planning, environmental sanitation, and keeping the facilities in the area always neat, clean, and beautiful.

Article 7. This Decision shall take effect fifteen days from the date of issuance.

The Chairperson and members of the Steering Committee for the coordination of activities at the Ba Dinh Historical and Cultural Relics Cluster, ministers, heads of ministerial-level agencies, heads of government agencies, and the Chairpersons of Hanoi People's Committee and other provincial and municipal people's committees directly under the central government are responsible for implementing this Decision.
