JOINT CIRCULAR

Guidelines for the Expenditure Regime of the National Model Worker Congress

Seventh Session in 2005

Pursuant to Decree No. 60/2003/ND dated June 23, 2003 of the Government detailing and guiding the implementation of the State Budget Law;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decision No. 916/QD-TTg dated August 18, 2004 of the Prime Minister on organizing the Seventh National Model Worker Congress;

The Ministry of Finance and the Office of the Government jointly issue guidelines for the expenditure regime of the Seventh National Model Worker Congress in 2005 as follows:

I. GENERAL PROVISIONS:

1. These Circulars guide the expenditure regime for organizing the Seventh National Model Worker Congress in 2005.

2. The budget for organizing the Seventh National Model Worker Congress shall be guaranteed by the state budget.

3. Agencies and units responsible for organizing and serving the Seventh National Model Worker Congress shall be responsible for using the allocated funds in accordance with the current financial expenditure regulations and the provisions of these Circulars.

II. SPECIFIC PROVISIONS:

1. Sources of funding:

The sources of funding for organizing the Seventh National Model Worker Congress include:

- State budget;

- Other sources (if any).

2. Content of expenditures:

- Renting equipment and venues for the Congress.

- Purchasing materials, collecting data, writing reports, and compiling yearbooks to serve the Congress.

- Printing invitations and making badges for delegates and participants in the Congress.

- Making emblems and symbols for the Congress.

- Publicity expenses: printing banners, posters, logos, insignias, filming, flags, slogans, printing promotional materials, and organizing publicity through mass media (radio, television, press, etc.).

- Renting cars to serve the Congress.

- Serving meals and accommodation for delegates during the Congress period, including the day before the opening ceremony and the day after the closing ceremony.

- Expenses for the activities of the Congress Organizing Committee.

- Expenses for security, safety, health care, and service provision.

- Office supplies, communication, and information expenses.

- Other direct expenses related to the activities of the Congress.

3. Specific expenditure levels:

3.1. Food and accommodation:

- For domestic delegates and guests:

+ Meals: Delegates and official guests of the Congress are entitled to a meal allowance of VND 50,000 per person per day.

+ Refreshments during meetings: VND 10,000 per person per day during the Congress period.

+ Accommodation: The accommodation allowance for delegates is based on the standard set forth in Circular No. 118/2004/TT-BTC dated December 8, 2004 of the Ministry of Finance regarding travel allowances and conference fees for administrative agencies and public institutions nationwide.

- For foreign guests attending the Congress: The Congress Organizing Committee will cover food and accommodation expenses for foreign guests during the Congress period based on actual receipts but not exceeding:

+ Meals: VND 200,000 per person per day

+ Accommodation: VND 700,000 per person per day

3.2. Travel expenses:

- Agencies, organizations, and localities sending delegates to the Congress shall ensure transportation and travel costs for the delegates.

- The Congress Organizing Committee is responsible for picking up and dropping off delegates at Noi Bai International Airport and back.

- Transportation from the accommodation to the Congress venues in Hanoi shall be arranged or reimbursed from the Congress service budget by the Congress Organizing Committee.

3.3. Other expenses related to organizing the Congress:

- Allowance for delegates participating in seminars and discussions on report contents and reviewing exemplary reports: VND 50,000 per person per session.

- Allowance for exemplary report presentations at the Congress: VND 100,000 per report.

- Allowance for contributors to draft Congress reports: VND 50,000 per contribution.

- Allowance for individuals serving the Congress:

+ Members of the Congress Organizing Committee and Heads of Subcommittees: VND 150,000 per person per day.

+ Members of the Subcommittees organizing the Seventh National Model Worker Congress: VND 100,000 per person per day.

+ Service staff (security, drivers, receptionists, medical personnel, etc.): VND 50,000 per person per day.

+ Staff members indirectly serving the Congress from other units: VND 30,000 per person per day.

The list of direct service staff during the Congress days shall be approved by the Heads of the Subcommittees under the Congress Organizing Committee.

The duration of allowances shall not exceed five days and shall not be eligible for travel allowances during this period. Individuals serving the Congress shall only receive the allowances specified above and shall not receive additional allowances according to the standards for Congress delegates.

If an individual performs multiple tasks, they shall only receive the highest allowance.

- Other expenditure items shall be implemented according to the current regulations.

4.1- Based on the relevant work contents of organizing the Seventh National Model Worker Congress approved by the Subcommittee Heads, and in accordance with the current financial expenditure standards and the expenditure levels stipulated in Section II of these Circulars, each Subcommittee shall prepare a budget for their assigned tasks and submit it to the Service Organization Subcommittee of the Government Office.

The Government Office shall compile a detailed budget for organizing the Seventh National Model Worker Congress in 2005 according to each Subcommittee and submit it to the Ministry of Finance for review and submission to the Prime Minister for approval.

4.2- Based on the approved budget for organizing the Seventh National Model Worker Congress by the Prime Minister, the Ministry of Finance shall notify the budget to the Service Organization Subcommittee of the Government Office.

- The allocation, withdrawal, settlement, and finalization of the Congress budget shall be carried out in accordance with current regulations.

4.3- Subcommittees tasked with organizing services for the Seventh National Model Worker Congress shall be responsible for managing, using, and settling the budget according to the approved budget and the guidance provided in these Circulars. All cases of expenses outside the approved budget must be approved by the Head of the Congress Organizing Committee before implementation.

After the Congress concludes, within no more than thirty days, the Subcommittees tasked with funding to organize and serve the National Model Congress shall be responsible for settling the allocated funds with the Subcommittee on Organization and Service of the Congress – Office of the Government.

4.4- The Subcommittee on Organization and Service of the Congress – Office of the Government (the assisting unit of the Standing Committee of the Subcommittee being the Financial Management Bureau – Office of the Government) shall be responsible for urging, monitoring the management, utilization, and settlement of funds for serving the Congress by the Subcommittees, compiling the settlement of funds for organizing the Congress, and incorporating it into the Office of the Government's 2005 annual settlement report.

III. IMPLEMENTATION PROVISIONS

This Circular shall take effect fifteen days from the date of publication in the Official Gazette.

In the process of implementation, if there are any difficulties, agencies and units must report to the Organizing Board of the Seventh National Model Congress – Office of the Government for prompt resolution./.
