CIRCULAR

Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications

for some occupations under the group of Engineering Technology occupations

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/ND-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QD-BLDTBX dated September 6, 2008 of the Minister of Labor - Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;

Pursuant to the results of the appraisal by the Appraisal Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following occupations: Drilling and Geological Exploration; Oil Product Manufacturing; Ship Hull Pipe System Assembly; Hydraulic Construction; Ship Engine Operation; Coal Washing Equipment Operation; Mechanical Cold Assembly; Oil Product Analysis; Inorganic Chemical Production; Chemical Testing and Analysis;

The Ministry of Labor - Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the above occupations as follows:

Article 1. Scope of Regulation and Objects of Application:

This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular; the framework programs for intermediate vocational qualifications and higher vocational qualifications stipulated in this Circular are not mandatory for foreign-invested vocational training institutions.

Article 2. The framework program prescribed in this Circular includes:

1. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Drilling and Geological Exploration" (Annex 1);

2. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Oil Product Manufacturing" (Annex 2);

3. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Ship Hull Pipe System Assembly" (Annex 3);

4. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Hydraulic Construction" (Annex 4);

5. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Ship Engine Operation" (Annex 5);

6. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Coal Washing Equipment Operation" (Annex 6);

7. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Mechanical Cold Assembly" (Annex 7);

8. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Oil Product Analysis" (Annex 8);

9. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Inorganic Chemical Production" (Annex 9);

10. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the occupation "Chemical Testing and Analysis" (Annex 10);

Article 3. Responsibility for developing vocational training programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational colleges, universities, colleges, and intermediate specialized colleges that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.

Article 4. Implementation provisions:

1. This Circular takes effect 45 days from the date of signature.

2. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees under the Central Government, the General Department of Vocational Training, vocational colleges, intermediate vocational colleges, universities, colleges, and intermediate specialized colleges that have registered to conduct intermediate vocational training and college-level vocational training for the trades specified in this Circular, and related units shall be responsible for implementing this Circular./.
