Article 2. This Circular takes effect from December 26, 2012.
Article 3. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees under the central government, General Department of Vocational Training, intermediate technical schools, higher vocational schools, intermediate specialized schools, colleges, and universities that have registered to teach these trades, and related units shall be responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
