Issuing Regulations on the Organization and Operation of the Standardization Board
under the General Department of Standardization, Metrology and Quality
THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to Decree No. 54/2003/ND-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/ND-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/ND-CP;
Pursuant to Decision No. 140/2004/QĐ-TTg dated August 5, 2004 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Standardization, Metrology and Quality;
Considering the proposal of the Director of the General Department of Standardization, Metrology and Quality, the Head of the Organization and Cadre Affairs Department,
DECISION:
Article 1. The accompanying Decision hereby promulgates the Regulations on the organization and operation of the Standardization Board under the General Department of Standards, Metrology and Quality Control.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, Heads of the Cadre and Civil Servant Organization Department, Directors of the General Department of Standards, Metrology and Quality Control, Heads of related units, and the Head of the Standardization Board shall be responsible for implementing this Decision.
REGULATIONS
ORGANIZATION AND OPERATIONS OF THE STANDARDIZATION BOARD

PART I
FUNCTIONS, TASKS, AND POWERS
Article 1. The Standardization Board is an entity under the General Department of Standards, Metrology and Quality Control with the function of assisting the Director-General in managing standardization work.
Article 2. The Standardization Board has the following specific tasks and powers:
1. Proposing and primarily drafting legal normative documents concerning the field of standardization and barcode; guiding and organizing the implementation of such legal normative documents after their issuance.
2. Proposing: primarily drafting and coordinating in drafting plans, policies, and programs concerning the field of standardization and barcode; guiding and organizing the implementation of such plans, policies, and programs after approval.
3. Drafting guidelines for applying Vietnamese standards, international standards, and foreign standards in Vietnam.
4. Organizing the compilation of lists of products and goods that must apply Vietnamese standards and lists of products and goods that must compulsorily comply with Vietnamese standards.
5. Proposing measures for unified state management of the Vietnamese standard system; managing and guiding registration and recordation of Vietnamese standards and industry standards; guiding activities in drafting industry standards and basic standards.
6. Monitoring and compiling information on the publication of product quality standards and goods, and the announcement of goods compliant with standards.
7. Proposing solutions to address recommendations and guiding ministries, sectors, localities, and enterprises regarding issues related to the drafting, issuance, and application of standards.
8. Compiling and reporting on the situation and results of standardization activities of ministries, sectors, localities, and bases.
9. Participating in international cooperation activities, scientific research, organizing training, disseminating information, and promoting standardization activities and barcode.
10. Monitoring and proposing management of associations and non-governmental organizations operating in the field of standardization.
11. Managing civil servants, files, documents, and assets of the Board according to regulations of the General Department.
12. Performing other tasks assigned by the Director of the General Department.
Chapter II
ORGANIZATIONAL STRUCTURE
Article 3. The Standardization Board operates under a specialist system combined with a chief executive system. The leadership of the Board consists of the Chairman and several Deputy Chairmen.
The Chairman of the Standardization Board is responsible before the Director-General and the law for the entire organization and operations of the Board.
Deputy Chairmen of the Standardization Board perform specialized tasks and assist the Chairman in overseeing one or more aspects of work as assigned by the Chairman, and are responsible before the Chairman and the law for the tasks assigned.
Civil servants of the Standardization Board carry out specialized tasks assigned by the Chairman and are responsible before the Chairman for the performance of those tasks.
In the absence of the Chairman, a Deputy Chairman is authorized to manage the Committee's operations and is responsible for decisions made by the authorized Deputy Chairman.
Article 4. The appointment and removal of Committee leadership are carried out according to state regulations, the Ministry of Science and Technology, and the General Department of Standardization, Metrology and Quality.
Chapter III
WORK RELATIONSHIPS
Article 5. The Chairman of the Standardization Board oversees all activities of the Board based on these Regulations and the Working Regulations of the General Department of Standards, Metrology and Quality Control.
Article 6. The Chairman of the Standardization Board implements working systems and relationships with heads of units directly under the General Department according to the Working Regulations of the General Department and other regulations of the Director-General.
Article 7. The Standardization Board is responsible for closely collaborating with entities assisting the Director-General and related units to fulfill its tasks.
Chapter IV
IMPLEMENTING PROVISIONS
Article 8. The Chairman of the Standardization Board coordinates with the Head of the Cadre and Civil Servant Organization Department to implement these Regulations according to the directives of the Director-General of the General Department of Standards, Metrology and Quality Control.
Article 9. Any amendments or supplements to this Regulation shall be proposed by the Director of the General Department of Standardization, Metrology and Quality in coordination with the Head of the Organization and Cadre Affairs Department to the Minister of Science and Technology for consideration and decision./.
