Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
BASED ON DECREE NO. 08/2010/NĐ-CP OF FEBRUARY 5, 2010 OF THE GOVERNMENT ON FEED MANAGEMENT FOR LIVESTOCK AND POULTRY;
Pursuant to Decree No. 123/2018/NĐ-CP dated September 17, 2018 of the Government amending and supplementing certain Decrees stipulating conditions for investment and business in the agricultural sector;
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ISSUES THE LIST OF CHEMICALS AND ANTIBIOTICS PROHIBITED FOR IMPORT, PRODUCTION, DISTRIBUTION, AND USE IN FEED FOR LIVESTOCK AND POULTRY IN VIETNAM.
Article 1. ATTACHED TO THIS CIRCULAR IS THE LIST OF CHEMICALS AND ANTIBIOTICS PROHIBITED FOR IMPORT, PRODUCTION, DISTRIBUTION, AND USE IN FEED FOR LIVESTOCK AND POULTRY IN VIETNAM.
Article 2. Effectiveness
1. THIS CIRCULAR SHALL TAKE EFFECT FROM OCTOBER 20, 2014.
2. REPLACE DECISION NO. 54/2002/QĐ-BNN OF JUNE 20, 2002 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ON THE PROHIBITION OF PRODUCTION, IMPORT, CIRCULATION, AND USE OF CERTAIN TYPES OF ANTIBIOTICS AND CHEMICALS IN THE PRODUCTION AND DISTRIBUTION OF FEED FOR LIVESTOCK AND POULTRY.
3. ABOLISH THE PROVISIONS ON THE MANAGEMENT OF MELAMINE IN FEED FOR LIVESTOCK AND POULTRY AS SET OUT IN DECISION NO. 3762/QĐ-BNN OF NOVEMBER 28, 2008 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ON THE MANAGEMENT OF MELAMINE IN LIVESTOCK RAISING AND AQUACULTURE.
Article 3. Transitional Provisions
EXTEND THE PRODUCTION, DISTRIBUTION, AND USE OF CARBADOX, OLADIX, AND BACITRACIN ZN IN FEED FOR LIVESTOCK AND POULTRY UNTIL JUNE 30, 2015.
Article 4. THE HEAD OF THE MINISTRY’S OFFICE, DIRECTORS OF THE DEPARTMENT OF ANIMAL HUSBANDRY, DIRECTORS OF PROVINCE AND CITY DEPARTMENTS OF AGRICULTURE AND RURAL DEVELOPMENT, HEADS OF MINISTRY AFFILIATED UNITS, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
