Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Article 1. Other types of artistic performances
Considering the proposal of the Head of the Department of Ethnic Culture and the Head of the Department of Organization and Cadres,
DECISION:
Article 1. Position and Functions
The Department of Ethnic Culture is an agency under the Ministry of Culture, Sports and Tourism with the function of advising the Minister to implement state management over ethnic minority cultures in accordance with the Party's guidelines and the State's policies and laws.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Draft for the Minister to promulgate within his/her authority or to submit to competent authorities for promulgation of legal normative documents concerning ethnic minority cultures.
2. Draft long-term five-year plans and annual plans regarding ethnic minority cultures.
3. Direct, organize implementation, and supervise the implementation of ethnic culture policies.
4. Draft for the Minister to decide and organize implementation of preventive measures against violations of laws on ethnic cultures.
5. Develop training programs for professional skills for officials, civil servants, and employees working in cultural fields in ethnic minority regions.
6. Advise the Minister on research plans for organizational models, management mechanisms, systems, and policies on ethnic minority cultures; direct and organize implementation after approval.
7. Take the lead and coordinate with relevant agencies and units in developing policies for preserving, promoting, and developing representative cultural values of ethnic minorities in Vietnam in conjunction with tourism promotion.
8. Direct the content of community cultural exchange activities among ethnic minorities in conjunction with tourism promotion.
9. Coordinate with the Vietnam Association of Literature and Arts of Ethnic Minorities in organizing cultural activities for ethnic minorities as prescribed by law.
10. Inspect and implement state systems and policies on ethnic cultures as prescribed by law.
11. Guide and organize the preservation of representative traditional cultural values of ethnic minorities in conjunction with economic and social development and tourism promotion.
12. Coordinate with relevant agencies and units in directing, organizing, and inspecting ethnic cultural activities according to the division of management responsibilities.
13. Coordinate with relevant agencies and units in directing and managing propaganda work serving ethnic minority communities.
14. Manage civil servants, implement policies and systems for officials and civil servants under its jurisdiction; manage assets assigned in accordance with the law.
15. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure
1. The Head of the Department and Deputy Heads of the Department.
2. Professional civil servants.
The Head of the Department of Ethnic Culture is responsible for staffing according to the position structure and professional standards; organize the development and issuance of the Department's operational regulations.
Article 4. Effective date
This Decision shall take effect fifteen days from the date of publication in the Official Gazette and replace Decision No. 45/2004/QĐ-BVHTT dated June 28, 2004 of the Minister of Culture and Information stipulating the functions, tasks, powers, and organization of the Department of Ethnic Culture.
Article 5. Responsibilities for Implementation
The Head of the Department of Ethnic Culture, the Director of the Office, the Head of the Department of Organization and Cadres, the Head of the Department of Planning and Finance, heads of agencies and units under the Ministry, and related organizations and individuals are responsible for implementing this Decision./.
