Pursuant to the Law on Postal Services dated June 17, 2010;

Pursuant to DecreeNo. Decree No. 47/2011/NĐ-CP dated June 17, 2011 of the Government detailing implementation of certain provisions of the Postal Law;

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Departmentconcerning the classification and determination of state management authority in the field of crop productionPost Department,

The Minister of Information and Communications issues this Circular regulating the list of regions with special geographical conditions applying specific collection and distribution frequencies in providing postal public service.intention This Circular stipulates the lists of regions with special geographical conditions applying specific collection and distribution frequencies in providing postal public service, including:

Article 1. 1. List A: Regions with special geographical conditions applying a minimum collection and distribution frequency of 1-3 times per week;

2. List B: Regions with special geographical conditions applying collection and distribution frequencies based on actual circumstances.

The Ministry of Information and Communications will adjust the lists of regions with special geographical conditions applying specific collection and distribution frequencies in providing postal public service to suit actual conditions at different periods.

Article 2. This Circular takes effect from January 1, 2016 and replaces Decision No. 07/2008/QĐ-BTTTT dated March 19, 2008 of the Minister of Information and Communications regarding the issuance of the list of regions with special geographical conditions applying a minimum collection and distribution frequency of once per week.

Article 3. The Head of the Office, the Director of the Post Department, the Heads of subordinate agencies and units under the Ministry of Information and Communications, and the General Director of Vietnam Post Corporation are responsible for implementing this Circular./.
