Guidelines for managing and using non-reimbursable funds for certain types of newspapers and magazines in ethnic minority areas and mountainous regions

provide free of charge certain types of newspapers and magazines to ethnic minority areas and mountainous regions

 

Pursuant to Decision No. 1637/QĐ-TTg dated December 31, 2001 of the Prime Minister on providing certain types of newspapers and magazines to ethnic minority areas and mountainous regions;

Pursuant to Decree No. 87/CP dated December 19, 1996, and Decree No. 51/1998/NĐ-CP dated July 18, 1998 of the Government detailing the delegation, establishment, implementation, and settlement of the state budget;

I - Recipients of newspapers and magazines and their distribution quantities:

After receiving consistent opinions from relevant ministries and sectors, the Ministry of Finance provides guidelines for managing and using non-reimbursable funds for certain types of newspapers and magazines provided to ethnic minority areas and mountainous regions as follows:

a) -Classes in schools:

Classes at primary schools

Classes at primary schools in mountainous, highland, border, and island communes shall be provided with one copy of the Special Issue on Ethnic Minority Children and Mountainous Areas.

Classes in boarding schools for ethnic minorities at the primary level in mountainous provinces and ethnic minority regions shall be provided with one copy of the Special Edition on Ethnic Minority and Mountainous Children.

Classes at secondary schools in mountainous, highland, border, and island communes shall be provided with one copy of the Special Issue on Ethnic Minority Youth Pioneers and Mountainous Areas.

b) - Libraries:

Libraries

Libraries of boarding schools for ethnic minorities shall be provided with:

Five copies of the Special Issue on Ethnic Minority Arts and Mountainous Areas.

Five copies of the Cultural Magazine of Ethnic Minorities.

Five copies of the Ethnic Minorities and Mountainous Areas Magazine.

Two copies of the Special Edition on Ethnic Minority and Mountainous Arts.

Libraries of provinces, districts in mountainous areas and ethnic minority regions shall be provided with:

Two copies of the Special Issue on Ethnic Minority Arts and Mountainous Areas.

Two copies of the Cultural Magazine of Ethnic Minorities.

Two copies of the Ethnic Minorities and Mountainous Areas Magazine.

Two copies of the Ethnic Studies Magazine.

Two copies of the Ethnic Minorities and Contemporary Times Magazine.

One copy of the Ethnic Minority and Mountainous News Bulletin published by the Vietnam News Agency.

One copy of the Ethnic Minority and Mountainous Areas News Picture Supplement of the Vietnam News Agency.

People's Committees at commune level:

People's Committees in border communes shall be provided with:

People's Committees of districts having communes under Program 135/TTg shall be provided with:

People's Committees at district level:

Seven copies of special issues on Ethnic Minorities and Mountainous Areas from seven newspapers: Agriculture Vietnam, Rural Today, VAC Economy, Science and Life, Culture, Health and Life, and Industry Newspaper.

People's Committees in mountainous and ethnic minority districts shall be provided with:

People's Committees in provinces with communes under Program 135/TTg shall be provided with:

i) - Villages: Ethnic Minorities and Mountainous Areas Department of the Provincial Committee (Department responsible for Ethnic Minorities and Mountainous Areas affairs):

Seven special issues on Ethnic Minorities and Mountainous Areas from seven newspapers provided to communes under Program 135/TTg.

The Special Edition on Ethnic Minority and Mountainous Children shall be issued 24 times/year (two issues per month).

Border Guard Posts:

Border Guard Posts located in mountainous and ethnic minority areas shall be provided with:

One copy of the Ethnic Minority and Mountainous Areas News Picture Supplement. 

One copy of the Special Issue on Ethnic Minority Arts and Mountainous Areas.

One copy of the Cultural Magazine of Ethnic Minorities.

One copy of the Ethnic Minorities and Mountainous Areas Magazine.

The Ethnic Minority and Mountainous Magazine shall be issued 12 times/year (one issue per month).

Villages and hamlets:

In mountainous and ethnic minority areas, one copy of the Ethnic Minority and Mountainous Areas News Picture Supplement of the Vietnam News Agency shall be provided.

The Border Guard Newspaper shall be issued 52 times/year (one issue per week).

Number of Issues Published Annually for Each Special Issue and Magazine:

The Special Issue on Ethnic Minority Children and Mountainous Areas is published 24 times/year (two issues per month).

The Special Issue on Ethnic Minority Youth Pioneers and Mountainous Areas is published 24 times/year (two issues per month).

The Ethnic Minority and Mountainous Areas News Picture Supplement is published 12 times/year (one issue per month).

The Special Issue on Ethnic Minorities and Mountainous Areas of the Vietnam News Agency is published 12 times/year (one issue per month).

The Ethnic Minority and Mountainous Region Committee, based on the recipient objects, the number of copies of newspapers, magazines, and special issues provided free of charge, and the publication and distribution costs for each type, prepares the annual budget estimate and submits it to the Ministry of Finance and the Ministry of Planning and Investment for consolidation and submission to the National Assembly and the Government for approval and allocation.

For the year 2002, the sources of funds for implementation are as follows:

For the special issue on Ethnic Minority Children and Mountainous Areas; the special issue on Ethnic Minority Pioneer Youth and Mountainous Areas, the funding for implementation is allocated within the 2002 state budget expenditure plan that has been notified to the Ministry of Education and Training.

For the Image Bulletin of Ethnic Minorities and Mountainous Areas and the Ethnic Special Issue of the Vietnam News Agency, the funding for implementation is allocated within the 2002 state budget expenditure plan that has been notified to the Vietnam News Agency.

For the five special issues on Ethnic Minorities and Mountainous Areas of the five newspapers: Vietnam Agriculture Newspaper, Today's Rural Newspaper, VAC Economic Newspaper, Cultural Newspaper, and Science and Life Newspaper, the funding for implementation is included in the subsidy and postage assistance budget for mountainous areas, islands, and ethnic regions approved by the National Assembly and notified to the Ethnic Minority and Mountainous Region Committee.

For the remaining newspapers, magazines, and special issues including: the Ethnic Minority and Mountainous Area Arts Special Issue; the Ethnic Cultures Magazine; the Ethnic and Mountainous Area Magazine; the Ethnology Magazine; the Ethnic and Era Magazine; Border Guard Newspaper; Health and Life Newspaper; Industry Newspaper, the funding for implementation will be taken from the reserve subsidy and postage assistance budget for essential goods for mountainous areas and ethnic regions in 2002 that have not yet been allocated and notified.

2-Funding Distribution:

Based on the budget estimate announced by the authorized authority and the supply contract between the Ethnic Minority and Mountainous Region Committee and the newspaper, magazine, and distribution agencies, the Ministry of Finance will directly allocate the funds to the units in two installments:

The first installment of 70% of the costs (publication costs and distribution fees) will be provided immediately after the supply contract between the Ethnic Minority and Mountainous Region Committee and the newspapers, magazines, and distribution agencies is signed.

The remaining 30% will be provided when the newspapers, magazines, and distribution agencies have completed the delivery of the required number of newspapers, magazines, and special issues according to the contract (for newspapers and magazines distributed through the Post Office, confirmation from the Vietnam Post and Telecommunications Corporation is required that the specified quantities have been delivered; if self-distributed, confirmation from the receiving unit is required; for the Vietnam Post and Telecommunications Corporation, confirmation from the Ethnic Minority and Mountainous Region Committee or the receiving unit is required).

3-Fund Management:

State funds allocated for publishing, distributing newspapers, magazines, and special issues, and providing them free of charge in ethnic minority and mountainous areas, shall be recorded, accounted for, and reported according to the current accounting system. The Ethnic Minority and Mountainous Region Committee, and the newspaper and magazine agencies are responsible for using the funds for their intended purposes, efficiently and economically, and regularly reporting on the implementation results.

III - Implementation Organization.

This Circular takes effect from the date of signature. Previous guiding documents that conflict with Decision No. 1637/QĐ-TTg dated December 31, 2001 of the Prime Minister regarding the provision of certain types of newspapers and magazines to ethnic minority and mountainous areas are no longer effective.

During the implementation process, if there are difficulties or obstacles, the relevant agencies and units are requested to promptly reflect them to the Ministry of Finance for study and resolution./.
