Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
Based on the proposal of the Director of the Organization and Cadres Department and the Director of the Press Center and International Cooperation in Communications,
DECISION:
Article 1. Position and Functions
The Press Center and International Cooperation in Communications is a subordinate unit under the Ministry of Information and Communications with functions operating in the fields of journalism, communications, and foreign information.
International trade name: Center for Press and International Communication Co-operation (abbreviated as CPI).
The Press Center and International Cooperation in Communications is a state-run enterprise with legal personality, its own seal and separate bank account for transactions in accordance with the law, with its main office located in Hanoi City.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Develop and submit to the Minister annual and long-term activity plans of the Center, organize their implementation after approval. Carry out activities to support the functional units of the Ministry in managing journalism and foreign information;
2. Receive, manage, and guide film crews, journalists, and foreign visitors entering Vietnam for activities related to foreign information. Organize delegations from Vietnam to engage in journalism and communication activities abroad;
3. Produce, co-produce television programs, feature films, documentary films, materials, news reports, and other audiovisual products for broadcast on domestic and international channels in accordance with the law;
4. Produce, co-produce programs and films for printing and distribution on high-quality digital video discs (DVDs) to be provided to embassies, organizations of Vietnam abroad, international organizations, and distributed in other forms in accordance with the law;
5. Publish, co-publish, and distribute newspapers, magazines, and other types of publications both domestically and internationally in accordance with the law;
6. Establish an electronic news website on the Internet;
7. Organize conferences, seminars, exhibitions, and events both domestically and internationally to serve foreign information work;
8. Cooperate in organizing training and capacity building in journalism and communication;
9. Be authorized to establish agents for the distribution of audiovisual products and publications abroad to serve foreign information work in accordance with the law;
10. Coordinate with the functional units of the Ministry to develop foreign information projects and programs;
11. Implement or coordinate in implementing projects serving foreign information work and journalism and communication;
12. Cooperate with international organizations and foreign partners in the field of journalism and communication in accordance with the law;
13. Be authorized to proactively develop activities related to the functions and tasks of the Center to create additional revenue sources to expand and develop the enterprise in accordance with the law;
14. Manage the organization, cadres, staff, finance, and assets of the Center in accordance with the law and the delegation of the Minister;
15. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure and Staffing
1. Leadership of the Center:
The Press and International Communication Cooperation Center shall have a Director and Deputy Directors.
The Director shall be responsible to the Minister and the law for organizing and implementing the functions, tasks, and authorities assigned.
The Deputy Directors shall assist the Director in directing and managing the Center's operations and shall be responsible to the Director for the tasks assigned to them.
2. Organizational Structure and Staffing:
- Administrative and General Affairs Department
- Accounting and Finance Department
- Journalist Management and Foreign Visitors Department
- International Communication Department
- Project and Exploitation Department
Subordinate Units:
- Representative Office in Ho Chi Minh City
- Marketing and Family Magazine
- Foreign Information Club
- Electronic Information Website
The Marketing and Family Magazine is an independent accounting unit that covers its own expenses, has its own seal and separate account for transactions in accordance with the law.
The functions, tasks, and authorities of the Representative Office in Ho Chi Minh City and the Foreign Information Club shall be established by the Center Director and submitted to the Minister for decision.
The functions, tasks, and authorities of the departments, magazine, and subordinate units shall be stipulated by the Center Director; the working relationships between the Center's units shall be regulated by the Center Director.
The staffing of officials and employees of the Center shall be established by the Center Director and submitted to the Minister for decision.
Article 4. Effective date
This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette. Decree No. 2684/QĐ-BVHTT dated August 16, 1995 of the Ministry of Culture and Information on the functions, tasks, authorities, and organizational structure of the International Press and Communication Cooperation Center is hereby abolished.
Article 5. Responsibilities for Implementation
The Heads of the Office, the Personnel Department Head, the Director of the Press and International Communication Cooperation Center, the Heads of the agencies and units under the Ministry of Information and Communications, and related units are responsible for implementing this Decision./.
