CIRCULAR
Regulations on Physical Training Standards in the People's Public Security Force

Pursuant to the Law on People's Police of Vietnam 2005;
Pursuant to the Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Based on Decision No. 2198/QĐ-TTg dated December 3, 2010 of the Prime Minister approving the Strategy for the Development of Physical Education and Sports in Vietnam until 2020;
To enhance physical fitness for officers and soldiers to meet the requirements and tasks of national security protection and social order maintenance, the Minister of Public Security issues this Circular stipulating physical training standards in the People's Public Security Force,
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the physical training regime in the People's Public Security Force, including: Subjects of physical training; physical training standards; organization of training and physical fitness testing; material infrastructure and funding for physical fitness testing work.
Article 2. Applicability
This Circular applies to units within the People's Public Security Force; officers, non-commissioned officers, and soldiers serving with fixed terms; students at academies and schools; public servants and employees of the People's Public Security Force (hereinafter referred to collectively as officers and soldiers of the People's Public Security Force) aged from 18 to 50 for males and 18 to 45 for females (based on month of birth) who have the right and obligation to implement physical training according to the standards. Officers and soldiers outside the specified age range voluntarily exercise to improve their health and are not subject to physical fitness testing under this Circular.
Article 3. Cases Exempted or Postponed from Testing
1. Fully exempted in the following cases: War invalids; those notified to retire.
2. Exempted from testing for one year in the following cases:
a) Pregnant women or nursing infants under eighteen months old;
b) Currently undergoing treatment certified by district, provincial hospitals or hospitals of the Public Security Force and the People's Army as unable to participate in physical activities;
c) Achieving medals in sports competitions organized by the Ministry of Public Security or the Ministry of Culture, Sports, and Tourism.
3. Postponed testing in cases of sudden illness; on official duty, or granted leave by unit leadership during the testing period but must participate in the next round of testing.
Article 4. Application of Testing Results in Competitive Activities
The results of physical fitness testing according to the standards are one of the criteria for annual competitive evaluation. Individuals and groups failing to meet the physical fitness training standards in a year will be demoted one level in competition.
Chapter II
STANDARDS FOR PHYSICAL TRAINING
Article 5. Gender and Age Group Classification
The subjects specified in Article 2 are classified by gender and age groups as follows:

Article 6. Content of Physical Fitness Testing
1. For males, it includes: 100-meter run; 1500-meter run; standing long jump; prone push-ups or pull-ups on horizontal bar (one of the two contents can be chosen for testing).
2. For females, it includes: 100-meter run; 800-meter run; standing long jump.
Article 7. Physical Fitness Training Standards
1. Individual Standards
Males must complete four tests and females three tests as specified in Article 6 and achieve the following results to be recognized as meeting the physical fitness training standards:

2. Unit Standards
A unit meets the physical fitness training standards if all officers and soldiers within the testing age group (excluding those exempted from testing) reach 80% or more of the standard.
Chapter III
ORGANIZATION OF TRAINING AND PHYSICAL FITNESS TESTING
Article 8. Physical Training Organization
1. Physical training according to standards is both the right and responsibility of each police officer. The Ministry requires each police officer to actively and voluntarily engage in physical exercise and sports training, dedicating at least 30 minutes daily for training and knowing how to play at least one sport.
2. Unit leaders have the responsibility to direct and create favorable conditions regarding time and material infrastructure, including fields, for officers to participate in physical exercise and training according to standards.
3. Police academies and schools incorporate physical training according to standards into their physical education course curricula for students.
4. Units with centralized living arrangements combine physical training according to standards with regular training activities to enhance physical strength, technical skills, tactics, and combat willpower for officers within the unit.
Article 9. Regular Inspection of Physical Training According to Standards
Physical training inspections according to standards are organized annually, possibly divided into multiple sessions to ensure all officers can participate in inspections. The inspection time is determined by the unit head.
Article 10. Inspection Organization
1. Inspection boards are established in the following units:
a) Units under the Ministry;
b) Units under the General Department;
c) Police academies and people's police schools;
d) Prisons, educational facilities, rehabilitation schools;
e) Provincial and municipal public security agencies;
f) Provincial and municipal fire prevention and firefighting departments.
Units stationed nationwide such as the Guard Command, Mobile Police Command, etc., may establish inspection teams to assist the inspection board.
2. Composition of the Inspection Board:
a) Leaders of units specified in Clause 1 of Article 10: Chairperson;
b) Leaders of functional departments: Vice-Chairperson;
c) Physical education and sports officers from higher-level units: Supervisory Member;
d) Physical education and sports officers of the unit: Member;
e) Local sports department officers (if available): Member.
The number of members on the Inspection Board is decided by the unit head.
3. Responsibilities and Tasks of the Inspection Board:
a) Develop plans; compile lists of officers subject to inspection and notify relevant units and officers three months in advance to prepare for training and arrange appropriate inspection times;
b) Prepare fields, equipment, and tools for inspection work;
c) Organize inspections according to approved plans;
d) Compile results and propose to the unit head for recognition of physical training standards for officers.
Article 11. Examination and Recognition of Physical Training Standards
Heads of units specified in Clause 1 of Article 10 base decisions on inspection results and recommendations from the Inspection Board Chairperson to recognize physical training standards for officers and subordinate units. Inspection results are reported to the Ministry (through the Political Work Department) for compilation and annual competition evaluation purposes.
Chapter IV
MATERIAL INFRASTRUCTURE AND FUNDS FOR INSPECTION WORK
PHYSICAL TRAINING
Article 12. Material Infrastructure for Inspection Work of Physical Training
Material infrastructure including running tracks, jumping pits, parallel bars, etc., must meet distance, size, and standard requirements. If units lack sufficient material infrastructure, they may rent or borrow from sports departments or related agencies to organize inspections. Inspection organization must ensure absolute safety and economy.
Article 13. Health Services for Inspection Work
During the organization of inspections, sufficient medical personnel, equipment, and emergency medicines must be arranged to promptly handle any sudden injuries or illnesses that may occur.
Article 14. Funding Assurance
1. Units shall be allocated funds to serve physical training inspection work according to the following standards:
a) Repairing fields, purchasing equipment and means of service for training and inspection;
b) Renting fields to serve inspection work;
c) Providing allowances to members of the inspection board and medical staff in accordance with point b, Clause 1, Article 4 of Circular No. 200/2011/TTLT-BTC-BVHTTDL dated December 30, 2011, issued jointly by the Ministry of Finance and the Ministry of Culture, Sports, and Tourism, regarding financial expenditure regulations for sports competitions, with the allowance not exceeding: VND 60,000/person/day during the inspection period. The duration of the inspection (receiving allowances) shall be decided by the head of the unit.
2. The aforementioned expenses shall be funded from the regular budget allocated annually by the Ministry of Public Security for physical education and sports activities for local public security units.
Chapter V
IMPLEMENTATION
Article 15. Effective Date
This Circular shall take effect 45 days from the date of signature. All previous provisions contrary to this Circular are hereby abolished.
Article 16. Responsibility for Implementation
1. The Director of the General Department, Heads of subordinate units under the Ministry; Provincial Police Chiefs, Chief of the People's Capital Fire and Rescue Service are responsible for implementing this Circular.
2. The General Department of Force Building of the Public Security is responsible for guiding, inspecting, and urging the implementation of this Circular within their assigned functions, tasks, and authorities.
3. In case of any difficulties during implementation, local public security units shall report to the Ministry (through the General Department of Force Building of the Public Security) for guidance.
