REGARDING THE ISSUE OF ISSUING THE PROFESSIONAL STANDARDS FOR RANKS OF PUBLIC HEALTH CIVIL SERVANTS

 

MINISTER OF HOME AFFAIRS

 

Pursuant to Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of officials and civil servants in state-owned units;

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating functions, tasks, powers, and structure of the Ministry of Home Affairs;

BASED ON THE PROPOSAL OF THE MINISTRY OF HEALTH IN THE LETTER NO. 766/YT-TCCB DATED JANUARY 28, 2005;

CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE CIVIL SERVANT AND FUNCTIONARY DEPARTMENT,

 

DECISION:

 

Article 1. ISSUES THE PROFESSIONAL STANDARDS FOR RANKS OF PUBLIC HEALTH CIVIL SERVANTS (ATTACHED WITH THE PROFESSIONAL STANDARDS), INCLUDING:

1. PUBLIC HEALTH - RANK CODE 16a.198.

2. PUBLIC HEALTH MAIN - RANK CODE 16a.197.

Article 2. THE PROFESSIONAL STANDARDS OF THE ABOVE RANKS ARE THE BASIS FOR MINISTRIES, SECTORS, AND LOCALITIES TO IMPLEMENT RECRUITMENT, USE, AND MANAGEMENT OF THE PUBLIC HEALTH CIVIL SERVANTS.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.

 

 

STANDARDS

PROFESSIONAL STANDARDS FOR RANKS OF PUBLIC HEALTH CIVIL SERVANTS

 

(ISSUED ALONGSIDE DECISION NO. 28/2005/QĐ-BNV DATED FEBRUARY 25, 2005)

of the Minister of Home Affairs)

PUBLIC HEALTH

1. Responsibilities:

IS A TECHNICAL SPECIALIST OF THE HEALTH SECTOR WHO IMPLEMENTS DISEASE PREVENTION, EPIDEMIC CONTROL, DIAGNOSIS OF COMMUNITY HEALTH STATUS; IDENTIFIES CAUSES AND RISK FACTORS RELATED TO COMMUNITY HEALTH AND ILLNESS; PARTICIPATES IN DEVELOPING DIRECTIONS AND PROPOSING SOLUTIONS TO PROTECT AND IMPROVE COMMUNITY HEALTH.

Specific duties:

a) DIAGNOSIS OF COMMUNITY HEALTH:

- PARTICIPATES IN BUILDING AND IMPLEMENTING BASIC EPIDEMIOLOGICAL STUDIES TO IDENTIFY CAUSES AND RISK FACTORS AFFECTING COMMUNITY HEALTH.

- PARTICIPATES IN GROUP DISCUSSIONS WITH COMMUNITY REPRESENTATIVES AND PERFORMS STEPS TO DIAGNOSE COMMUNITY HEALTH, IDENTIFY PRIORITY HEALTH ISSUES TO BE ADDRESSED.

- PARTICIPATES IN BUILDING A CONTINUOUS HEALTH MONITORING SYSTEM FOR THE COMMUNITY, EVALUATING THE STRENGTHS AND WEAKNESSES OF A MONITORING SYSTEM TO DETECT MAJOR SOURCES OF ERROR IN THAT SYSTEM.

- ANALYZES DATA COLLECTED THROUGH THE MONITORING SYSTEM TO DRAW MEANINGFUL CONCLUSIONS TO SERVE PLANNING HEALTH CARE AND PROTECTION FOR THE COMMUNITY.

b) DEVELOP PLANS TO ADDRESS PRIORITIZED HEALTH ISSUES:

- SUMMARIZES RESEARCH RESULTS AND DATA FROM THE MONITORING SYSTEM TO DETERMINE SOLUTIONS TO ADDRESS PRIORITIZED HEALTH ISSUES.

- PARTICIPATES IN DEVELOPING PLANS TO ADDRESS PRIORITIZED HEALTH ISSUES BASED ON AVAILABLE RESOURCES IN THE COMMUNITY AND COMMUNITY ENGAGEMENT, PROPOSING APPROPRIATE SOLUTIONS TO EFFECTIVELY ADDRESS COMMUNITY HEALTH ISSUES.

- PARTICIPATES IN DEVELOPING SUPPORT MONITORING PLANS DURING THE IMPLEMENTATION OF HEALTH ISSUE HANDLING PLANS.

- MAKES PROPOSALS AS A BASIS FOR POLICY FORMULATION BASED ON ACCURATE SCIENTIFIC EVIDENCE AND PUBLIC VALUES AS WELL AS COMMUNITY OPINIONS.

c) IMPLEMENT PLANS AND EVALUATE EFFECTIVENESS:

- ORGANIZES COORDINATION AND PARTICIPATES IN IMPLEMENTING SOLUTIONS ACCORDING TO THE PLANS.

- ORGANIZES THE IMPLEMENTATION OF COMMUNITY RESOURCE MOBILIZATION TO JOIN IN IMPLEMENTING SOLUTIONS ACCORDING TO THE PLANS.

- IMPLEMENTS INFORMATION, EDUCATION, AND COMMUNICATION ON HEALTH PROTECTION AND ENHANCEMENT, GUIDING APPROPRIATE MEASURES FOR HEALTH MANAGEMENT FOR COMMUNITY MEMBERS, PARTICIPATING IN PREVENTIVE HEALTH CARE AND PRIMARY HEALTH CARE WHEN REQUIRED.

- PARTICIPATES IN MONITORING AND EVALUATING THE PROGRESS AND EFFECTIVENESS OF PLAN IMPLEMENTATION, PROPOSING ADDITIONS AND MODIFICATIONS TO THE PLAN AS NECESSARY.

- IMPLEMENTS STATISTICS AND REPORTS TO RELEVANT AUTHORITIES ON THE IMPLEMENTATION PROCESS AND EMERGING NEEDS.

- PARTICIPATES IN PROPOSING MEASURES TO MAINTAIN AND EXPAND COMMUNITY HEALTH CARE PLANS.

d) LEADS OR PARTICIPATES IN RESEARCH PROJECTS AT THE LOCAL LEVEL, PARTICIPATES IN RESEARCH PROJECTS AT THE INDUSTRY AND PROVINCE LEVELS.

đ) PROVIDES TECHNICAL GUIDANCE TO LOWER RANK CIVIL SERVANTS IN OTHER SPECIALTIES OR TO STUDENTS COMING FOR INTERNSHIP.

e) MANAGES RESOURCES WITHIN THE SCOPE OF RESPONSIBILITY.

2. Knowledge:

- FUNCTIONS AND RESPONSIBILITIES OF CIVIL SERVANTS WORKING IN THE FIELD OF COMMUNITY HEALTH CARE AND PROTECTION.

- KNOWLEDGE OF SOCIAL SCIENCES AND BEHAVIOR, BASIC SCIENCES, FOUNDATIONS OF MEDICINE, HEALTH MANAGEMENT SCIENCES, COMMUNITY HEALTH SCIENCES, ENVIRONMENTAL HEALTH AND OCCUPATIONAL HEALTH SCIENCES.

- LAW ON POPULATION HEALTH PROTECTION AND RELATED LEGAL DOCUMENTS, STATE POLICIES, HEALTH SECTOR POLICIES, AND THE DEVELOPMENT DIRECTION OF PUBLIC HEALTH TECHNICAL SKILLS IN VIETNAM.

- PRACTICAL EXPERIENCE IN PRODUCTION, SOCIETY, AND LIFE RELATING TO ASSIGNED TASKS.

- METHODS OF PUBLIC HEALTH RESEARCH.

3. Qualifications:

- GRADUATION FROM A UNIVERSITY IN PUBLIC HEALTH SPECIALTY.

- ABILITY TO USE AN FOREIGN LANGUAGE AT LEVEL A; IF WORKING IN REGIONS WITH ETHNIC MINORITY POPULATIONS, KNOWLEDGE OF AN ETHNIC MINORITY LANGUAGE CAN SUBSTITUTE FOR FOREIGN LANGUAGE LEVEL A.

- BASIC COMPUTER SKILLS, ABILITY TO USE SOFTWARE FOR DATA ANALYSIS IN HEALTH.

MAIN PUBLIC HEALTH

1. Responsibilities:

IS A TECHNICAL SPECIALIST OF THE HEALTH SECTOR, LEADING THE ORGANIZATION AND IMPLEMENTATION OF DISEASE PREVENTION, EPIDEMIC CONTROL, AND COMMUNITY HEALTH DIAGNOSIS; IDENTIFIES CAUSES AND RISK FACTORS RELATED TO COMMUNITY HEALTH AND ILLNESS; DETERMINES DIRECTIONS AND PROPOSES SOLUTIONS TO PROTECT AND IMPROVE COMMUNITY HEALTH.

Specific duties:

a) DIAGNOSIS OF COMMUNITY HEALTH:

- LEADS THE DEVELOPMENT AND IMPLEMENTATION OF SCIENTIFIC RESEARCH TO IDENTIFY CAUSES AND RISK FACTORS AFFECTING COMMUNITY HEALTH PRIORITIES.

- LEADS THE ORGANIZATION OF A CONTINUOUS HEALTH MONITORING SYSTEM FOR THE COMMUNITY AND IMPLEMENTS MEASURES TO LIMIT MAJOR ERRORS IN THE MONITORING SYSTEM.

- LEADS THE IDENTIFICATION OF HEALTH ISSUES AND COMMUNITY HEALTH PRIORITIES BASED ON CONCLUSIONS DRAWN FROM MONITORING DATA.

- LEADS AND MANAGES WORKGROUPS TO DISCUSS WITH COMMUNITY REPRESENTATIVES TO DIAGNOSE COMMUNITY HEALTH, IDENTIFY PRIORITIZED HEALTH ISSUES TO BE ADDRESSED.

b) Develop plans to address prioritized health issues that have been diagnosed:

- Take the lead in developing and organizing the implementation process of plans for community health care and protection.

- Take the lead in organizing the selection and consideration of the most effective solutions for addressing prioritized community health issues based on available community resources and community participation.

- Take the lead in organizing the development of monitoring and support plans, as well as evaluation plans for the implementation process when assigned.

- Compile and analyze proposals for formulating community health policies based on accurate scientific research evidence, public values, and community opinions.

c) IMPLEMENT PLANS AND EVALUATE EFFECTIVENESS:

- Coordinate and organize the effective implementation of established plans.

- Take the lead in organizing the mobilization of community resources to participate in implementing planned solutions.

- Take the lead in organizing information, education, and communication activities to protect and enhance community health; identify and implement appropriate measures to manage community health.

- Take the lead in organizing the supervision, assessment of progress and effectiveness of plan implementation, and supplementing or amending the plan if necessary.

- Organize regular notifications to relevant levels about the progress of plan implementation and emerging needs.

- Take the lead in proposing and organizing the implementation of measures to maintain and expand community health care plans.

d) Take the lead in provincial and sectoral scientific research topics, and participate in national-level scientific research topics.

- Directly participate in training technical professionals in lower ranks of public health and students undergoing internships.

- Organize or directly participate in pre-service guidance in technical fields within the public health specialty.

- Participate in evaluating and approving community health care and protection plans when required.

2. Knowledge:

- FUNCTIONS AND RESPONSIBILITIES OF CIVIL SERVANTS WORKING IN THE FIELD OF COMMUNITY HEALTH CARE AND PROTECTION.

- Basic knowledge of subjects related to social sciences and behavior, basic sciences, foundational medicine, health management sciences, community health sciences, environmental health and occupational hygiene sciences; apply this knowledge to disease prevention, epidemic control, and health protection and enhancement for the people.

- The Law on Health Protection for the People and related laws, as well as guiding documents for state policies and health sector policies.

- Understanding of practical production, society, and life related to assigned tasks.

- Directions for the development of technical expertise in the field of public health both domestically and internationally.

- Research methods in the field of public health.

3. Qualifications:

- Be a public health officer with at least nine years of experience, meeting the above standards.

- Hold a Master's degree in Public Health or a First-Level Specialization.

- Proficient in using one foreign language at level B; in cases where work is performed in areas with ethnic minorities, proficiency in one ethnic language can substitute for level B foreign language proficiency if used effectively in professional activities.

- Proficient in using software applications for data analysis in healthcare.

- Have at least one innovative project or scientific research work recognized and effectively applied by a sectoral or provincial scientific council./.
