 officials, civil servants under the Environmental Resources and Environment Inspection Authority,

Pursuant to the Inspection Law dated June 15, 2004;

Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 35/2009/NĐ-CP dated April 7, 2009 of the Government on the organization and operation of the Natural Resources and Environment Inspection;

Pursuant to Decree No. 100/2007/NĐ-CP dated June 13, 2007 of the Government on inspectors and inspection collaborators;

Based on the unified opinion of the Chief Inspector General at Circular No. 2752/TTCP-TCCB dated November 9, 2009;

Considering the proposal of the Inspector General of the Ministry, the Director of the Legal Department,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the form, color, material, specifications of uniforms, insignia, rank badges, and nameplates for inspectors, officials, and civil servants under the Environmental Resources and Environment Inspection System.

Article 2. Applicability

1. The Chief Inspector, Deputy Chief Inspectors, inspector ranks (senior inspector, principal inspector, inspector) within the Environmental Resources and Environment Inspection System.

2. Officials, civil servants under the Environmental Resources and Environment Inspection System.

Chapter II

SPECIFIC PROVISIONS

2. Staff and civil servants under the Ministry of Natural Resources and Environment Inspection and Provincial Department of Natural Resources and Environment Inspection.

1. The uniforms prescribed in this Circular include: kepi hat, trousers, shirt, belt, shoes, socks, tie, raincoat, file case, insignia, nameplate, branch badge, pine twig pin.

1. The uniforms prescribed in this Circular include: trousers, cap, tie, collar tab, insignia, nameplate, rank badge, leather shoes, backless sandals, socks, raincoat, file case.

a) The subjects mentioned in Clause 1, Article 2 of this Circular shall be provided with uniforms including: kepi hat, trousers, shirt, belt, shoes, socks, tie, raincoat, file case, shoulder straps, insignia, nameplate, rank badge, pine twig pin;

b) The subjects mentioned in Clause 2, Article 2 of this Circular shall be provided with uniforms including: trousers, shirt, belt, shoes, socks, tie, raincoat, nameplate.

3. The service life of uniforms shall be implemented according to the provisions of Clause 1, Section II of Joint Circular No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance - Inspector General guiding the management and distribution system of uniforms for inspectors and officials under state inspection agencies.

3. The service life of uniforms shall be implemented according to the provisions of Clause 1 of Section II of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate guiding the management and issuance of uniforms for inspectors and staff of state inspection agencies.

1. Short-sleeved shirt: Material, plain cotton fabric, light blue-green color.

a) For men: short-sleeved shirt with ribbed cuffs on sleeves, stiff collar, two chest pockets without flaps, one side pocket with ribbed edge on both sides, side pocket with rolled hem 2.5 cm wide, straight hem, model number 1 attached to this Circular.

b) For women: short-sleeved shirt, body with four darts at the waist, stiff collar with separate pleats, many pleats parallel to the side pocket (Model number 2 attached to this Circular).

2. Long-sleeved shirt: Material, plain cotton fabric, light yellow color.

a) For men: long-sleeved shirt with cufflinks, stiff collar, two chest pockets without flaps, one side pocket with ribbed edge on both sides, side pocket with rolled hem 2.5 cm wide, straight hem, with tie (Model number 3 attached to this Circular).

b) For women: shirt with four darts at the waist, long-sleeved with cufflinks, stiff collar with buttons, separate pleats without pleats parallel to the side pocket, bow tie style (Model number 4 attached to this Circular).

3. Autumn-winter jacket: Material, tweed, dark color with blue tone.

a) For men: suit jacket, two-button collar, one chest pocket, two flap pockets with flaps, rounded bottom hem, three to four buttons of the same color. Full lining (Model number 5 attached to this Circular).

b) For women: suit jacket, moderate waist, two-button collar, curved cut at the bust, three cuts at the front lower part, rounded bottom hem, three buttons of the same color. Full lining (Model number 6 attached to this Circular).

4. Trousers: Material, tweed, dark color with blue tone (can be used throughout all seasons).

a) For men: single pleat trousers, moderately wide leg, two diagonal pockets on the sides and one back pocket (Model number 5 attached to this Circular).

b) For women: straight trousers, two diagonal pockets on the sides (Model number 6 attached to this Circular). In office work, skirts can be worn designed uniformly and matching the jacket (straight style, back slit, lined) (Model number 7 attached to this Circular).

5. Overcoat: Material, tweed, dark color with blue tone.

a) For men: two-button collar, chest pocket, one chest pocket, two flap pockets at the front lower part, connected from the chest pocket and flap pocket are three cuts. All cuts at the front have ribbed edges, coat has three to four buttons depending on the height of the official. Shoulder straps for attaching rank badges, with insignia on the lapel. Full lining (Model number 8 attached to this Circular).

b) For women: moderate waist, two-button collar, swallowtail chest pocket, two cuts at the front lower part parallel to the hem, connected from the chest pocket and cut below are three pleats. All cuts at the front have ribbed edges, coat has three buttons. Shoulder straps for attaching rank badges, with insignia on the lapel. Full lining (Model number 9 attached to this Circular).

6. Tie: Material, tweed, same color as the short-sleeved shirt.

7. Kepi hat: Material, tweed, dark color with blue tone. The hat has a curved shape, the top and crown made of the same fabric, the front has a black plastic visor that gradually decreases towards the front; the hat has a yellow drawstring, both ends fastened with gold metal buttons; in the middle of the front of the crown is punched with an eyelet; there are four eyelets on both sides of the hat; the crown lining is made of plastic-coated fabric, inside is attached with foam padding (Model number 10 attached to this Circular).

Inspectors, officials, and civil servants of the Environmental Resources and Environment Inspection when working in offices are allowed to wear regular civilian clothes. For inspectors of Southern Provincial Environmental Resources and Environment Departments, the autumn-winter jacket can be converted to a spring-summer jacket to suit the weather conditions.

Article 5. Emblem of the Environmental Resources Inspectorate

The emblem of the Environmental Resources Inspectorate is a symbol of the Environmental Resources Inspectorate. The emblem is made of metal, circular in shape with a semicircular border, featuring the phrase "Environmental Resources Inspectorate" at the bottom center, two ears of rice on either side, and the logo of the Environmental Resources sector within the semicircle. The emblem is attached to: the kepi hat; the shoulder strap; the badge (Model No. 10 attached hereto).

The emblem attached to the kepi hat: Made of metal in a red shield shape that fits inside a circle, placed on a yellow pine branch.

The emblem attached to the shoulder strap: The shoulder strap is made of dark blue felt, rectangular in shape, with the emblem placed on a yellow pine branch in the middle.

Article 6. Rank Badge of the Environmental Inspectorate

The insignia of the Environmental Resources Inspectorate is worn on both shoulders to distinguish different positions when performing duties, and is issued to Environmental Resources Inspectorate officers. The insignia is made of felt, dark blue in color, and is specified as follows: (Model No. 10 attached hereto).

1. Inspectorate of the Ministry of Natural Resources and Environment: Two vertical yellow stripes

a) Chief Inspector: Three silver stars;

b) Deputy Chief Inspector: Two silver stars;

c) Inspector: One silver star.

2. Inspectorate of the General Department, Inspectorate of the Department: One vertical yellow stripe

a) Chief Inspector: Three silver stars;

b) Deputy Chief Inspector: Two silver stars;

c) Inspector: One silver star.

3. Inspectorate of the Provincial Department of Natural Resources and Environment: No stripes

a) Chief Inspector: Three silver stars;

b) Deputy Chief Inspector: Two silver stars;

c) Inspector: One silver star.

Shoulder straps: Background color is slate blue; the pointed end is 4cm wide, the tail end is 5cm wide; the border is 0.8cm wide, yellow in color, with a central yellow stripe 0.8cm wide; at the pointed end, there is a yellow five-pointed star-shaped fastener.

Article 7. Nameplate of the Environmental Inspectorate

The badge of inspectors, officers, and civil servants of the Environmental Resources Inspectorate is made of hard plastic, dark blue in color, measuring 8.8cm in length and 2cm in width.

On the left side of the badge is the emblem of the Environmental Resources Inspectorate. On the right side: Above is the phrase "Environmental Resources Inspectorate"; below is the name of the officer in yellow letters of appropriate size (Model No. 10 attached hereto).

The badge is worn on the left chest during work.

Article 8. Management and Use of Uniforms

1. Management, issuance, and use of uniforms for inspectors, officers, and civil servants under the Environmental Resources Inspectorate system shall be carried out in accordance with the provisions of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance - State Audit Office guiding the management and issuance of uniforms for inspectors and officers of state inspectorates.

2. Inspectors, officers, and civil servants under the Environmental Resources Inspectorate system must wear uniforms issued according to this Circular when performing official duties and are responsible for maintaining and preserving them. In cases of damage or loss due to objective reasons, they will be provided with replacements. In cases of damage or loss without justifiable reasons, individuals must purchase and ensure compliance with uniform requirements for official duties.

3. In cases where inspectors, officers, and civil servants under the Environmental Resources Inspectorate system transfer jobs, retire, or are disciplined with dismissal, if the uniforms issued have not yet reached their service life, they need not be returned; if the service life has expired and new uniforms have not been issued, they will not be issued.

Chapter III

IMPLEMENTATION

Article 9. Implementation Organization

1. Inspectors, officers, and civil servants of the Environmental Resources Inspectorate who have been issued uniforms, emblems, insignias, and badges according to previous regulations shall continue to use them until their expiration date as stipulated in Clause 3, Article 2 of this Circular. When new equipment is provided, they must comply with the provisions of this Circular.

2. Annually, the Inspectorate of the Ministry; Inspectorates of the General Department and Department under the Ministry of Natural Resources and Environment; Inspectorates of the Provincial Departments of Natural Resources and Environment under centrally governed cities or organizations with officers and inspectors under the Environmental Resources Inspectorate system are responsible for preparing budget plans to purchase uniforms, insignias, and badges, and submitting them for approval by competent authorities.

Article 10. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from February 5, 2010.

2. The Chief Inspector of the Ministry of Natural Resources and Environment, the Director of the Ministry of Natural Resources and Environment's Office, heads of units subordinate to the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment under centrally governed cities, and organizations and individuals specified in Article 2 of this Circular are responsible for implementing this Circular.

3. During implementation, if any issues arise, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment (through the Inspectorate) for study, supplementation, and amendment./.
