Regarding the maximum price of certain volumes of whole blood and blood products that meet the standards Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
THE MINISTER OF HEALTH
Pursuant to the Drug Law No. 34/2005/QH11 of the National Assembly;
Pursuant to Article 16 of Decree No. 43/2006/NĐ-CP dated April 25, 2006 of the Government on the autonomy and responsibility for the implementation of tasks, organizational structure, staffing, and finance of public service units;
Pursuant to Decision No. 43/2000/QĐ-TTg dated April 7, 2000 of the Prime Minister on voluntary blood donation campaigns;
Pursuant to Decision No. 198/2001/QĐ-TTg dated December 28, 2001 of the Prime Minister approving the Blood Safety Program;
Pursuant to the principles for determining the price of blood and blood products as stated in Circular No. 1005/BTC-HCSN dated January 18, 2007 of the Ministry of Finance; and pursuant to Circular No. 4590/BTC-QLG dated April 4, 2007 of the Ministry of Finance regarding comments on the draft decision on the price of whole blood and blood products;
Based on the proposal of the Heads of the Department of Planning and Finance, the Department of Treatment, the Department of Health Insurance, the Department of Legal Affairs, and the Director of the Vietnam Drug Administration;
Issuing the maximum prices for certain volumes of whole blood and blood products that meet the standards applicable to payment from the state budget (including revenue from hospital fees of public health facilities) and the Health Insurance Fund as follows:
DECISION:
Article 1. 1. Maximum prices for certain volumes of whole blood that meet the standards:
a) VND 80,000 for 50 ml of whole blood;
b) VND 125,000 for 100 ml of whole blood;
c) VND 175,000 for 150 ml of whole blood;
d) VND 220,000 for 200 ml of whole blood;
đ) VND 260,000 for 250 ml of whole blood;
e) VND 290,000 for 300 ml of whole blood;
g) VND 320,000 for 350 ml of whole blood;
h) VND 350,000 for 400 ml of whole blood;
i) VND 380,000 for 450 ml of whole blood.
2. Maximum prices for red blood cell products that meet the standards:
a) VND 75,000 for one unit of red blood cells prepared from 50 ml of whole blood;
b) VND 120,000 for one unit of red blood cells prepared from 100 ml of whole blood;
c) VND 165,000 for one unit of red blood cells prepared from 150 ml of whole blood;
d) VND 210,000 for one unit of red blood cells prepared from 200 ml of whole blood;
đ) VND 250,000 for one unit of red blood cells prepared from 250 ml of whole blood;
e) VND 290,000 for one unit of red blood cells prepared from 300 ml of whole blood;
g) VND 320,000 for one unit of red blood cells prepared from 350 ml of whole blood;
h) VND 340,000 for one unit of red blood cells prepared from 400 ml of whole blood;
i) VND 365,000 for one unit of red blood cells prepared from 450 ml of whole blood.
3. Maximum prices for plasma products:
a) VND 170,000 for 150 ml of fresh frozen plasma;
b) VND 215,000 for 250 ml of fresh frozen plasma;
c) VND 140,000 for 150 ml of frozen plasma;
d) VND 200,000 for 250 ml of frozen plasma;
4. Maximum prices for cryoprecipitate products:
a) VND 180,000 for 75 ml of cryoprecipitate;
b) VND 260,000 for 150 ml of cryoprecipitate.
5. Maximum prices for certain other products:
a) VND 160,000 for 75 ml of pooled platelets;
b) VND 280,000 for 150 ml of pooled platelets;
c) VND 170,000 for 125 ml of pooled granulocytes;
d) VND 260,000 for 250 ml of pooled granulocytes.
Based on the maximum prices stipulated in Article 1 above, the heads of units responsible for providing whole blood and blood products shall issue specific prices that are appropriate to the actual situation but not exceeding the maximum prices prescribed; and at the same time implement price declaration and display according to the provisions of the law.
Article 2. For those who are not covered by the state budget and the Health Insurance Fund: The heads of units responsible for providing whole blood and blood products shall issue specific prices that ensure cost recovery with reasonable accumulation, suitable to the patients' ability to pay; and at the same time implement price declaration and display according to the provisions of the law.
Article 3. This Decision takes effect 15 days after its publication in the Official Gazette. The Heads of the Office of the Ministry of Health, the Departments of Planning-Finance, Treatment, Health Insurance, Legal Affairs - Ministry of Health, and the heads of related units are responsible for implementing this Decision./.
Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette. The Permanent Deputy Minister of Health, the Heads of the Departments of Planning-Finance, Treatment, Health Insurance, Legal Affairs of the Ministry of Health, and the Heads of relevant units are responsible for implementing this Decision./.
